1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo ki Ōhau is located next to Ōkere Falls and overlooks Lake Rotoiti, Rotorua. It is the only kōhanga reo in this area and is situated next to Te Kura o Whangamarino.

3 Evaluation Focus

How well do mokopuna express their understanding of identity and belonging?

Mokopuna demonstrate a sense of belonging as they confidently participate in learning that is focused on strengthening their identity.

4 Findings

Mokopuna are immersed in learning that affirms their connection to whānau, hapu and iwi. Their connection to Ngati Pikiao is supported through the daily programme. Local waiata, pepehā and mōteatea reinforce learning about who they are and where they come from. Kaimahi provide mokopuna with opportunities to share their knowledge of whakapapa and tūrangawaewae. Mokopuna volunteer to lead formal aspects of the learning programme such as karakia, waiata and mihimihi. Kaimahi use a range of strategies to extend mokopuna te reo Māori development. Open ended questions and a variety of waiata are integrated into the learning programme to build mokopuna vocabulary. Kaimahi support the learning of pēpi and tēina through hand actions, facial expressions, and sounds, that promote their understanding. Mokopuna experience interactions and relationships of aroha and manaaki. The presence of koeke is a distinctive attribute of the kōhanga reo. Mokopuna enjoy happy interactions throughout the day as they play and learn alongside each other. These values underpin the essence of whanaungatanga. Mokopuna are learning everyday about who they are and where they come from.

Mokopuna experience an interactive learning environment. The kōhanga reo is well resourced. Kaimahi are enthusiastic and energetic as they encourage mokopuna to pursue their interests and explore the wider taiao, which promotes mokopuna curiosity. The outdoor area is vibrant and has its own maara kai where mokopuna learn about kaitiakitanga. Mokopuna interact with both natural and physical resources. Mokopuna confidently participate in the learning that connects them to their taiao. Mokopuna demonstrate their understanding of who they are as uri of Ngati Pikiao.

Programme planning and assessment practices are established. Kaimahi weave concepts of Ngati Pikiao into the mahere ako. These include local stories and marae of the area. Assessment practices contain essential elements to support the learning and development of mokopuna. This includes documenting goals, learning outcomes, konae mokopuna and Te Tipuranga o te mokopuna. Mokopuna learning and progress is clearly identified. Mokopuna learning is supported though planning, assessment.

Whānau manage the operations well. Hui are held regularly and well attended. Minutes are detailed and informative. Whānau have appropriate processes for monitoring and reporting on key aspects of the kōhanga reo operations. These include finances, staffing, employment obligations and whānau commitment to the kaupapa. Core health and safety policies and procedures are in place and provides clear guidance for kaimahi and whanau. Emergency evacuations are carried out regularly and registers are complete to ensure mokopuna health, safety and welling is priority. A key focus for whānau is for their mokopuna to be immersed in learning that affirms their connections to Ngati Pikiaotanga. Whānau make decisions that focus on mokopuna.

Strategic plan is informed by Te Ara Tūāpae and Te Korowai. An action plan includes timelines and performance measures to support progress. The annual plan is well set out under ngā pou e wha and identifies overall operational and administration tasks and when these are to be completed. This provides clear guidance for whānau to follow. Employment matters are managed appropriately. All employment documentation includes individual contracts, position descriptions and completed kaimahi safety checking. Whānau manage the kōhanga reo in the best interest of the mokopuna

Key Next Steps

Kaimahi are in the early stages of developing programme evaluation. Next steps are to discuss and document what worked and what needs to improve to monitor the quality of the learning programme. Mokopuna learning is enhanced through robust kaimahi evaluation practices. 

Whilst kaimahi have completed self-performance reviews, it is time for whānau to carry out performance management appraisals. Mokopuna would benefit from increasing kaimahi skills to raise quality learning.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements, they must:

  • establish a process to evaluate the effectiveness of the learning programme.

1 Context

Te Kōhanga Reo ki Ōhau is located next to Ōkere Falls and overlooks Lake Rotoiti, Rotorua. It is the only kōhanga reo in this locality and is next to Te Kura o Whangamarino. Most whānau members affiliate to Ngāti Pikiao and work in Rotorua.

