Background

Rotorua Girls High School Childcare Centre is a not-for-profit centre governed by a Trust Board. The service has an ethnically diverse roll that reflects their community. Approximately a third of learners enrolled identify as Māori. The centre has addressed areas of non-compliance identified during the previous ERO review.

Summary of Review Findings

The service curriculum is inclusive, and responsive to children as confident and competent learners. Children’s preferences are respected, and they are involved in decisions about their learning and experiences. Teachers engage in meaningful, positive interactions to enhance children’s learning and nurture reciprocal relationships. The service curriculum acknowledges and reflects the unique place of Māori as tangata whenua.

The practices of teachers demonstrate an understanding of children’s learning and development, and knowledge of relevant theories and practice in early childhood education. An ongoing process of self-review and internal evaluation helps the service improve the quality of its education and care.

  • draw on parents’ knowledge in relation to their children’s learning to provide a curriculum that is responsive to their aspirations

  • increase the visibility of children’s individual culture, language, and identity in the environment and in assessment of children’s learning

General Information about Assurance Reviews

All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.

Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.

ERO undertakes an Akanuku | Assurance Review process in any centre-based service:

  • having its first ERO review – including if it is part of a governing organisation

  • previously identified as ‘not well placed’ or ‘requiring further development’

  • that has moved from a provisional to a full licence

  • that have been re-licenced due to a change of ownership

  • where an Akanuku | Assurance Review process is determined to be appropriate.

Management Assurance on Legal Requirements

All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

  • curriculum

  • premises and facilities

  • health and safety practices

  • governance, management and administration.

As part of an Akanuku | Assurance Review ERO assesses whether the regulatory standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; safety checking; teacher certification; ratios)

  • relevant evacuation procedures and practices.

As part of an Akanuku | Assurance Review ERO also gathers and records evidence through:

  • discussions with those involved in the service

  • consideration of relevant documentation, including the implementation of health and safety systems

  • observations of the environment/premises, curriculum implementation and teaching practice.

At the time of the review, ERO identified areas of non-compliance with regulatory standards that are an unacceptable risk to children.

Background

Rotorua Girls High School Childcare Centre is purpose built and governed by the Rotorua Girls’ High School Childcare Trust. It is located adjacent to the Girls’ High School and Malfoy Primary School. The recently appointed centre supervisor leads a team of three qualified and two unqualified teachers. 

Summary of Review Findings

The service’s curriculum is inclusive. It responds to children as confident and competent learners, and their preferences and decisions about their learning are respected. The unique place of Māori as tangata whenua is reflected in the programme. Children are given the opportunity to develop knowledge and understanding of the cultural heritages of both parties of Te Tiriti o Waitangi. Children’s right to be confident in their own culture is respected and supported. A language rich environment supports children’s learning.

The service is not meeting all regulatory standards in areas relating to health and safety and governance and management.

Actions for Compliance

ERO found areas of non-compliance in the service relating to:

  • keeping a record of the time each child attending the service sleeps, and checks are made by adults during that time
  • children being supervised while eating
  • all workers who have access to children consistently being safety checked in accordance with the Children’s Act 2014. Safety checks must be undertaken, and the results obtained before the worker has access to children.

Since the onsite visit the service has provided ERO with evidence that shows it has addressed the following non-compliances:

  • an annual plan that identifies who, what, when in relations to key tasks that guides centre operations (GMA8)
  • a record of training and/or information provided to adults who administer medicine to children. (HS29)
  • a written child protection policy that meets the requirements of the Children’s Act 2014. This includes information about the practices the service employs to keep children safe from abuse and neglect (HS31)
  • a record of written authority for the administration of medication, and acknowledgement of this being administered (HS28).

Recommendation to Ministry of Education

ERO recommends that the Ministry reassess the licence issued to this service provider. ERO will not undertake a further review of this service until the Ministry of Education is satisfied that the service meets regulatory standards.
