1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provides important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Te Horomako o Te Huruhuru is in the suburb of Islington, close to the city of Christchurch. The whānau continue to maintain the legacy of those who established the kōhanga reo.

ERO’s May 2022 evaluation of Mana Whakahaere practices found kōhanga operations were being managed well and kaimahi were supported to carry out their roles and responsibilities. The whānau fostered a positive learning environment that nurtured mokopuna.

3 Evaluation Focus

How well do mokopuna demonstrate their understanding of whanaungatanga?

Mokopuna express their understanding of whanaungatanga through their positive interactions with others.

4 Findings - Mana Mokopuna

Mokopuna are immersed in whanaungatanga. Interactions between kaimahi, manuhiri and mokopuna are nurturing and caring. The tone and way kaimahi talk with mokopuna is gentle and affectionate. Mokopuna learn in an environment where te reo Māori is prioritised. Formal and informal situations promote language learning opportunities for mokopuna. Mokopuna practice their tangata whenua responsibilities where tuakana lead formal aspects of whakatau and the programme. Tēina use kupu and phrases while babies communicate by babbling sounds, using facial expressions and body language. Mokopuna are settled in the company of their peers. Kaimahi use a variety of strategies that strengthen whanaungatanga including allocating kaimahi across the different learning spaces. Mokopuna are consistently praised for their positive interactions with others. This reinforces the values of respect and care for others. Mokopuna are developing the values of manaaki, aroha and tiaki for self and others. 

Mokopuna engage in experiences that stimulate their interests and learning. Kaimahi use a variety of strategies to challenge and extend mokopuna development. They engage with mokopuna using Te Pae Tuku Aka where mokopuna are able to demonstrate what they have learnt about ngā manu. Tuakana have opportunities to use te reo Māori they know and kaimahi provide language that supports what they are doing. Transitions between activities and experience are smooth, mokopuna move safely and easily between different spaces. The outdoor spaces enable exploration that allow mokopuna to interact with each other in multiple ways. Kaimahi encourage meaningful relationships through engaging with mokopuna as they explore their taiao and pursue their interests. Mokopuna appear settled, happy while they enjoy positive relationships with others. 

Key Next Steps

Whānau shared their intention to continue increasing whānau capability to ensure quality whānau whakahaere practices further promote quality outcomes for mokopuna. ERO supports this key next step as the focus encourages long term positive benefits for mokopuna

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • continue to enhance their collective strength to further promote how they respond to the needs of Mokopuna.

This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Horomako o Te Huruhuru is in the suburb of Islington, close to the city of Christchurch. It is licensed to cater for 35 mokopuna including 10 aged less than two years at any one time. Since ERO’s January 2019 review the whānau have developed and implemented a framework for internal review of systems and management practices.

3 Evaluation Focus

How well do mokopuna benefit from focused learning and care?

Te Kōhanga Reo o Te Horomako o Te Huruhuru whānau foster a positive learning environment that nurtures mokopuna.

4 Findings - Mana Whakahaere

Whanaungatanga is central to whānau for managing the operations of the kōhanga reo. Whānau have effective processes and procedures for monitoring and reporting on key aspects of the kōhanga reo operations. Decision making processes at whānau hui are well-informed and recorded. Whānau monitor health and safety practices to ensure mokopuna wellness is a priority. Whānau hui minutes are informative and detailed. Good financial management standards are kept ensuring investment in te reo Māori. An annual plan guides operational and administrative tasks. Mokopuna benefit from informed whānau leadership focused on their learning and care.

Practices for building kaimahi capability are well managed. Kaimahi are appraised and there is an ongoing focus on building kaimahi skills and capability to become effective, future leaders. Whānau and kaimahi attend wānanga that foster connections with the community. This is a key priority in the strategic plan.  Mokopuna experience an environment where meaningful relationships are valued by the whānau.

Strategic planning includes the vision and aspirations whānau hold for mokopuna. There is a focus on continual growth and improvement. An action plan defines identified priorities and goals to promote sustainability for the future. Whānau share responsibilities to meet operational matters. Mokopuna are nurtured by a whānau focused on their care and learning.