2 The Evaluation Findings

How well do children demonstrate Ngāti Pikiaotanga?

Children demonstrate knowledge and understanding about their links to Ngāti Pikiao.

Ngā Taumata Whakahirahira

Children learn skills to communicate in te reo Māori. Kaimahi and whānau model commitment to te reo Māori. Kaimahi use mihimihi, karakia, waiata and waiata ā-ringa of Ngāti Pikiao to support children’s language development in formal situations. Questions, prompts and hand signs are used to encourage children to talk about learning in both formal contexts and in play. Kaimahi focus on developing the oral fluency of children and increasing their vocabulary about shapes, colours, numbers, seasons, days of the week, and months of the year. Picture cues are used to support and extend understanding of te reo Māori in the kōhanga reo. Babies use non-verbal gestures to express their understanding. Children are developing as speakers of te reo Māori.

Children are developing an understanding of their identity and connection to Ngāti Pikiao. They are supported to learn about their pepeha, marae, whenua and awa. Children use the name of their pā site to identify their respective marae. They attend tangihanga where they experience kawa and tikanga in an authentic context. Local waiata and stories reinforce learning about who they are and where they come from. The presence and involvement of koeke is a distinctive attribute of the kōhanga reo. Children learn about where they are from.

Children are immersed in whanaungatanga. Kaimahi model respect of self and others. They encourage positive interactions between children that foster sharing, caring and aroha. Kaimahi and whānau work collaboratively in the kōhanga reo. Children are well supervised and supported, especially during the morning learning programme. With this support, children are able to participate in activities for sustained periods of time. Children experience leadership opportunities where their self-esteem is enhanced and they learn to work with other children and adults. Children enjoy positive interactions with other children and adults.

Children are respected, understood, and cared for in a loving and caring way. Kaimahi promote values of awhi, manaaki, tautoko and aroha in their learning programme. They model these behaviours to help children interact positively with others. Children learn about Papatuānuku, Ranginui, Tama-nui-te-rā and Tāwhirimātea where they can see and experience how seasons evolve throughout the year. Children are happy, curious and take responsibility for their learning.

Children are developing confidence to explore. There are a range of resources to support children’s creativity and imagination. They enjoy playing in the papa takaaro with their friends. Children participate well in korikori tinana sessions where they hear and see the enthusiasm of whānau involvement. They learn about to care for and tend to the māra kai. Children know how to grow and harvest food from their māra kai. Children have opportunities to explore the wider, natural physical environment. Children are comfortable in a range of learning environments.

Planning and Evaluation

Programme planning and assessment are well managed. The whānau are vigilant in ensuring that the learning programme results in positive outcomes for children. The kaiako has a good understanding of her role and key responsibilities to lead what happens for children’s learning. Programme planning identifies learning goals, appropriate resources, and experiences that are engaging for children. Evidence of children’s learning and progress is well organised and easy to access. Learning outcomes are shared with whānau at regular hui. Children experience learning that is meaningful and fun.

The whānau manage the kōhanga reo in the best interests of the children. The charter provides clear direction for the management of the kōhanga reo. Whānau expectations are to provide an environment that nurtures and cares for children as they learn te reo Māori. The whānau have reviewed their policies and procedures. Health and safety policies and procedures are current and in place. Compliance registers ensure that whānau can monitor and fulfil their health and safety responsibilities. Job descriptions, employment contracts and police vetting processes are in place. The health and safety of children is paramount.

Internal evaluation is adequate. Strategic planning outline the current and future goals of the whānau. Annual planning provides detail to guide kōhanga reo operations. There is regular reporting to whānau hui on all aspects of kōhanga reo operations. Changes are made in response to needs and opportunities that may arise. The whānau are aware of the need to ensure the management of the kōhanga reo remains sustainable.

Key Next Steps

Kaimahi do not formally document the evaluation of the learning programme. They acknowledge that ongoing, structured programme evaluation will assist them to focus more on children as learners.

