1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Kotahitanga is situated on the grounds of Wehiwehi marae, Manakau. The kuia provides leadership and guidance to kaimahi who are responsible for the day-to-day learning programme. Whānau are well supported by the hapū and share a commitment to providing positive learning experiences for mokopuna.

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna demonstrate their understanding of whanaungatanga through positive interactions and meaningful relationships with others.  

4 Findings

Mokopuna learn in a nurturing environment that fosters and nurtures whanaungatanga. Kaimahi set the tone of the learning spaces using calm and gentle approaches. Older mokopuna are caring and know their roles when interacting with teina. Mokopuna are familiar with tikanga that reflects whanaungatanga. They recite karakia, sing waiata and greet their peers during the morning programme. Kaimahi use a range of strategies to build mokopuna understanding of te reo Māori through a range of learning experiences. Strategies include conversations, questions, prompts, instructions and praise. Tuākana are confident to initiate conversations and communicate with kaimahi and peers using simple sentence structures in te reo Māori. Teina communicate their understanding with body gestures. Kaimahi respond to mokopuna with warmth and understanding. Mokopuna are developing values of manaaki, aroha and tiaki for self and others.

Mokopuna engage in learning with familiarity and confidence. Kaimahi support mokopuna to learn and play alongside each other. Mokopuna have access to all learning spaces and outside playgrounds. Kaimahi provide learning opportunities and experiences that are fun and enjoyable. Designated areas for tuākana, teina and pēpi enable them to explore in a space that is relevant for their age groups. The indoor learning spaces are organised and promote play, creativity, and exploration. Transitions throughout the learning programme are smooth. Mokopuna learn about positive effects of relationships with people and their taiao.

Mokopuna learning needs are well catered for, monitored and reported.  Kaimahi work collaboratively to plan for mokopuna learning needs. Planning includes kaupapa whānui, kaupapa whāiti and whāinga to guide the implementation of the learning programme. Kaimahi monitor learning and progress. This is captured in mokopuna individual konae. They also use mātai mokopuna to inform whānau of mokopuna learning and progress over time. Kaimahi have integrated programme evaluation into their their planning and assessment cycle. They use questions at the completion of each kaupapa ako to evaluate the effectiveness of the learning programme. Kaimahi use this information to make changes to enhance the quality of mokopuna learning. Mokopuna experience learning that is well planned and managed.

Most aspects of the kōhanga reo are managed well. The tūtohinga documents the history of the kōhanga reo and provides guidance for whānau. Whānau have appointed an Ohu Whakahaere to support whānau and kaimahi. Whānau hui every six weeks, where they share in decision making and report across all areas of operation. They have developed a five-year strategic plan that reflects future developments of the kōhanga reo. Te Ara Tūāpae is used to inform goals and support the vision and aspirations whānau hold for the kōhanga reo. The progress and outcomes of the strategic plan is regularly monitored by the Ohu Whakahaere. An annual plan sets out the overall administrative tasks and when these are to be completed. Personnel management practices support kaimahi growth and development. Kaimahi employment agreements and job descriptions provide clarity for kaimahi responsibilities. Appraisal processes are in place. These include competency self-appraisals and performance appraisals that are improvement focussed. The Ohu Whakahaere provide ongoing support with kaimahi appraisal completion. Mokopuna are the centre of collective whānau decision making.

Key Next Steps

Health and safety policies and procedures require attention. Whilst whānau have policies and procedures from the Te Kōhanga Reo National Trust, its time for whanau to establish a process to adapt them to ensure they align to legislative requirements. Health, safety and wellbeing of mokopuna is compromised.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements they must: 

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care.

6 Recommendation

ERO and the Kōhanga reo whānau recommends whānau work alongside the district office to address the issues outlined in this report.

1 Context

Te Kōhanga Reo o Kotahitanga is based on Ngāti Wehiwehi Marae. It is situated in Manakau, between Levin and Ōtaki. The marae provides a range of cultural learning opportunities for children. Whānau share a commitment to promoting the development of te reo Māori in the kōhanga reo and in the wider community.

2 The Evaluation Findings

How well do children demonstrate an understanding of belonging and identity?

Children confidently demonstrate a growing awareness and understanding of identity and belonging.

Ngā Taumata Whakahirahira

Children experience surroundings where they are cared for and included. Kaimahi provide a warm environment based on their values. They use manaaki, aroha and āwhi in all interactions. Cuddles and hugs are used to set expectations for behaviour. Children mimic values to others. Tuakana show aroha to their teina when they share toys and games. Teina learn āwhi from their tuakana in their friendships. Interactions are respectful. Children confidently seek assistance and support from adults. Children are comfortable to show love to each other and to others.

Children participate in marae and iwi events. Kaimahi take advantage of the location of the kōhanga reo by ensuring children attend marae celebrations and kaupapa. They extend children’s understanding of kawa and iwi appropriate practice. Tangihanga enables children to interact with kaumatua and kuia, listen to whakapapa and observe tikanga in an authentic context. Kaimahi reinforce children’s understanding of their roles as tangata whenua. Children hariru, hug, kihi and greet manuhiri with confidence. Children are developing their understanding of their tangata whenua role. Children show a sense of belonging.

Children are immersed in an environment that encourages the use of te reo Māori. Kaimahi are confident speakers of te reo Māori. They use waiata, word games and pepeha to extend children’s oral language and a whakapapa tree to support children’s developing visual language. Children can use te reo Māori skilfully to challenge others, to have fun, to negotiate and to make requests. Whānau aspirations for children to be speakers of te reo Māori are being met. Children are developing as competent speakers of te reo Māori.

