1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Tararua ki Paraparaumu is in Paraparaumu. The kōhanga has been operating for nearly 30 years and is the only one in Paraparaumu. It continues to be supported by kuia and kaumatua who provide leadership. The whānau are working towards building their collective capability in order to promote positive outcomes for children.

The ERO February 2022 evaluation of Mana Whakahaere practices found the values of whanaungatanga supported and reflected how the whānau managed the operations of the kōhanga reo. Kaimahi are well supported to carry out their roles. Mokopuna wellbeing, learning and continual growth and improvement is the focus of decision making.

3 Evaluation Focus

How well do mokopuna demonstrate positive interactions and relationships with others?

Mokopuna show they understand whanaungatanga through their interactions with adults and their peers.

4 Findings - Mana Mokopuna

Whanaungatanga, manaakitanga and aroha underpin all interactions. Kaimahi relationships with other adults and mokopuna are nurturing and caring. Tuākana are encouraged to be considerate when interacting with teina. They role model appropriate behaviour when around the pēpi. The tone and way kaimahi talk with mokopuna is kind and affectionate. Kaimahi consistently use positive affirmation to acknowledge mokopuna efforts and achievements. Mokopuna are respectful in their interactions with kaimahi, whānau and their peers.

Mokopuna enjoy learning where the programme and routines are consistent and familiar. This leads to transitions that are relaxed and smooth. Kaimahi provide learning activities that foster co-operation and independence. Mokopuna are encouraged to interact with both natural and physical resources to stimulate their thinking, curiosity and creativity. Kaimahi support mokopuna to learn about the domains of atua Māori who are often associated with the traits and characteristics of certain atua. The use of the outdoor environment also provides opportunities a lot of space for tuākana and teina to learn and play alongside each other. Mokopuna are happy learners.

Kaimahi provide opportunities for mokopuna to observe kawa and tikanga associated with whakatau. Mokopuna demonstrate appropriate behaviour during this time and are respectful of the protocols in place. Kaimahi support the mokopuna through waiata tautoko, himene, karakia. The presence of kaumātua and kuia provide crucial, fluent language models. Mokopuna experience situations where they are exposed to te reo ōkawa and te reo ōpaki. They are building their understanding of tikanga and kawa through the programme provided by the kaimahi.  

Key Next Steps

Matters identified in ERO’s previous report were verified during the onsite visit. Whānau have efficient systems in place to manage the kōhanga reo operations. 

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the kōhanga reo whānau developed the following recommendation that whānau continue to enhance practices to further increase positive outcomes for mokopuna.

2 Context

Te Kōhanga Reo o Tararua ki Paraparaumu is the only kōhanga reo in Paraparaumu. It has been operating for nearly 30 years. They are currently seeking new enrolments to fill a gap left by a number of graduating mokopuna.

3 Evaluation Focus

How well do mokopuna demonstrate positive interactions and relationships with others?

Mokopuna interactions and relationships with others are strengthened as a result of whānau working collaboratively.

4 Findings - Mana Whakahaere

Whānau work together to manage the kōhanga well. They aspire for a te reo Māori environment that is loving, safe, and where wairua, respect and gratitude are valued. An executive whānau management team is in place and are focused on building their collective capabilities. New members are supported into their roles by outgoing whānau members. Whānau hui are regular and well attended. Whānau seek support and guidance from kaumatua. Mokopuna benefit from a culture and environment that nurtures caring relationships.

A detailed strategic plan guides regular and ongoing operational tasks and includes long-term goals. The annual plan guides operational matters and outcomes are appropriately reported to whānau. Personnel management is included in the annual plan. Health and safety policies, procedures and practices are in place and align with current legislation. Self-review is evident. Mokopuna wellbeing is promoted through a safe physical and emotional environment.

Kaimahi plan the programme collaboratively, it includes kaupapa whānui, whāiti and identified learning outcomes. Kaimahi have a holistic approach to planning based on aroha, the seasons, and tikanga. They use an online assessment platform to record group activities through photos with captions. Kaimahi meet regularly to discuss aspects of the learning programme and implement changes accordingly. Mokopuna enjoy learning with and alongside others.

Some whānau are new to the executive committee, they would benefit from Te Kōhanga Reo National Trust professional development and support in their roles.
