1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • planning and evaluation including internal evaluation, health and safety policies and procedures and strategic planning
  • areas of non-compliance included administration of medication, nappy changing, sleeping, hazard checks, accidents and incidents registers
  • and any issues identified since the previous review.

2 Context

Kereru Marae Kōhanga Reo o is located on Kereru Marae in a rural community, north of Levin. Whānau have worked to address key health and safety concerns from the previous report. The whānau are committed to the education and care of their children.

3 Findings

Whānau are well informed and involved in the kōhanga reo operations. Whānau hui are well attended. Minutes detail discussions and decision-making processes. They are also consulted with daily via social media on operational matters. Kaimahi have regular meetings where they review their practices, share information to support children’s learning and development. These are well documented and reported to whānau. Most health and safety policies and procedures have been addressed. Children’s health and safety can be guaranteed.

Key Next Steps

Whānau acknowledge that internal evaluation requires further attention. Most information about aspects of operations are communicated through social media. This is more information sharing as opposed to improvement focused. While whānau have policies in place, sleeping procedures and practices need to better align with current legislation. This will better support good health and safety practices for the children.

Whānau do not have an annual plan. There is no planned approach to ensure the successful completion of key administrative tasks across the year. Whilst whānau have a strategic plan it is difficult to track progress over time. It is time for whānau to consider how they will be monitor and report to the whānau on all aspects of kōhanga reo operations.

Areas of non-compliance

The whānau were asked to address the following areas of non-compliance:

  • ensure that all records for hazard checking and reporting requirements are upheld

Most of the areas of non-compliance have been addressed since the previous report with the exception of monitoring of children’s sleeping.

ERO identified areas of non-compliance. For the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure all records for monitoring children’s sleeping and reporting requirements are upheld

  • develop an annual plan that guides the operations of the kōhanga reo.

ERO developed the following recommendation:

The next ERO evaluation of Kereru Marae Kōhanga Reo will be in three years.

1 Context

Kereru Marae Kōhanga Reo is on Kereru marae on the outskirts of Levin. New facilities are currently being built. The babies’ whare and office have relocated to the marae, which has created some disruption for the kōhanga reo administration. The children’s learning programme is in place. The whānau are looking forward to moving into their new building in August.

2 The Evaluation Findings

How well do children show that they are secure in their identity and belonging?

Children know who they are, where they are from and who they belong to.

Children experience learning where knowledge of their traditions and practices are enhanced. They recite karakia specific to their whenua and learn about their ancestors, local histories through mōteatea and oriori. Children participate in activities on the marae that provide examples of tikanga and kawa. Pouako ensure children attend cultural activities such as kapa haka. Children are developing a strong sense of belonging to the kōhanga reo whānau.

Children explore te reo Māori in a supportive environment. They are at varying levels of understanding of te reo Māori. Pouako support children’s language development by using prompts, questions and repetition. They use a range of fun activities to encourage children to speak te reo Māori. Pouako emphasise the local dialect. Older children are able to express their emotions in te reo Māori. Children enjoy audio story books, which they know so well they are able to recite these without support. Children use te reo Māori with increased confidence.

Children know who they are connected to. Whanaungatanga is used as the foundation for learning. Pouako value the place and importance of tuakana and teina in the learning programme. The older children are aware of their responsibilities to care and support the babies. The language of whakapapa that describes relationships and connections between children and adults is an integral part of the learning programme. Pouako encourage children to recite their pepeha and sing waiata that strengthens their connections to others. Children treat each other with care and respect.

Children are active learners. Despite limitations imposed by moving premises, children have access to a range of resources that are relevant and appropriate. Pouako ensure that children have a balanced programme of both formal and informal learning experiences. Children have opportunities to initiate their own learning. Their emerging numeracy, literacy and problem solving skills are enhanced. Pouako create opportunities to converse with children about their learning, who are engaged for sustained periods of time. Children are happy and confident in the daily programme.

Planning and Evaluation

The charter provides clear guidance for the management and operations of the kōhanga reo. The whānau draw on the philosophy of Te Whare Tapa Whā which enhances the kaupapa of the kōhanga reo. The whānau will review the charter once they have relocated to their new premises. Children remain the focus of the charter statement.

Planning processes are in place to guide the delivery of the learning programme. Learning is managed and organised. The plans clearly outline content, strategies for learning, resource requirements and rosters. The baby programme is delivered in the whare tipuna. This has an impact on the amount of equipment and resources that can be used on a daily basis. Despite this children benefit from a well-planned programme.

Key Next Steps

The re-location of the babies’ whare and office to the marae complex has created some issues around the location and accessibility of important documents. The following documents were not available for ERO:

  • current health and safety policies and procedures
  • whānau and kaimahi minutes
  • medication, nappy changing, sleeping, hazard checks, accidents and incidents registers
  • strategic planning, action plans and evidence of monitoring.

With the absence of these documents, internal evaluation cannot be adequately practiced by the whānau. There is little evidence that the whānau is monitoring of the impact changes on children. It is important that whānau locate and maintain registers onsite to ensure that children’s health and safety is monitored at all times.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure that all records for hazard checking and reporting requirements are upheld

  • ensure all records for administration of medication and reporting requirements are upheld

  • ensure all records for monitoring children’s sleeping and reporting requirements are upheld.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations that the whānau:

update all health and safety policies and procedures

align the strategic plan to an action plan informed by internal evaluation.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Kereru Marae Kōhanga Reo will be within two years.
