Ngāti Rongomaitanga

1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for whānau, hapū and iwi.

2 Context

Te Wharekura o Ngāti Rongomai opened in 2008 as a satellite unit of Te Kaokaoroa o Patetere at Te Marae o Tapuaekura-a-Hatupatu in Rotorua. It is now situated on a temporary site at Te Amorangi Anglican Church Buildings, the kura lease expires in February 2023. The kura gained Designated Character status in July 2018 and provides kaupapa Māori education to uri from Years 1 – 13. The kura is now a member of Ngā Kura ā Iwi (NKAI) collective. It is the first kura in Aotearoa to align its schooling year to the Māramataka MāoriWhakapapa to Ngāti Rongomai is paramount for those who become a part of the kura.

3 Evaluation Focus

How well do uri experience and demonstrate ngā angitū me ngā matapono?

Ngāti Rongomai uri are proud leaders for their iwi. They experience education success and confidently express ngā angitū me ngā matapono.

4 Ngā Kitenga: Findings

Ngāti Rongomaitanga

Te Wharekura o Ngāti Rongomai, establishment has brought to life the aspirations of Ngāti Rongomai kuia and koroua, many of whom have passed on. It has been the catalyst for hapū of Ngāti Pikiao and Te Arawa to be recognised as unique within the greater Te Arawa rohe.

The wharekura provides the vehicle to grow and ensure future leaders of Ngāti Rongomai. Inspired by the kura koromaki - vision, “Tupua ki te marae, tukua ki te ao, ka tauhā” – “Education gained through my heritage, success rewarded through life”, the kura curriculum has continually evolved and improved.

Uri enjoy learning in responsive and authentic contexts in and beyond the kura. They play a vital role in leading the revival of te reo Māori o Te Arawa and upholding Ngāti Rongomai tikanga both on the marae and at tribal events. Uri’ wellbeing, sense of identity and belonging are enhanced as they contribute to the resurgence of Ngāti Rongomaitanga and confidently carry out their hapū responsibilities as kaiwaiata, kaikarakia, kaiwhakarite and ringawera.

Uri develop in-depth knowledge of the histories and landmarks of Ngāti Rongomai. The practice of pao has been restored, uri acquire expertise and knowledge in waiata, haka, mōteatea, karakia and tikanga specific to their hapū. They are developing as the future repositories of Ngāti Rongomai taonga.

Leaders, kaiako, uri and whānau are leading the revitalisation of Ngāti Rongomai, Ngāti Pikiao and
Te Arawa specific Mātauranga Māori, te reo Māori and tikanga. The Marau ā Kura is a whare tupuna. Ngā Pou Ako o Te Wharekura / Ngā Koko o te Whare are the corners of the whare.

Comprehensive future focused planning has been undertaken.  The new leadership team are well supported to carry out their roles with confidence. The kura strategic plan provides detailed expectations and success indicators that are relevant to the special character of the kura – Ngāti RongomaitangaNgā Angitū me ngā Mātāpono; Te Reo Māori, Mauri Tau, Whakapono, Me Matawhaiti and Me Kirimaia are an integral part of uri daily interactions and experiences.

Pānonitanga

Uri wellbeing, learning and development is enhanced through their active participation in an appropriate, considered, innovative and responsive curriculum. Kura leaders, kaiako and whānau spent many years researching the benefits of following the Maramataka Māori. Doctor Rangi Mātāmua, specialist in traditional Māori Astrology, and the kura whānau held wānanga during 2021. This led to further knowledge building and the development of a teaching curriculum that follows the Maramataka Māori.

A proposal was put to the Ministry of Education (MoE) to move from the Gregorian calendar, schools in New Zealand follow, to follow the Māori luna calendar. In June of 2021, after 18 months of deliberation the Education Minister Chris Hipkins and the MoE approved the change. This led to, the kura whānau fully implementing their curriculum underpinned by Ngāti Rongomaitanga and Mātauranga Māori based on the
seasons and stars.

