1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Whānau Tahi is located on the site of Te Kōmanawa Rowley School in Christchurch. The school supports this kōhanga and has provided an additional outdoor space for mokopuna to explore and enjoy. The whānau aspiration is to relocate so as to be situated alongside Te Kura Kaupapa Māori o Te Whānau Tahi.

3 Evaluation Focus

How well do mokopuna show they enjoy the learning programme?

Mokopuna are engaged and appear to enjoy their opportunities to learn.

4 Findings

Mokopuna participate in a range of learning experiences. Kaimahi use fun strategies that excite mokopuna language development through a range of waiata and fun activities such as Te Pae Tuku Aka. Mokopuna are provided opportunities to lead aspects of the morning programme.

Kaimahi model interactions that reflect whānau values of aroha and manaaki. Tuakana and teina interactions enhance relationships and nurture individuals' confidence. Kaimahi often praise, acknowledge and affirm mokopuna contributions. 

Mokopuna engage with manuhiri, show pride in their place and initiate conversations. Kaimahi have created a fun and busy environment for mokopuna to learn and explore with others and on their own. Mokopuna appear happy and enjoy purposeful learning. 

Kaimahi have processes in place for planning and assessment. Planning is collaborative and whānau contribute through annual wānanga. The mahere ako includes year, term, weekly and daily plans to guide and implement the learning programme. Kaimahi use a range of assessment methods to capture mokopuna learning and the progress they make. These include konae mokopuna and matai tamaiti. Whānau are informed of what mokopuna are doing and learning. Mokopuna experience learning that is planned and focused on their interests. 

Whānau manage most aspects of the kōhanga reo. Whānau hui are held regularly. Decision making is collaborative and whānau actively contribute to the management the kōhanga reo. A variety of reports are presented about operational matters. Whānau have an annual plan to monitor administrative tasks and when these are to be met.

The strategic plan includes the vision and aspirations of the whānau and is informed by Te Ara Tuapae.  Employment documentation is relevant and includes employment contracts and job descriptions.  Appraisal information is well documented and identifies professional learning and development opportunities for kaimahiMokopuna are the focus for whānau.

Key Next Steps

Mokopuna learning can benefit from strengthening programme evaluation. It is time for kaimahi to take a planned approach to reflect on what worked, what did not work and what needs to happen in order to raise the quality of the learning programme.

Although whānau have policies and procedures in place, its important that they develop a regular cycle of policy review. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO checked at the following areas:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions, and exclusions
  • attendance
  • school policies in relation to meeting the requirements of the Children’s Act 2014.

To meet compliance requirements, they must:  

  • ensure whānau establish a process to evaluate the effectiveness of the learning programme. [Regulations 43 (Early Childhood Services) Regulations 2008; C2 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • that whānau work alongside the district office for support to strengthen programme evaluation and implement a regular cycle of policy review.

1 Context

Te Kōhanga Reo o Te Whānau Tahi is in Christchurch. The kōhanga reo is currently located on the site it originally shared with Te Kura Kaupapa Māori o Te Whānau Tahi. Although the kura kaupapa Māori moved in 2000, there are plans in place for the kōhanga reo to relocate to the same site.

2 The Evaluation Findings

How effectively do children identify as mokopuna of Te Whānau Tahi?

Children confidently demonstrate in their learning that Te Whānau Tahi is their tūrangawaewae.

Ngā Taumata Whakahirahira

Children are well supported to develop understanding of tikanga Māori. The whānau have identified tikanga that fosters expectations for children to conduct themselves appropriately in the kōhanga reo. Children are provided with opportunities to lead and participate in daily karakia and all activities in the kōhanga reo. The whānau acknowledged these practices have also become firmly embedded at home. The learning programme includes a focus on the traditional roles of atua Māori and their relevance in contemporary settings. Children show awareness and respect for tikanga Māori.

Children are actively involved in the care of the natural resources of the kōhanga reo. The whānau encourage and support children to take responsibility for the indoor and outdoor spaces. Inside the kōhanga reo, children can easily access resources of their choice and return them independently. Caring for Papatūānuku is the key learning focus in the kōhanga reo. Children explore the outdoor garden area which aligns to the aspiration for children to learn how to grow kai and recycle food scraps to make compost. Children have a special plot for their worm garden which is high interest area that reinforces concepts of tiaki and manaaki. Children are learning to be responsible kaitiaki.

Children interact respectfully with each other and with adults. The whānau and kaimahi make time for all children to play and learn together. Tuākana, tēina and pēpi work well together and also give each other time and space to learn. Kaimahi have identified that small group learning is much more beneficial for sharing ideas, building on discussions, and challenging children’s thinking. Relationships and interactions are positive, caring and nurturing. Kaimahi use a range of methods to encourage children to work well together including role modelling, inviting others to join in, turn taking and sharing. Children are happy to learn alongside their friends and adults in the kōhanga reo.

Children actively explore the environment within and beyond the kōhanga reo. The whānau provide a range of exciting, interesting and colourful resources for children. Children make choices with their learning and select activities they would like to play with. Different materials are provided to encourage children’s creativity and imagination. Tuākana enjoy reading the books that have been created about their learning in the kōhanga reo. Children visit places of interest, attend kaupapa within their purapura, and participate in iwi events. Children are curious learners.

