Background

Scuola Montessori is one of three privately owned services. Its philosophy forefronts practices where children become respectful of themselves, others, and the environment. Of the children enrolled, a small number identify as Māori and a quarter are from a range of ethnic backgrounds.

Summary of Review Findings

Adults providing education and care engage in meaningful, positive interactions to enhance children’s learning and nurture reciprocal relationships. A language-rich environment is provided that supports children’s learning.

The service curriculum provides children with a range of experiences and opportunities to enhance and extend their learning and development. Their developing social competence and understanding of appropriate behaviour is supported in a mixed age group setting.

The unique place of Māori as tangata whenua is acknowledged and reflected. Children are given the opportunity to develop knowledge and an understanding of the cultural heritages of both parties to Te Tiriti o Waitangi.

General Information about Assurance Reviews

All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.

Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.

ERO undertakes an Akanuku | Assurance Review process in any centre-based service:

  • having its first ERO review – including if it is part of a governing organisation

  • previously identified as ‘not well placed’ or ‘requiring further development’

  • that has moved from a provisional to a full licence

  • that have been re-licenced due to a change of ownership

  • where an Akanuku | Assurance Review process is determined to be appropriate.

Management Assurance on Legal Requirements

All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

  • curriculum

  • premises and facilities

  • health and safety practices

  • governance, management and administration.

As part of an Akanuku | Assurance Review ERO assesses whether the regulatory standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; safety checking; teacher certification; ratios)

  • relevant evacuation procedures and practices.

As part of an Akanuku | Assurance Review ERO also gathers and records evidence through:

  • discussions with those involved in the service

  • consideration of relevant documentation, including the implementation of health and safety systems

  • observations of the environment/premises, curriculum implementation and teaching practice.

At the time of the review, ERO identified non-compliance with regulatory standards that must be addressed.

Background

Scuola Montessori is one of three privately owned centres and is located in the Tauranga suburb of  Judea. It offers education and care in two separate age-based areas. The head directress leads a team of three qualified ECE teachers. The preschool practices are based on the Montessori philosophy and the early childhood curriculum, Te Whāriki.  

Summary of Review Findings

The service is not meeting regulatory standards in several areas.

Infants, toddlers and young children experience meaningful and positive interactions with teachers, nurturing reciprocal relationships. Children’s developing social competence and understanding of appropriate behaviour are supported. The curriculum provides a language-rich environment to support children learning. Children make decisions about their learning and their choices are respected. The curriculum is inclusive and responsive to children as confident and competent learners.

Actions for Compliance

ERO found areas of non-compliance in the service relating to:

  • providing a range of experiences and opportunities to enhance and extend all children’s learning and development consistent with Te Whāriki
  • the design and layout of the premises to support effective supervision so that children’s access to the licensed space (indoor and outdoor) is not unnecessarily limited
  • providing sufficient quantity and variety of (indoor and outdoor) equipment and materials appropriate for the learning and abilities of children attending.

Since the onsite visit the service has provided ERO with evidence that shows it has addressed the following non-compliances:

  • ensuring glass accessible to children is covered with an adhesive film if not made of safety glass (PF7)
  • ensuring heavy furniture, fixtures and equipment that could topple or fall and cause serious injury are secured (HS6)
  • carrying out and evaluating relevant emergency drills on at least a three-monthly basis (HS8)
  • consistent implementation and record keeping of the daily hazard identification system (HS12)
  • completing analysis of accidents and incidents to identify hazards (HS12)
  • ensuring that the temperature of the warm water delivered from taps that are accessible to children is no higher than 40 degrees Celsius (HS13)
  • ensuring all aspects related to excursion record keeping are fully implemented (HS17)
  • ensuring the Education (Early Childhood Services) Regulations 2008, and Licensing Criteria for Early Childhood Education and Care Centres 2008 are prominently displayed at the service for parents and visitors (GMA1)
  • an annual plan that identifies who, what and when, in relation to key tasks, is guiding centre operations (GMA8).

Recommendation to Ministry of Education

ERO recommends the Ministry follows up with the service provider to ensure that non-compliances identified in this report are addressed promptly.
