1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi. 

2 Context 

E Puta Ki Taiātea”

Ngā Taiātea Wharekura is situated in Rotokauri, Kirikiriroa. The kura provides kaupapa Māori education to uri in Years 9-13. Ngā Taiātea Wharekura holds a significant place within the mana whenua of Ngāti Māhanga, contributing to the aspirations of Kīngitanga and the wider Tainui waka. ‘E puta ki Taiātea’ expresses the vision that all uri will be prepared to serve, uplift and lead.

3 Evaluation Focus

How well do uri achieve to their full potential as servant leaders who are ancestrally driven and future focussed?

The kura curriculum and environment fosters uri to develop as servant leaders who are ancestrally driven and future focused.

4 Mana Poumarumaru – Key Findings

Pūkenga Ako, Uaratanga, Tukuihotanga and Ara Whai Oranga (PUTA) guide governance practices well. The poumarumaru actively represent and serve uri, whānau and the kura. The kura mission promotes a learning environment for uri to achieve to their full potential and act as servant leaders. The poumarumaru, including uri members, enact the kura vision. They bring a diverse range of knowledge and skills to their collective roles and responsibilities. Decision making is well informed and uri, whānau and community views are considered and respected. Relationships between members of the poumarumaru and professional leaders are based on trust, integrity and openness. The poumarumaru provide good support to kura leaders to ensure positive outcomes for uri are realised. 

The ohu kaitiaki, leadership team implement a coherent approach to improving professional learning and practice. New members to the ohu have provided an impetus for innovation and change. Leaders have created an environment where kaiako wellbeing and professional capability can thrive. The Rautaki Ako process, builds individual’s professional and teaching capability. The process is formative, inquiring and evidence based.   

The aspirations of uri, kaiako, and the wider whānau are to the fore and contribute to decision making and the prioritisation of goals and targets. The ohu kaitiaki build relational trust and leadership capability amongst all staff and recognise that all kaiako are leaders. Uri experience high expectations for and are developing as positive role models and leaders. 

Key Next Steps

The ohu kaitiaki and kaiako are currently reviewing assessment practices in preparation for the implementation of the Level 1 National Certificates in Educational Achievement (NCEA) standards in 2024. Teaching and learning programmes for Years 9 and 10 are also a focus of internal review. ERO’s evaluation affirms these as development priorities.

The school have recently moved to using School Docs. They are in the process of familiarising themselves with current legislation and expectations and personalising these to the kura context.

5 Poumarumaru Assurance on Legal Requirement

During the evaluation, ERO checked at the following areas:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • school policies in relation to meeting the requirements of the Children’s Act 2014.

6 Recommendations

ERO and the ohu kaitiaki developed the following recommendations:

  • review current assessment practices in preparation for the implementation of new achievement standards in 2024, and
  • review teaching and learning programmes in Years 9 & 10.

The Education Review Office (ERO) and Ngā Kura ā-Iwi (NKāI) are working together to capture the journey of learners who have experienced a Ngā Kura ā-Iwi education, Whaia Ngā Ara Painga Kia Angitu Ai.

Background

Ngā Taiātea Wharekura is in Rotokauri, Hamilton. The kura concentrates on the holistic (cultural, intellectual, physical, spiritual and whānau) development, well-being and advancement of all students. Ngā Taiātea is committed to upholding the tikanga of the Kingitanga and those things that are precious to Tainui. There is a clear purpose and vision that is very well understood by all who are involved in the wharekura. “E puta ki Taiātea” expresses the vision that all students will be well prepared to serve, uplift and lead when required.

I saw the value of learning te reo and about te ao Māori. It made me warm and comfortable.

It is a kura where everyone is related. It is a kura for the community. It is a kura that is connected to the marae, therefore we were all raised within the principles of the Kīngitanga.

There was a focus on all Māori, not just Waikato. There was wide and deep whanaungatanga, manaakitanga and tiakitanga for all students.

The Education Review Office found that:

  • Manu Pīrere epitomise success
  • te reo Māori immersion education is transformational
  • whānau, hapū and iwi participate, influence, lead and actively contribute to education success
  • leaders as visionaries display commitment and drive for a transformation
  • kaiako as facilitators focus on the provision of high-quality teaching and learning
  • emotional, physical, spiritual and intellectual wellbeing are paramount.

The next ERO review of Ngā Taiātea Wharekura will be a Wai pūaunui–Evaluation.

The river has reached the sea. It is sustainable, it draws it’s strength from more than one source. It is influential, as it’s current it felt across it’s length and breadth and beyond to the ocean.

Board assurance on legal requirements

Before the evaluation, the board of trustees and principal completed the ERO Te Poumarumaru Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.
