Since the onsite visit, the service has provided ERO with evidence that shows it has addressed non-compliances and is now taking reasonable steps to meet regulatory standards.
Newlands Childcare Incorporated is a community-based centre which provides education and care for children from birth to school age in a mixed-age setting. The service is governed by a parent committee. A long serving centre manager is supported by an assistant manager to oversee daily operations. A small number of Māori learners and children of Pacific heritages attend the service.
Adults providing education and care engage in meaningful, positive interactions with children. The service curriculum respects and supports the right of each child to be confident in their own culture and provides opportunities to learn about the cultures of others. The design and layout of the premises supports the provision of different types of experiences that suit the ages and abilities of those attending.
Governance and management policy and practices require a stronger focus to ensure that they consistently meet all of the requirements of the Licensing criteria for Early Childhood Education and Care Services 2008.
Since the onsite visit, the service has provided ERO with evidence that shows it has addressed the following non-compliances:
the Education (Early Childhood Services) Regulations 2008, and the Licensing Criteria for Early Childhood Education and Care Centres 2008 are prominently displayed at the service for parents and visitors [GMA1]
appointment policies and procedures that are clear and reflect the requirements of current legislation and provide managers with useful guidance and are regularly reviewed [GMA7]
all children’s workers who have access to children are safety checked in accordance with the Children’s Act 2014 [GMA7A]
an annual budget that guides financial expenditure. [GMA9]
The next ERO review is likely to be an Akarangi | Quality Evaluation.

As part of an Akanuku | Assurance Review ERO assesses whether the regulatory standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:
emotional safety (including positive guidance and child protection)
physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
suitable staffing (including qualification levels; safety checking; teacher certification; ratios)
relevant evacuation procedures and practices.
As part of an Akanuku | Assurance Review ERO also gathers and records evidence through:
discussions with those involved in the service
consideration of relevant documentation, including the implementation of health and safety systems
observations of the environment/premises, curriculum implementation and teaching practice.

At the time of the review, ERO identified areas of non-compliance with regulatory standards that are an unacceptable risk to children.
Newlands Childcare Incorporated is a community based, not-for-profit early childhood centre located in Newlands, Wellington. It is governed by a committee made up of parents. A manager has overall responsibility for daily operation, teaching and learning. The staff and community are ethnically diverse. Most teachers are long serving.
Implementation of a range of learning experiences is supported both indoors and outside. A sufficient quantity and variety of equipment and materials are provided. Teachers are strongly focused on supporting children’s social competence and understanding of appropriate behaviour. They respect the right of each child to be confident in their own culture and encourage them to understand and respect other cultures. Parents’ participation in the governance of the service is sought and valued. Better organisation and monitoring of health and safety practices, and aspects of governance and management are required.
ERO found areas of non-compliance in the service relating to:

Since the onsite visit the service has provided ERO with evidence that shows it has addressed the following non compliances:

ERO recommends the Ministry follows up with the service provider to ensure that non-compliances identified in this report are addressed promptly.
The next ERO review will be in consultation with the Ministry of Education.
