Background

Jumpstart Nursery is one of four services operating under the Jumpstart umbrella. This service specialises in care and education for children up to the age of three years. Almost a quarter of children are on the roll are Māori. Leaders have addressed non-compliances since ERO’s 2020 review.

Summary of Review Findings

Teachers engage in meaningful, positive interactions to enhance children’s learning and nurture reciprocal relationships. The environment is language-rich and reflects the unique place of Māori as tangata whenua.

The curriculum supports children’s developing social competence. Regular opportunities are provided for parents to communicate with teachers about their child and to be involved in decision-making about their child’s learning.

An ongoing process of self-review and internal evaluation helps maintain and improve the quality of education and care. The premises and facilities are resourced to provide for the learning and abilities of the children attending.

Next steps include:

  • develop centre priorities and the local curriculum to reflect the things that are important to children and their families, to teachers specific to the special character of this age group setting

  • build knowledge and intentional use of the learning outcomes in Te Whāriki, the early childhood curriculum to inform planning for individual children’s learning and development.

General Information about Assurance Reviews

All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.

Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.

ERO undertakes an Akanuku | Assurance Review process in any centre-based service:

  • having its first ERO review – including if it is part of a governing organisation

  • previously identified as ‘not well placed’ or ‘requiring further development’

  • that has moved from a provisional to a full licence

  • that have been re-licenced due to a change of ownership

  • where an Akanuku | Assurance Review process is determined to be appropriate.

Management Assurance on Legal Requirements

All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

  • curriculum

  • premises and facilities

  • health and safety practices

  • governance, management and administration.

As part of an Akanuku | Assurance Review ERO assesses whether the regulatory standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; safety checking; teacher certification; ratios)

  • relevant evacuation procedures and practices.

As part of an Akanuku | Assurance Review ERO also gathers and records evidence through:

  • discussions with those involved in the service

  • consideration of relevant documentation, including the implementation of health and safety systems

  • observations of the environment/premises, curriculum implementation and teaching practice.

At the time of the review, ERO identified non-compliance with regulatory standards that must be addressed.

Background

Jumpstart Nursery in New Plymouth, is one of four locally owned and operated early childhood education and care services operating under the Jumpstart umbrella. The service offers full-day, early education and care for 36 children up to the age of three years. This is the first ERO review for this service.

Summary of Review Finding

Kaiako engage in nurturing and positive interactions with children. Parent contributions and children’s interests inform curriculum delivery. The design and layout of the premises supports the provision of different types of indoor and outdoor experiences. Further consideration should be given to ensure the curriculum respects and supports the right of each child to be confident in their own culture.

Increased monitoring of health and safety practices is required.

Actions for Compliance

ERO found areas of non-compliance in the service relating to Curriculum and Health and Safety:

  • the service curriculum respects and supports the right of each child to be confident in their own culture and encourages children to understand and respect other cultures

  • the curriculum be consistent with Te Whāriki, the early childhood curriculum, in relation to reflection of individual children’s culture, language and identity

  • a record of all Category ii medication given to children attending the service includes evidence of parent acknowledgement.

[Licensing criteria for Early Childhood Education and Care 2008, C1, C6, HS28]

Since the onsite visit the service has provided ERO with evidence that shows it has addressed the following non-compliances:

  • the premises are located in a building that has a current Fire Evacuation Scheme approved by the New Zealand Fire Service and includes regular trial evacuations for fire emergencies reported to Fire and Emergency New Zealand (HS4)

  • a sleep procedure that includes children not having access to foods and liquids while in bed (HS9)

  • updated enrolment form and information that includes parents giving written approval for their child’s participation on a regular excursion having sighted the ratio and risk assessment (HS17).

Recommendation to Ministry of Education

ERO recommends the Ministry follows up with the service provider to ensure that non-compliances identified in this report are addressed promptly.

The next ERO review of Jumpstart Nursery will be in consultation with the Ministry of Education.
