2 Context of the Service

Future Kids Preschool Te Rapa is one of four centres under the same ownership. Daily operations are overseen by a centre manager, with support from a general manager. The current roll includes a small group of children identified as Māori or Pacific, or from a range of other ethnicities.

3 Summary of findings

Children are actively engaged in learning within a spacious, natural environment. Outdoor sensory exploration and caring for centre animals are features of the curriculum. Infants and toddlers experience learning in a calm and settled environment. Literacy learning, oral language and social competence are well promoted in each of the learning areas. Children with additional learning needs have their progress celebrated in mana-enhancing assessments. Children enjoy many areas of play.

Governance leaders have identified overarching learning priorities focused on environmental sustainability and being a global citizen. The centre is in the very early stages of developing a localised curriculum.

Children, including the youngest, have experienced some variability in the teaching and leadership team. Leaders have identified that this is an area to strengthen along with shared expectations of practice. With four aged-based rooms, children experience multiple transitions into and within the service. Transition to school processes are not currently supporting all children and their families in the next stage of their educational journey.

Teachers are at an early stage of considering cultural values to strengthen learning-focused partnerships and support children’s learning. Parents and whānau have some opportunities to contribute to curriculum design, and their aspirations for children are gathered. Pacific learners and those of other cultures are not consistently seeing their culture reflected in the curriculum. Through internal evaluation, the service has identified actions to continue to develop a culturally responsive approach to assessment for learning. This approach is yet to be embedded in practice.

4 Improvement actions

Future Kids Preschool Te Rapa will include the following actions in its Quality Improvement Planning:

  • Develop shared understanding and consistent approaches for teaching and learning strategies.

  • Continue to develop learning-focused partnerships with parents to better support learning outcomes for individual children.

  • Integrate the service’s priorities for learning to further develop a localised curriculum that reflects what matters most to parents, whānau and the community.

5 Management Assurance on Legal Requirements

Before the review, the staff and management of Future Kids Preschool Te Rapa completed an ERO Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

  • curriculum

  • premises and facilities

  • health and safety practices

  • governance, management, and administration.

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; safety checking; teacher registration; ratios)

  • relevant evacuation procedures and practices.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

At the time of the review, ERO found the service was taking reasonable steps to meet regulatory standards.

Background

Future Kids Preschool Te Rapa, is a privately-owned centre, opened in 2017. The management team, including a centre manager, are supported by team leaders in four aged-based rooms. The service has strengthened systems and processes with support from the Ministry of Education since the March 2019 ERO review.

Summary of Review Findings

Positive and meaningful relationships are evident among children and teachers. A sufficient quality and variety of equipment and materials is provided that is appropriate for the learning and abilities of children attending. A range of contextualised learning experiences, both indoors and outdoors, is supported by the design and layout of the premises. The centre’s philosophy guides all aspects of service operation. Strategies are in place to respect and respond to parent and whānau aspirations for their children.

The key next step is to continue to use evaluation processes to further develop assessment and planning that demonstrates an understanding of children’s learning, interests, whānau, culture and life contexts.

General Information about Assurance Reviews

All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.

Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.

ERO undertakes an Akanuku | Assurance Review process in any centre-based service:

  • having its first ERO review – including if it is part of a governing organisation
  • previously identified as ‘not well placed’ or ‘requiring further development’
  • that has moved from a provisional to a full licence
  • that have been re-licenced due to a change of ownership
  • where an Akanuku | Assurance Review process is determined to be appropriate.
