ERO's findings that support this overall judgement are summarised below.

Background

Te Puna Reo o Ngāti Toa is located in the community of Takapūwāhia, Tītahi Bay. The puna reo was established in 2015 by Te Rūnanga o Toa Rangatira. This is the second ERO review of the puna reo. A major goal of the rūnanga is to grow and normalise te reo Māori in the home and the community. Their vision is ‘Kia tupu ake ai a Ngāti Toa Rangatira hei iwi toa, hei iwi Rangatira ki tēnei ao’. The puna reo embraces this concept through their own vision ‘kia toa, kia rere, kia Māori’. The puna reo currently has 12 kaiako and 43 children. The kaiwhakahaere has the overall responsibility for the day to day operations of the puna reo.

The Review Findings

Children’s wellbeing is well supported by Te Rūnanga o Toa Rangatira who provides governance support to the puna reo. The service support manager is the conduit between the rūnanga and the puna reo. The rūnanga provides strategic direction to guide practice within the puna reo, and have responsibility to update all policies and procedures once kaiako and whānau have provided feedback. Resource management is also the responsibility of the rūnanga. This includes personnel and physical resources. The rūnanga is committed to upskilling the kaiako and kaiwhakahaere, and support professional development opportunities when and where it is required. Capacity building and sustainable practice are key goals of the rūnanga for the puna reo. Children’s learning is well supported and resourced.

Children learn in an environment where leadership is focused on positive outcomes. The kaiwhakahaere and kaiako collaborate on matters relating to daily operations. They have established meaningful relationships with whānau and parents. A collective vision for the future of all children and their whānau is the foundation for practice. The leadership team has a strategic plan that focuses on building the capacity and use of te reo Māori for their children, their whānau and the community. The goals, objectives and action plan are focused on achievable outcomes. The kaiwhakahaere plays a key role in implementing the process for self-review. All kaiako are involved in self-review where feedback and feed forward results in improvement to practice. Children enjoy a positive learning environment.

Children participate in learning that is well planned and organised. Kaiako planning, assessment and evaluation processes are in place. Planning is a collaborative process. The curriculum is responsive to the vision of the iwi, children’s individual interests, group interests, and the emotional and physical needs of babies. Stories about Ngāti Toa are integrated throughout the planning. Assessment is focused on what they are learning and their progress over time. A web-based application provides a valuable platform for whānau to be informed of their children’s learning, assessment stories, programme evaluation, self-review and important information related to puna reo activity. The whānau is well informed about what is happening at the puna reo. Kaiako are either trained or are in training, and have access to professional support enhances their practice. Kaiako have a good understanding of how children learn and grow. Children enjoy a programme that is reliable and consistent.

Children enjoy a programme where they are affirmed as learners. Kaiako provide opportunities for children to work together or independently. Children’s identity as Ngāti Toa is upheld as they recite karakia, chant mōteatea, recite their whakapapa, and sing waiata. Kaiako arrange for children to visit local displays and land marks that are prominent to their identity. Children initiate learning based on their interests. During this time, children are able to explore, solve problems, predict and identify possibilities and solutions. The babies learn in an environment that is calm. Kaiako are tuned into the needs of the babies and respond to them quickly. They have formed loving relationships with these children. Babies are curious explorers. They have access to a range of resources. These younger children learn in an environment that meets their physical and emotional needs. Children are active and confident learners.

Key Next Steps

The whānau and kaiako acknowledge that there is some work to do to strengthen te reo Māori across the puna reo and in the homes. It is important to encourage kaiako confidence to maintain an immersion speaking environment. ERO recommends the rūnanga and puna reo to implement the strategies and goals outlined in the puna reo action plan to strengthen te reo Māori.

Management Assurance on Legal Requirements

During the evaluation, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Next Evaluation

When is ERO likely to evaluate the immersion centre again?

The next ERO evaluation of Te Puna Reo o Ngāti Toa will be within three years.

ERO’s Evaluation Framework

ERO’s overarching question for an immersion early childhood education review is ‘How well placed is this service to promote positive learning outcomes for children?’ ERO focuses on the following factors as described in the framework Ngā Pou Here:

  • Pou Whakahaere – how the service determines its vision, philosophy and direction to ensure positive outcomes for children.
  • Pou Ārahi – how leadership is enacted to enhance positive outcomes for children.

Background

Ngāti Toa Puna Reo is in Takapūwāhia, Titahi Bay. It is located at the Ngāti Toa iwi business complex and near Takapūwāhia Marae. The puna reo is part of Te Runanga o Ngāti Toa Rangatira (TRONTR). The puna reo was established in 2014 in response to a demand for education based on Ngāti Toa values and teachings. There is a long waiting list of whānau wanting to enrol their children. Takapūwāhia Marae reflects the rich, cultural and ancestral heritage of Ngāti Toa.

The vision of the puna reo is to provide education and care through te reo Māori me ona tīkanga, in the ancestral and cultural contexts of Ngāti Toa. Kaimahi are focused promoting learning that affirms the unique place of children and whānau as tangata whenua and their whakapapa, traditions, knowledge and beliefs. The puna reo aims to contribute to the overall advancement of the iwi by encouraging them to actively participate in education and wellbeing. These align to the iwi priorities.

A high proportion of children, whānau and kaimahi are of Ngāti Toa descent. Over eighty percent of kaimahi are fully qualified early childhood teachers who are provided with ongoing training and professional support. Training opportunities help to advance kaimahi knowledge and skills across a wide range of fields including te reo Māori, Ngāti Toa knowledge and best practice in early childhood education.

