2 Context of the Service 

Millie’s House Connolly Steet is one of five Millie’s House centre's owned by Millie’s House in Wellington Ltd. A centre manager is supported in the role by the operational, and regional manager. A small group of children of Māori heritage are enrolled along with other children from diverse ethnic backgrounds. Some progress has been made to address the recommendations from the ERO 2020 review. 

3 Summary of findings 

Children experience a curriculum that aligns well to the centre philosophy and values. Oral language, numeracy and literacy concepts are evident in practice. Attentive teachers respond to the verbal and non-verbal ques of infants and toddlers. Te reo Māori is heard within daily routines and visible in displays and literacy resources but needs to be used more widely across the curriculum. The service is continuing to develop the localised bicultural curriculum. 

Assessment and planning information successfully shows children’s interests and developing capabilities. Teachers provide parents and children with feedback that acknowledges the learning that has occurred. However, teachers have yet to make clear children’s progression of learning against the learning outcomes from Te Whāriki. Intentional teaching strategies and appropriate support are responsive to children’s individual diverse needs.  

Parents have a range of opportunities to contribute to their children's learning. Teachers seek their aspirations for their children’s learning and respond in meaningful ways. 

Leaders and teachers are improvement focused and undertake ongoing self-review. There is an established process for internal evaluation, however this is yet to be well understood and effectively used. Building leaders’ and teachers’ collective capability to effectively do and use evaluation is now required.  

Those in the role of governance ensure that the policies and procedures are fit for purpose and allocate resources to align with the centre’s values and vision.  

4 Improvement actions 

​​Millie’s House Connolly St​ will include the following actions in its Quality Improvement Planning: 

  • Further develop the localised bicultural curriculum.  

  • In assessment documentation, show children’s developing capabilities and learning progress overtime in relation to Te Whāriki learning outcomes 

  • Build leaders’ and teachers’ capability to do and use effective internal evaluation to know what is working, or not, and for whom.   

5 Management Assurance on Legal Requirements 

Before the review, the staff and management of ​Millie’s House Connolly St​ completed an ERO Assurance Statement and Self-Audit Checklist. In these documents they attested that they ​have​ taken all reasonable steps to meet their legal obligations related to: 

  • curriculum 

  • premises and facilities 

  • health and safety practices 

  • governance, management and administration. 

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing: 

  • emotional safety (including positive guidance and child protection) 

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures) 

  • suitable staffing (including qualification levels; safety checking; teacher registration; ratios) 

  • relevant evacuation procedures and practices. 

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Background

Millie’s House Nursery and Preschool is a privately-owned service based in Lower Hutt. Two buildings are shared by the service. Infants and toddlers have designated play spaces, teachers and resources separate to older children. Day-to-day operation of the centre is the responsibility of the centre manager. Most teachers are fully qualified and represent a diverse range of cultures.

Summary of Review Findings

Appropriate systems for governance, management and administration of the service are in place, as well as for promoting the health and safety of children. The design and layout of the service allows for a range of individual and group experiences. Children’s preferences are respected. Positive steps are taken to respect and acknowledge the aspirations held by parents and whānau for their children’s learning.

All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.

Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.

ERO undertakes an Akanuku | Assurance Review process in any centre-based service:

  • having its first ERO review – including if it is part of a governing organisation
  • previously identified as ‘not well placed’ or ‘requiring further development’
  • that has moved from a provisional to a full licence
  • that have been re-licenced due to a change of ownership

At the time of the review, ERO identified non-compliance with regulatory standards that must be addressed.

Background

Millie’s House Nursery and Preschool is a privately-owned service which started operation in January 2018. It provides full-time education and care for children aged from three months to school age. This is the first ERO review for this centre.

Most teachers are fully qualified and represent a diverse range of cultures. Day-to-day operation of the centre is the responsibility of the centre manager, who supports the teaching team.

Summary of review findings

The service provides sufficient and suitable space for a range of activities to support children’s learning and care. There are appropriate systems and processes in place to govern and manage the centre.

Making available a wider range of curriculum experiences to enhance and extend children’s learning is required. An increased focus should also be on teachers providing a language-rich environment to support children’s learning. Leaders should strengthen their monitoring of all health and safety systems.

Actions for compliance

ERO found areas of non-compliance in the service relating to:

  • providing a language-rich environment that supports children’s learning

  • making available to children a range of experiences and opportunities to enhance and extend their learning and development – both indoors and outdoors, individually and in groups

  • records showing the type of food provided, and that these records are available for inspection for three months after the food is served

  • more comprehensive monitoring of health and safety documentation.
