Introduction

ERO reviews of private schools are significantly different in process and more limited in scope and reporting than those for state and state-integrated schools, focusing as they do on the Criteria for Registration set out in clauses 2 to 6, Schedule 7 of the Education and Training Act 2020.

Clause 9, Schedule 7 of the Education and Training Act requires the Education Review Office (ERO) to review private schools and to report to the Secretary for Education on whether each school meets the criteria for registration.

The criteria for registration are that the school -

  1. has premises that are suitable, as described in clause 3, Schedule 7; and

  2. usually provides tuition for 9 or more students who are of or over the age of 5 years but are under the age of 16 years [clause 2(b), Schedule 7); and

  3. has staffing that is suitable to the age range and level of its students, the curriculum taught at the school, and the size of the school (clause 2(c), Schedule 7; and

  4. has equipment that is suitable for the curriculum being delivered or to be delivered at the school (clause 2(d) Schedule 7); and

  5. has a curriculum for teaching, learning, and assessment and makes details of the curriculum and its programme for delivery available for parents; and

  6. has suitable tuition standards, as described in clauses 2(e),(f) and 5, Schedule 7; and

  7. has managers who are fit and proper persons (as described in clause 6, Schedule 7) to be managers of a private school; and

  8. is a physically and emotionally safe place for students (clause 2(h), Schedule 7).

When an ERO report identifies an area within the criteria for registration that is not meeting the criteria at the time of the ERO review, that will be reported, the Ministry will be informed and the Ministry will follow up the issue with the school.

A safe place is one in which risks to student safety are regularly assessed and evaluated with a view to eliminating, or at least reducing, harm. A safe place is one where clear policies exist and are acted upon to eliminate or minimise harm.

ERO’s judgement is based on the quality, intent and regular review of the school’s policies and procedures.

The school has regularly reviewed policies and procedures to provide for a physically and emotionally safe place for students.

Conclusion

On the basis of the information obtained during the review, ERO considers that St Peter’s School (Cambridge) meets the criteria for registration as a private school set out in clauses 2 to 6, Schedule 7 of the Education and Training Act 2020.

Other Matters

Provision for international students

The school is a signatory provider to the Education (Pastoral Care of International Students) Code of Practice 2016 established under section 534 of the Education and Training Act 2020. The school has attested that it complies with all aspects of the code and has completed an annual self-review of its implementation of the code.

At the time of this review there were 21 international students attending the school.

Self-review supports the school to identify and respond to areas for improvement. The school is in the process of refining its orientation and induction programme in response to review findings.

The school uses a range of methods to share detailed information with students, parents and agents. The school provides all stakeholders with opportunities to provide feedback and deliberately maintains channels for ongoing communication.

The school has effective procedures for orientation, integration and ongoing pastoral and academic support of international students. Students feel well supported by peers and staff.

A range of leadership and extra-curricular opportunities allows students to participate in the wider life of the school.

Provision for students in the school hostel

The school hostel accommodates 356 students, 30% of the school roll. It is owned by the St Peter’s School Trust Board. The hostel owner has attested that all the requirements of the hostel regulations are met.

Appropriate policies, procedures, practices, and personnel guide and support the provision of a safe physical and emotional environment for boarders. All policies are current and recently reviewed. Policies and procedures that address bullying reference all required types of bullying.

Boarders have access to a range of resources and personnel to report and address instances of bullying or report concerns about their safety and welfare. Boarders can report anonymously or in person should they be concerned about the safety or wellbeing of their peers.

Systems are in place to keep boarding houses secure and manage access to the premises. Thorough procedures manage and record boarders’ leave arrangements both within and off campus.

Boarders have ongoing support for their physical wellbeing through daily access to a nurse, provision of first aid resources and access at all times to boarding house staff. Procedures to manage isolation for cases of Covid-19 and other infectious illnesses are also in place.  Boarders have access to the full range of pastoral support for wellbeing available to all students at the school.

Boarding house managers and students interviewed speak confidently and knowledgeably about the systems that support their physical and emotional safety. Student learning is assisted by a network of personnel and timetabled activity that enables them to be well supported and up-to-date with their studies.

1 Background

The Chief Review Officer has a statutory duty to report on the performance of private schools throughout New Zealand.

Section 35I of the Education Act 1989, requires the Education Review Office (ERO) to review fully registered private schools, and to report to the Ministry of Education on whether each school continues to meet the criteria for full registration. 

This review report was prepared in accordance with standard procedures approved by the Chief Review Officer.

