Fame Preschool is an all day education and care service for children from infancy to five years of age. The centre is privately owned and has a high teacher-to-child ratio. It is housed in a commercial area in Stanmore Bay and has spacious facilities, given the current number of children attending. The service is in the process of moving to a newly designed building in the same street that will enable it to enrol more children.

The centre’s philosophy states a preference for children to be in mixed age groups to promote respectful, family-like interactions between children, parents and teachers. There is also provision in the centre’s programme for some learning to occur in age-related groups. Babies and toddlers have access to a separate area where they can play, explore and develop mobility skills away from older more mobile children.

The centre’s curriculum reflects Te Whāriki, the early childhood curriculum. Significant features of the programme include promotion of the performing arts and language learning, and specialist teachers are provided for drama, music and dance. Children enjoy these activities that encourage creativity and self esteem.

The centre has a history of positive ERO reports and has addressed recommendations from the previous 2011 ERO review.

The Review Findings

The centre manager and teaching staff are committed to providing ongoing good quality education and care for children.

Children are given many opportunities to learn from meaningful play. Social competencies are developed through older children being involved with the care of younger ones. Family siblings spend time together which enhances their sense of belonging and security. Many families meet socially outside of centre time.

The centre caters well for the diverse needs of children. Staff know children and their families well. Teachers understand the importance of recognising children’s cultural backgrounds. The centre is currently strengthening its bicultural programme across the centre. This programme reflects New Zealand’s dual cultural heritage and supports Māori children to succeed as Māori. The use of current and relevant support documents could now enhance teacher practices in this area.

Infants and toddlers benefit from a programme where responsive and trusting relationships ensure their daily needs are met with sensitivity by teachers. Unhurried, calm and affirming staff support them as they freely explore their surroundings.

Children enjoy cooperative, sustained play for prolonged periods of time. Activities that focus on dramatic and imaginative interests are available to them as a choice in the programme. The performing arts curriculum is based on the ideas that children initiate themselves. Language development is prioritised and is evident in the environment.

Children who have additional educational and social needs receive high quality care and attention. Their progress and wellbeing are effectively tracked and monitored, with families extensively included in their care plan.

Good teacher planning systems support children’s current interests. Individual and group activities change and evolve under children’s direction. Teachers prompt children’s thinking effectively to encourage their problem solving and communication skills.

Parents are viewed as partners in children’s learning and contribute positively to the programme. Good use of communications technology allows families to have ready access to their children’s learning and assessment throughout the day. Parents appreciate the detailed, electronic information about their children.

Staff in the centre work collaboratively using a high trust model. Teachers have monthly professional development to strengthen and update their practice. The performance management system for staff is improvement focused and supports sustainability of good practice in the centre.

Strategic planning and self review are linked to centre improvement. There is a regular schedule for centre policy review to which parents can contribute.

Key Next Steps

During the course of the review ERO and the centre owner/manager agreed that:

  • children’s portfolios should consistently reflect the individual child’s progress over time
  • the centre’s appraisal system could be more aligned to the New Zealand Registered Teachers’ Criteria
  • centre self review would benefit from a more structured process that helps ensure the outcomes of reviews of centre practices, systems and operations are clearly documented.

Management Assurance on Legal Requirements

Before the review, the staff and management of Fame Preschool completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

  • curriculum
  • premises and facilities
  • health and safety practices
  • governance, management and administration.

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

In order to improve practice the centre manager should ensure that:

  • the centre’s child protection policy is updated in regard to protected disclosure provisions
  • information recorded in centre excursion documents is appropriately detailed for parents
  • parents consistently sign the accident register.

When is ERO likely to review the service again?

The next ERO review of Fame Preschool will be in three years.

The Purpose of ERO Reports

The Education Review Office (ERO) is the government department that, as part of its work, reviews early childhood services throughout Aotearoa New Zealand. ERO’s reports provide information for parents and communities about each service’s strengths and next steps for development. ERO’s bicultural evaluation framework Ngā Pou Here is described in SECTION 3 of this report. Early childhood services are partners in the review process and are expected to make use of the review findings to enhance children's wellbeing and learning.

3 General Information about Early Childhood Reviews

ERO’s Evaluation Framework

ERO’s overarching question for an early childhood education review is ‘How well placed is this service to promote positive learning outcomes for children?’ ERO focuses on the following factors as described in the bicultural framework Ngā Pou Here:

  • Pou Whakahaere – how the service determines its vision, philosophy and direction to ensure positive outcomes for children
  • Pou Ārahi – how leadership is enacted to enhance positive outcomes for children
  • Mātauranga – whose knowledge is valued and how the curriculum is designed to achieve positive outcomes for children
  • Tikanga whakaako – how approaches to teaching and learning respond to diversity and support positive outcomes for children.

Within these areas ERO considers the effectiveness of arotake – self review and of whanaungatanga – partnerships with parents and whānau.

ERO evaluates how well placed a service is to sustain good practice and make ongoing improvements for the benefit of all children at the service.

A focus for the government is that all children, especially priority learners, have an opportunity to benefit from quality early childhood education. ERO will report on how well each service promotes positive outcomes for all children, with a focus on children who are Māori, Pacific, have diverse needs, and are up to the age of two.