Kaimahi planning, assessment and evaluation are underpinned by values of whanaungatanga. Mokopuna learning and development is a priority. Planning, assessment, and programme evaluation informs whānau of what mokopuna are doing and learning in their groups. Assessment information is gathered and captured in Te Aho Poutama and matai mokopuna. Good information about the learning journey and achievements of each mokopuna is shared with their whānau. A culture of cooperation and participation is clearly evident amongst kaimahi. Kaimahi regularly review practice and use programme evaluation to measure the quality of learning outcomes for mokopuna. Kaimahi regularly reflect on their practices to make positive changes that strengthen planning and respond to mokopuna needs. Mokopuna wellbeing and learning is enhanced through collective decision making. 

Key Next Steps

Whānau continue to enhance internal evaluation to further increase positive outcomes for mokopuna.

1 Context

Te Kōhanga Reo o Te Horomako o Te Huruhuru is in the suburb of Islington, close to the city of Christchurch. The roll number of the kōhanga reo is small. The whānau is gradually building their capability to maintain the legacy of those who established the kōhanga reo.

2 The Evaluation Findings

To what extent are children settled?

Children are settled and have a strong feeling of belonging to their kōhanga reo.

Ngā Taumata Whakahirahira

Children know who they are and where they belong. Kaimahi ensure routines are consistently practised which provides children with feelings of safety and belonging. Children require minimal direction from whānau as expectations for behaviour are clearly understood. Hygiene and healthy eating are promoted by the whānau, and children are becoming familiar with the importance of these habits. Children play well together in groups and independently. Tēina appear to be settled and have close nurturing relationships with tuākana. Learning about their identity through whakapapa is a nurturing process for children. Kaimahi ensure children feel supported and safe when talking about their whakapapa and whānau. Children are happy and settled.

Children confidently use te reo Māori in the daily programme. Kaimahi use consistent and deliberate strategies that support children to learn te reo Māori. These strategies include the use of hand actions, clues and simple questions. Karakia and waiata are used to settle children and also reinforce language patterns. Whānau members are learning te reo Māori, waiata and karakia with the support of their children at home. Children are settled in their language learning environments.

Children are highly engaged and make choices about their learning. The learning styles of children are well understood by kaimahi. There are short bursts of concentrated learning followed by energetic physical activity. Children have opportunities to select activities they are interested in and which promote curiosity, exploration and creativity. Children move from one activity to another with confidence and ease. Kaimahi purposefully interact as learning supporters. Children are happy learners.

Planning and Evaluation

Children’s learning needs are well supported by kaimahi. Programme planning is a collaborative effort with input from the whānau. The programme is well planned with identified activities, new vocabulary and learning outcomes. These learning outcomes are the foundation for the assessment profiles. Kaimahi prepare individual profiles for each child to show their progress and development. These profiles are shared both formally and informally with whānau. Children are confident learners.

The safety and wellbeing of children is important to the whānau. The responsibility for the management of the kōhanga reo has returned to the whānau. Focused wānanga facilitated by Te Kōhanga Reo National Trust (TKRNT) staff has contributed to building whānau understanding of their roles and responsibilities to manage the kōhanga reo. Children are supported by their whānau.

Internal evaluation has improved. The whānau has new systems in place for evaluating their performance. The purposeful use of action planning in whānau hui and minutes has maintained a process of monitoring towards meeting strategic and annual goals.

Key Next Steps

There is no programme evaluation in place. Kaimahi meet weekly to discuss children’s learning, however there is limited evidence in minutes and kaimahi reports about the quality of kaimahi practice and how this impacts on children’s learning. Kaimahi understand how a stronger focus on this will support them to improve learning outcomes for children. Children’s learning is enhanced when kaimahi are able to identify how well teaching practice is improving what happens for children.

The regular review of policies is not well implemented. The whānau agree that this is critical to ensuring the safety and wellbeing of children and whānau is maintained. Implementing a framework for the review of policies, procedures and guidelines will support the whānau to provide a safe kōhanga reo.

The current roll number of children in the kōhanga reo is low, however the whānau is taking its first steps towards increasing the roll. They are focussed on retaining their current group of children and whānau while looking at ways to increase the participation and engagement of whānau in the kōhanga reo. The whānau acknowledge the important role of kaimahi from Te Kōhanga Reo National Trust in supporting them to grow their kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO recommends:

  • the whānau continue to work with kaimahi from Te Kōhanga Reo National Trust to address the key next steps identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Horomako o Te Huruhuru will be in three years.