St Peter’s School (Cambridge) is a large, private, co-educational day and boarding school catering for students in Years 7 to 13. It is located near the township of Cambridge in spacious, attractive grounds. Students come from a wide range of locations and backgrounds. The roll is currently 1074, of whom 71 are Māori and 70 are international students.

The school is governed by a trust board and is affiliated to the Anglican Church. Christian values and beliefs underpin the school culture, and the trust board is committed to ‘providing high quality governance in a culture of family where students are developed to their full potential in mind, body and spirit.’ Trustees bring a range of appropriate skills and expertise to their roles and are highly supportive of the principal and staff.

A new and experienced principal was appointed at the beginning of 2016. The trust board has given him a clear vision for school improvement and has sought external expertise to help review aspects of health and safety, learning support, strategic planning and school leadership. The principal has reviewed systems and processes to make better use of student achievement and other data to inform evaluation and improvement.

Students continue to benefit from a positive and supportive school culture and participate in the wide range of curricular and extra-curricular activities catered for in high quality, modern facilities.

2 Criteria for Registration

The school’s managers have attested that they comply with the provisions of section 35G in respect to their being fit and proper persons to manage the school.  

The principal has reviewed aspects of school leadership and strengthened the roles and contributions of middle leaders. Heads of faculty report their analysed student achievement results, and reviews of departmental performance, to the trust board. Together with senior leaders, they engage in evidence-based evaluation to further raise positive outcomes for all students. There are opportunities for both staff and students to participate in leadership roles throughout the school community.

Students benefit from a broad and holistic curriculum. In Years 7 and 8, students participate in a new, purpose-built learning environment that supports an inquiry approach to learning. Years 9 and 10 students have opportunities to experience a range of authentic learning activities both within and outside the classroom. Students are well prepared to achieve qualifications in a genuine dual pathway in The National Certificate of Educational Achievement (NCEA) and International Baccalaureate (IB). Students are also able to successfully participate in a wide range of competitive sports and cultural activities and have access to high quality equipment, resources, and additional coaching programmes.

A feature of the school curriculum is the partnerships that the school has established with local, national and international organisations which help prepare students to be confident, competent and accomplished global citizens.

Teachers are committed to the wellbeing and education of students and work hard to respond to their learning and pastoral care needs. Students were observed to be well engaged in constructive learning activities. School leaders have identified through data analysis that some groups of students could achieve higher grades. They have set goals and plans to further raise levels of academic achievement for these students. An area for further review and development is increasing ways that students can articulate how well they are learning and their next learning steps.

School leaders have reviewed processes for employing and appraising staff in relation to new legislation and are ensuring that requirements are being met. Teachers engage in a wide range of internal and external professional learning and development. Professional learning groups have been refocused to better respond to the learning needs of groups of students. A particular focus has been on strengthening the provisions for students with diverse learning needs.

Pastoral care systems are well established for both day and boarding students. There are clear processes to guide students in matters of discipline, student safety, and seeking and receiving support. Parents are kept well informed about the education and pastoral care needs of their children. Students reported that they felt safe, their teachers and caregivers cared about them, and they were encouraged to participate fully in the life of the school. 

3 Other Obligations

There are good systems in place for the school’s managing body to be assured that its other statutory obligations are met.

The school is responsive to the principles of the Treaty of Waitangi. Commitment to, and progress in recent initiatives and priorities continues to be a focus for ongoing school development and improvement.

The trust board, school leaders and teachers have identified the need to continue to use internal evaluation, based on data and evidence, to inform strategic decision making.

4 Other Matters

Provision for international students

The school is a signatory to the Code of Practice for the Pastoral Care of International Students (the Code) established under section 238F of the Education Act 1989. The school has attested that it complies with all aspects of the Code.

St Peter's School Cambridge provides high quality care and tuition for its international students (IS) who attend the school. The IS department is well led and ensures that all aspects of student life are carefully monitored and managed. The school has English for Speakers of Other Languages (ESOL) teachers who provide effective programmes that promote students’ skills in English.

At the time of this review there were 70 international students attending the school. The number of students has increased since the 2011 ERO review and the principal has recently appointed a dean to oversee their academic achievement and progress. Most IS students are boarders and have access to the school’s extensive range of sporting, cultural, pastoral and guidance facilities. International students are well integrated in to the life of the school.

ERO confirms that the school’s self-review process for international students is well documented, reflective and thorough.

Provision for students in the school hostel

St Peter’s School Cambridge boarding hostel is divided into eight houses, each of which is managed by a House Director, matron and associated house staff. The hostel accommodates 450 students and is owned by the St Peter’s School Trust Board.