“It's a Māori pathway, it's Māori teaching, it's Māori developing Māori”. 

The renaissance of aligning daily life to the way Māori lived in the past, has been the conduit for uri, whānau and hapū to recognise important environmental indicators and to connect to the physical and spiritual realms of their tipuna.

Following the Maramataka Māori has been instrumental in uri accessing knowledge and learning about how pursuing, or not, certain activities at particular times effect biological and physical changes that enhance learning. The heightened personal awareness uri develop supports their autonomy to make good decisions related to their learning. They learn to optimise the influence of the favourable lunar phases, and how to mitigate the influences of less favourable phases. Leaders and kaiako are positive role models for uri, whānau and hapū development. They have, and continue to, develop learning resources that support effective teaching and learning of the Maramataka Māori, te reo Māori of Te Arawa and Mātauranga Māori of Ngāti Rongomai. The expertise leaders and kaiako have developed is widely regarded, and they generously share their learnings with other educationalists. The holistic development of uri and their learning are enhanced through their engagement in highly conducive relationships, activities and learning experiences. 

Uri progress, achieve well and enjoy success in a dedicated curriculum that nurtures them as descendants of Ngāti Rongomai. Uri experience caring, collaborative and inclusive learning communities. Uri succeed extremely well on the national and international stage. They proudly represent their kura and hapū at sports and kapa haka events and thrive in these arenas.

Almost all uri in Mātāmuri and Pāwaenga are achieving at school expectations in literacy and mathematics. Excellence in te Reo Māori is fostered. Deliberate acts of teaching ensure learning is focused and relevant, kaiako are adept at optimising learning opportunities. Those uri who are at the early stage of their
te reo Māori journey are catered for very well. Their tuakana and additional teaching support assists them to progress steadily, and to recognise and enjoy their successes.  Uri in Mātāmua Years 10-13 are excelling in attaining National Certificates in Educational Achievement (NCEA), including gaining endorsements.

Leaders have developed a highly reflective culture focused on ongoing improvement. Internal evaluation practices lead to improved outcomes for uri. Regular wānanga is the preferred method to evaluate and review kura practices and direction. Whānau, kaiako and uri contribute to internal evaluation for improvement. They are solutions focused and have found innovative ways to manage the challenges of their temporary site. Uri wellbeing and success underpins all decision making.

Ngā kitenga me ngā āheinga anamata: Insights and opportunities

The Poumarumaru are building their knowledge of governance in an education context. While they are new to their role, they have knowledge and expertise that is widely recognised and respected.  They have a sound understanding of the special character, the Marau-ā-Kura and graduate profile and support achieving the desired outcomes articulated for uri, whānau and Ngāti Rongomai. Continued support from the NKAI should assist them in their role as governors in an education context.

Leaders are managing the many challenges of providing students with a suitable temporary physical learning environment well. As a priority, there is a need to expediate the acquisition of an appropriate permanent site and school buildings. Senior students are leaving earlier than anticipated, because of the lack of appropriate space. This situation creates ongoing frustration for the whānau. Uri and whānau wellbeing will be enhanced by having more certainty about a permanent site for the kura.

5 Poumarumaru Assurance on Legal Requirements

During the evaluation, ERO checked at the following areas:

  • emotional safety of students (including prevention of bullying and sexual harassment)

  • physical safety of students

  • teacher registration

  • processes for appointing staff

  • stand-downs, suspensions, expulsions, and exclusions

  • attendance

  • school policies in relation to meeting the requirements of the Children’s Act 2014.

6 Recommendation

ERO and the poumarumaru developed the following recommendation:

  • continue to use effective internal evaluation for ongoing improvement

  • continue to build governance capability for the education context.

Te Wharekura o Ngāti Rongomai, Ngā Kura a Iwi and the Ministry of Education:

  • clarify the issues pertaining to property, buildings and land for all parties
  • define the impacts of these issues on uri and their learning
  • Work together to expediate resolution.