Children experience learning that fosters their interest and understanding of te reo Māori. There is a strategic focus to build te reo Māori capability and reinforce the importance of te reo Māori in the kōhanga reo. Kaimahi use a variety of strategies to extend children’s knowledge and use of language including open-ended questions, using prior knowledge to improve responses, and encouraging conversations with children. Some children are learning three languages and kaimahi have developed activities that reinforce children’s understanding in te reo Māori. Language development is evident in the confidence of tuākana to speak full sentences to the pēpi who use facial expressions and body language to communicate. Children are developing as confident speakers of te reo Māori.

Planning and Evaluation

Whānau management practices are well established. The whānau has expertise, enthusiasm and knowledge to guide management and operations of the kōhanga reo. Internal evaluation occurs across all areas of operation. There are clear expectations for reporting at the monthly whānau hui. Well-documented minutes contribute to effective management of the kōhanga reo. Safety and compliance requirements are well monitored and understood by the whānau and kaimahi. Planning and reporting is purposeful and supports the whānau to maintain focus on what is working well and to identify areas that require further development.

The small team of kaimahi work well together to plan exciting and interesting programmes of learning for children. There are visible links made to the Taumata Whakahirahira. Learning goals are used well to show the progress and development of children with their learning. Resources made by kaimahi are well presented and encourage children’s thinking and problem-solving skills. Kaimahi receive useful feedback to assist with understanding what they do well, and how they can continue to improve in their practice. Their professional development needs are well met.

The whānau receive useful information about older children’s learning in assessment portfolios that contain pictures and learning stories. Kaimahi meet with whānau every term to discuss children’s progress. This also provides time for kaimahi to build respectful relationships with whānau and to gather their feedback. Regular programme evaluation is focussed on improving children’s learning and the quality of kaimahi practice. Actions are identified at regular hui and followed up by kaimahi. The outcomes of these discussions are shared at whānau hui.

Key Next Steps

There is potential to enhance the quality of the learning programme for pēpi. There is a dedicated space for pēpi to play with resources that support their physical and emotional development. Further consideration should be given to how the particular interests and needs of each pēpi can be identified and supported while they are in the kōhanga reo. Observations of pēpi by kaimahi can be recorded and shared with their parents, so that together whānau and kaimahi can develop learning opportunities that meet the needs of each pēpi.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • the whānau and kaimahi continue to maintain their shared focus on ongoing improvements across all areas of their kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Whānau Tahi will be in three years.

Te Kōhanga Reo o Te Whānau Tahi is located in Christchurch. The whānau provide a caring environment for children. Whānau have links to Kāi Tahu and also to other tribes in Aotearoa. Koroua and kuia who have been involved in the kōhanga reo for a long time continue to support the whānau.

2  The Review Findings

How well do children show they are nurtured and well cared for?

Children are cared for happy and confident in their kōhanga reo.

Mana Atua and Mana Tangata

Children are immersed in a caring environment that reflects te ao Māori. They are calm and settled during karakia. Children learn and hear about rangimārie, whakapono, koa and pārekareka. They acknowledge ngā atua Māori every day. Children are familiar with their routines. They are happy and settled.

Children are calm as they go about their work and play. They have a number of resources available to them and they are able to follow their interest. They enjoy regular exercise as part of the programme. Children enjoy being at kōhanga reo.

Children hear and use te reo Māori in both formal and informal ways. They participate in interactive waiata that builds their language capacity during the formal programme. Children are provided leadership opportunities to develop their confidence. Kaimahi use te reo Māori throughout the day. Kaimahi are growing in confidence to use more creative language acquisition techniques with children. Children are growing in confidence in their use of te reo Māori.

Children experience whanaungatanga while at kōhanga reo. Children enjoy positive interactions with adults and their peers. Children have many opportunities for independent play and playing in groups. They enjoy learning alongside their parents. Children get on well with each other.

Planning and Evaluation

Children benefit from purposeful planning. Children and their interest are considered in the planning. Kaimahi collectively plan and take on specific roles throughout the learning programme. Daily, weekly and termly planning provides clear guidance for programme delivery. Children enjoy the learning experiences that are provided for them.

Kaimahi have clear processes to assess children’s learning. The kaiako assisted by kaimahi evaluate the effectiveness of the learning programme. The kaiako uses her learning plan to reflect and report on the effectiveness of the programme. This information highlights areas for improving the quality of the learning programme for children.

Whānau manage the kōhanga reo well. They have identified strategic goals to realise their future aspirations. Core health and safety, wellbeing and care policies and procedures in place. Children benefit from whānau who are responsible employers. Kaimahi employee documentation is current and in place. Kaimahi have completed their appraisals. They have a transparent financial system. Whānau share their individual skills to support the management of the kōhanga reo. 

Key Next Steps

Kaimahi interactions with children are not always affirming. At times some activities are prolonged and do not provide sufficient challenges for children. Kaimahi have had limited professional development and learning to enhance their practices when working alongside children.

Whānau do not have an appraisal policy. Kaimahi do not have a process that supports improved practice or provides feedback about their performance.

Whānau have not developed an annual plan that supports their strategic goals and aspirations.