The management group comprises members of the Ngāti Toa Rūnanga (Toa Rangatira Education Achievement Team), puna reo managers and whānau. There are strong and supportive working relationships between kaimahi and the rūnanga members. The overall wellbeing and educational success of children and their whānau are a priority for the centre. Children are nurtured in a learning environment that promotes and supports te reo Māori and tikanga and asserts the heritage and identity of Ngāti Toa.

The Review Findings

Children are stimulated and encouraged to explore in a nurturing learning environment. Kaimahi foster meaningful and caring interactions with children. They enjoy shared whānau time and conversations with kaimahi. Children know their surroundings well and have easy access to a wide range of learning spaces and resources. The older children are developing an understanding of their role as tuakana. They are respectful, considerate and helpful towards their peers.

Children experience nurturing interactions and relationships extend beyond the puna reo. They interact with people from the wider Ngāti Toa complex, the marae and the wider community. They regularly participate in events at Takapūwāhia Marae where they learn about the important roles and responsibilities such as tangata whenua and kaitiaki. Children are developing a strong sense of connection and belonging to their whānau and their iwi Ngāti Toa.

Children learn te reo Māori me ōna tikanga in meaningful and varied ways. They enjoy hearing and seeing their language and tikanga in action on the marae. Regular outings enable children to explore and learn about their history and mana whenua. Kaimahi have introduced karakia and waiata that pertain to Ngāti Toa. Daily recitation of karakia, mihimihi and pepeha builds children’s confidence to communicate who they are and where they come from. Children are receptive to te reo Māori used in conversation by kaimahi. Older children respond in te reo Māori with confidence. 

Children show an appreciation for ngā atua Māori in their everyday lives. Kaimahi successfully incorporate ngā atua Māori in the daily learning programme. Children learn about being safe and healthy. Children hear ngā atua Māori acknowledged in karakia and on the marae by speakers. They make links through their interests in super heroes and other characters of personal interest. Children learn that atua Māori have an important place in their lives.

Children know their learning environment well. Kaimahi effectively facilitate learning that promotes a sense of care and responsibility for the environment. There are a number of outdoor and indoor learning spaces for children to move between. Inside there is a designated room for the children under two years old. They have easy access to a range of suitable resources to stimulate their senses and sustain their interests. The outdoors is a popular area for children. They enjoy physical activities where they explore the whenua. Learning activities include māra kai, carpentry, caring for chickens, sandpit, and climbing equipment. The centre is well resourced and organised to promote multiple learning outcomes for children including te reo Māori, personal interests and te ao Māori and the contemporary world. Children are stimulated and settled.

Children’s learning and care is well supported by a skilled and experienced group of education practitioners. These kaimahi are committed to promoting te reo Māori, tikanga and mātauranga Māori specific to Ngāti Toa. The rūnanga education team has been successful in recruiting qualified kaimahi who are descendants from the iwi. A collaborative and reflective culture exists among kaimahi. They use their reflections to inform practice and improvements for children. Children’s learning about their identity and heritage is enhanced through kaimahi attendance at mātauranga Māori wānanga, and te reo Māori courses. Kaimahi are well supported in their professional growth and practice.

Over the past year, kaimahi have given priority to establishing strong relationships with children and whānau. Kaimahi have introduced whānau to the philosophy of the centre and organised programmes and the environment to cater for the children’s needs. All whānau are encouraged to play an active role in the direction and development of their puna reo. There is a shared understanding among whānau and kaimahi of the vision, values and education priorities that underpins the management and governance structures of the puna reo. As a result, children are settled, happy and immersed in a highly interactive learning environment.

Kaimahi use regular review information to promptly respond to the changing needs of individuals and whānau. They are focused on promoting kaupapa Māori education theory and pedagogy and child development practices that derive from a Māori world view.

The puna reo is well managed, monitored and supported by whānau, puna reo managers and the rūnanga.  Whānau wellbeing is a high priority area for the puna reo. Puna reo managers work with the local iwi service agencies to support the needs of children and the whānau. The puna reo shares the vision for Ngāti Toa Rangatira as follows:

‘Kia tupu ake ai a Ngāti Toa Rangatira hei iwi toa, hei iwi Rangatira ki tēnei ao.’

Useful information is collated about Ngāti Toa Rangatira education achievement and participation in early childhood types, primary, secondary and tertiary throughout the country. This has been well used by the puna reo and iwi to set a clear and strategic direction for the education priorities for Ngāti Toa Rangatira. The centre’s review information is used to monitor its progress against the Ngāti Toa Rangātira Iwi Education Priorities. 

Key Next Steps

In the interests of the puna reo whānau:

  • implement additional language strategies that will increase and expand kaimahi use of te reo Māori in conversation with children, to extend children’s use of te reo Māori for learning and social interactions
  • kaimahi use self review information to inform developments of their local Ngāti Toa curriculum
  • kaimahi to ensure assessment frameworks align to their Ngati Toa iwi education goals and desired outcomes, and their local Ngāti Toa curriculum of learning
  • kaimahi focus programme evaluation hui on the extent to which programmes and practices meet the diverse needs of children.

Recommendation 

  • give emphasis in self review and reporting to learning outcomes and achievements specific to Ngāti Toa early learning education priorities
  • use self review information to inform the design and development of the puna reo Ngāti Toa curriculum of early learning. 

Management Assurance on Legal Requirements

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable kaimahi (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO’s Evaluation Framework

ERO’s overarching question for an early childhood education review is ‘How well placed is this service to promote positive learning outcomes for children?’ ERO focuses on the following factors as described in the bicultural framework Ngā Pou Here:
