The four principles of Te Whāriki underpin ERO’s evaluation framework. This evaluation examines the quality of assessment practices in early childhood services. ERO gathered and analysed information from services in response to the following evaluation questions: 
Review officers made evaluative judgements based on the evidence found for indicators of good quality assessment for each of these key evaluation questions. 
ERO also reviewed how services supported educators to undertake assessment of children’s learning, for example through professional development and resourcing.