Students are cared for in safe environments where security is a high priority.  Positive aspects of the boarding hostel include the quality provisions for all groups of students, designated areas where students are able to complete homework, and areas to relax and share food. The campus resources and facilities are readily available for students.

Comprehensive documentation and guidelines inform boarders and parents, and guide hostel staff. The director of Boarding effectively oversees all aspects of hostel management. The hostel owner has attested that all the requirements of the Hostel Regulations are met.

5 Conclusion

On the basis of the information obtained during the review, ERO considers that St Peter's School (Cambridge) meets the criteria for registration as a private school set out in the Education Act 1989.

St Peter’s School (Cambridge) is a private co-educational school located in the rural area north west of Cambridge. The school is governed by a trust and is affiliated to the Anglican Church. It caters for boarding and day students in Years 7 to 13 who come from many different places in New Zealand and overseas. The school celebrated its 75th Jubilee in 2011.

The school philosophy of ‘Body, Mind and Spirit’, underpins an holistic approach to the education of students. The school’s special Anglican character is promoted by all staff and the school’s curriculum encourages students to develop a wider knowledge of other world religions. A major school goal is to create a highly effective learning environment that prepares students for living, learning, leading and serving in a global world. School sporting and cultural facilities are shared with many local schools and community groups.

2 Criteria for Registration

St Peter’s School (Cambridge) provides suitable premises and equipment to support student learning, engagement, progress and achievement. The strategic direction of the Trust Board is focused on improving and maintaining a cohesive and consistent approach to building design. Attractively presented classroom blocks, administration and sports facilities are set in spacious and well-maintained grounds. Ongoing property development continues to enrich the school environment, the most recent additions being the library information centre, English teaching block and a heated swimming pool. Trustees are well advised and guided by school leadership to ensure that students have access to high quality equipment and resources to support many sporting and cultural activities offered in the school curriculum.

The school continues to provide suitable staffing in a wide range of curriculum and extra-curriculum areas. There is a good balance of experienced and provisionally registered teachers. The principal and senior management team work collaboratively to support teachers in the implementation of learning programmes that support student learning, engagement, progress and achievement. They have clear school goals and expectations for teachers to promote student success in their learning. Appropriate professional learning and development, and a suitable staff appraisal programme guide teacher growth and expertise.

Teachers demonstrate high levels of knowledge and enthusiasm for their subjects and continue to deliver a suitable curriculum using effective strategies to engage students in meaningful learning. High expectations for learning and success underpin the school’s culture. Student achievement is celebrated and leadership is encouraged. Learning occurs in calm, settled environments where positive, caring relationships among staff and students are highly evident.

The school’s managers have attested that they comply with the provisions of section 35G, in respect to being fit and proper persons to manage the school.

Provision for international students

St Peter's School (Cambridge) provides an excellent standard of quality care and tuition for its international students (IS) who attend the school. Most IS students [95%] are hostel boarders and have access to the school’s extensive range of sporting, cultural, pastoral and guidance facilities. The IS department is well led by an experienced manager who ensures that all aspects of student life are carefully monitored and managed. The school has two qualified English second language (ESOL) teachers who provide effective tutoring to raise students’ skills in English. International students expressed their enjoyment about being part of the school community and stated that their interactions with their peers are academically and culturally rewarding, and that their pastoral care needs are met.

The school is a signatory to the Code of Practice for the Pastoral Care of International Students (the Code) established under section 238F of the Education Act 1989. At the time of this review there were 56 international students attending the school.

The school has attested that it complies with all aspects of the Code.

ERO confirms that the school’s self-review process for international students is well documented, reflective and thorough.

Provision for students in the school hostel

St Peter’s School (Cambridge) boarding hostel is divided into eight houses, each of which is managed by a House Director, matron and associated house staff. The hostel accommodates 415 students, 40 % of the school roll. It is owned by the St Peter’s School Trust Board.

Specific features of the hostel include:

  • very high standards of hostel care for male and female boarders on the school campus
  • an efficient and professional hostel director overseeing a comprehensive set of documented hostel policies and procedures, which are made clearly known to all parents and hostel boarders. Under the supervision of the director, hostel staff are committed to the welfare of students and are diligent in undertaking their supervisory duties.
  • close liaison between the hostel director, principal and staff to ensure that all hostel students are provided with a safe physical and emotional environment that supports educational learning for students within the school at all year levels
  • hostel students being able to access all sporting, cultural and social opportunities, which are a feature of the St Peter's School (Cambridge) campus.