Children experience a learning programme that supports them to make connections. Kaimahi plan haerenga to community facilities such as the library and the local swimming pool to enrich children’s learning. Te reo Māori is spoken in all settings to expose children to it as a natural, normal language of communication. Children make connections with te reo Māori in the wider community. Children learn about kaupapa that connects them to the whenua and to te ao Māori. Tuna heke, caring for Papatūānuku and Matariki give children opportunities to connect with te ao Māori. Children are curious learners.

Planning and Evaluation

Planning is in place. Whānau have developed a planning structure that focuses on Te Whāriki. Kaimahi plan and focus on children’s language development. Haerenga and external expertise are used to complement the learning kaupapa and promote greater understanding for children and whānau. Good communication between kaimahi and whānau enables parents to have input into the learning programme. Children’s learning needs are supported.

Kaimahi use a range of effective assessment methods to identify children’s learning. This includes learning stories, photos, art work and te reo Māori tests and written summaries. Children’s learning development and progress is well-documented. This information is shared with whānau in children’s profile books. Whānau know how well and what their children are learning. Children’s progress is monitored.

Kaimahi are highly reflective. They document formal discussions about the quality of their teaching practice and ways to lift performance. Kaimahi identify possible changes to improve teaching practice. Regular reports on programme evaluation are shared with whānau at hui. Children’s learning and development is a priority.

Whānau contribute to decision making, property maintenance and daily support of kaimahi as whānau āwhi. They are supported by experienced leadership to contribute to the development of the kōhanga reo. They use surveys, meetings and informal chats to share their views. Participation at monthly hui whānau is encouraged and this is evident in attendance records. Required documentation including policies are current and well managed. This sharing of responsibility leads to relaxed, content children. Children are settled.

Key Next Steps

The whānau and ERO discussed and identified a key next step for improving practice. Whānau have identified their focus on building capability within the whānau to maintain and sustain high quality practice and to contribute to positive outcomes for children.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Kotahitanga will be in three years.

1 Context

Te Kōhanga Reo o Kotahitanga is based on Ngāti Wehiwehi marae in Manakau between Levin and Ōtaki. The marae based setting provides a range of learning opportunities for children. The kōhanga reo has sought funding to extend their buildings which will provide more adequate facilities for the children. Whānau are committed to supporting te reo Māori development through and beyond the kōhanga reo.

2 The Review Findings

How well do children show they are nurtured and well cared for?

Children show that they are well nurtured and cared in a variety of ways.

Ngā Taumata Whakahirahira

Children learn in an environment where te reo Maori is priority. Kaimahi use a range of strategies to foster children’s language development. These include conversations, open ended questions and prompts. Children are exposed to examples of formal language patterns such as mihimihi, karakia and pepeha. They enjoy sharing what they know with their peers and adults. Whānau reinforce learning at home and many are learning te reo Māori alongside their tamariki. Children are growing in confidence in their use of te reo Māori.

Children are learning about who they are to strengthen their sense of identity. They have daily opportunities to acknowledge their tupuna and significant landmarks. Children use karakia, waiata and himene to enhance their knowledge of themselves. Kaimahi support children in their learning by prompting and interacting positively. Children are developing confidence in who they are.

Children experience a strong sense of belonging to their kōhanga reo. They demonstrate respectful relationships with their peers, whānau and kaimahi. They are familiar with daily kōhanga reo routines and expectations. Tuakana show compassion to their teina and model daily activities for them to follow. Younger children have their own dedicated space to follow their own interests. Children are confident and happy in their relationships with others.

Children participate in a variety of outdoor learning experiences. There is a modern outdoor play area at the kōhanga reo. Maara kai is a prominent feature of outdoor exploration to support learning about kaitiakitanga and manaakitanga. Children grow kamokamo from seeds in their greenhouse at their kōhanga reo then plant at another marae nearby. Children visit local places and people such as farms and the community library to build relationships and make connections with their community. Children enjoy exploring their natural and physical environment.

Planning and Evaluation

Planning is detailed and well documented. Kaimahi prepare term, weekly and daily plans. Plans are effective, well developed and useful for guiding kaimahi practice. Kaimahi meet regularly to evaluate the quality of the learning programme. Children receive quality learning opportunities that are responsive to their needs.

Children’s learning is well monitored. Kaimahi use observations and checklists to assess children’s learning on a regular basis. They provide whānau with information about what children are learning and how they are progressing. Assessment information is used to inform planning and individual learning goals. Children benefit from effective assessment practices.

Kaimahi formally evaluate the effectiveness of the learning programme for children. Whānau complete surveys to provide feedback on their children’s learning. Reports show areas of both good practice and improvements to guide them in delivery of a quality learning programme for children. Children participate in learning programmes influenced by effective internal evaluation.

Whānau are becoming more familiar with their management roles and responsibilities. In the past, many of the whānau management responsibilities were completed by the kaiwhakahaere and kaiako. There is regular reporting about the strategic goals, kōhanga reo finances, property developments and safety matters. Intergenerational success in education is a priority to the whānau. They have aspirations to ‘walk across the stage’, graduating with their mokopuna and tamariki. Whānau are committed to continuous improvement of their kōhanga reo.

Key Next Steps

Regular reporting to the whanau on planning, assessment and programme evaluation requires strengthening. Whānau acknowledge that an annual plan to meet strategic goals will also provide guidance and reassurance for completion. Children benefit from whānau that have effective management systems in place.