An appraisal system is in place, however the full cycle has not been completed. Self assessments have been completed by kaimahi. They must now identify specific goals and relevant professional development. Kaimahi are not currently involved in any training or professional development. Continued improvement in knowledge and skills will support ensuring quality outcomes for children.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • establish a process for evaluating the effectiveness of the learning programme

  • implement a system of regular appraisal of kaimahi and provide well defined and targeted professional development.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Kaimahi develop a process for programme evaluation to improve the quality of programme delivery
  • Whānau complete the cycle of appraisal and ensure kaimahi participate in professional development that supports their professional goals.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo ki Ōhau will be in three years.

How well do children show confidence and knowledge about their identity?

Children show confidence and knowledge in who they are and their cultural connections. They receive range of opportunities to explore, inquire and learn about the local cultural landmarks and iwi history. Children are stimulated and supported well to learn and develop in knowledge and confidence with te reo Māori. Their sense of belonging and confidence is seen especially during whānau learning sessions where they share what they know about their identity and language.

Well planned programmes of learning strongly reflect Ngāti Pikiao identity and heritage.

Children’s interests and needs are at the centre of whānau management. The whānau are committed to providing the best education and care for their children. Their active involvement and focus on effective management will contribute well to ongoing successful outcomes for their children.

2 Review Priorities

The Focus of the Review

Before the review, the whānau were invited to consider its priorities for review.

The priorities for review were then determined following a discussion between the ERO review team and whānau.

The whānau chose as its focus area:

  • Mana Whenua.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out in the report findings.

Background

How well do children show confidence and knowledge about their identity?

Children show confidence and knowledge in who they are and their cultural connections.

Areas of good performance

Children are developing well in confidence and knowledge about who they are and where they come from. Daily pepeha affirm children’s identity and belonging. Karakia, waiata, mihimihi and whakapapa are regular learning experiences for children. They have many opportunities to explore, inquire and learn about the local cultural landmarks and iwi history. Key characteristics of Ngāti Pikiao are considered well in the design of children's learning programmes.

Children are stimulated and supported well to learn and develop in knowledge and confidence with te reo Māori. The language underpins all learning for children. They have opportunities to perform waiata and stories they know. Children are encouraged to use te reo Māori for a variety of situations.

Learning conversations build children’s confidence and capability with the language. Shared whānau sessions encourage children to use te reo Māori with each other. Children enjoy learning about who they are through their language.

Children learn about self care and awareness of their own wellbeing, and their surrounds. They show awareness about healthy kai and hygiene. Routines are managed well to reinforce tīkanga and aspects of self care. Children interact in their environment with respect and consideration.

Individuals show a strong sense of belonging to their kōhanga reo environment. Learning spaces are organised and resourced to provide for the diverse needs and interests of children. They move with confidence as independent learners, and know their environment well.

Children are happy and settled for learning at kōhanga reo.

Planning and Evaluation

Areas of good performance

The kōhanga reo is managed well in the interests of children. Whānau recognise the importance of working together. This is seen in the way they effectively manage their kōhanga reo and uphold charter expectations. The whānau have in place well defined systems which they use to guide management practices.

Whānau decision making and planning is focused on children, continual growth of the kōhanga reo and wellbeing. Well planned strategic priorities place the whānau in good stead with its future direction.

Children receive well planned learning programmes for their learning and development. Whānau members contribute to the design and content of the learning programme. There is strong emphasis on learning through te ao Māori. Ngāti Pikiao key characteristics are also considered.

Kaimahi take deliberate steps to identify whether the programme meets the needs of all the children. Weekly programme evaluation hui are held with a view to improving programmes of learning for all children.

Areas for development

Some aspects of self review can be strengthened so that whānau get regular information on:

  • progress with planned strategic and annual priorities
  • effective management of kaimahi appraisals, and how this is positively impacts on children’s learning and care
  • the ongoing development of assessment practice for reporting and planning.

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO Kōhanga Reo Assurance Statement and Self-Audit Checklist. In these documents, they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

ERO identified the following areas of non-compliance:

  1. ensure that all kaimahi are trained in fire and earthquake drills, and in other emergency procedures, and that regular evacuation drills are carried out. [R24 (3) Education (ECC) Regulations 2008; HS8 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

5 Recommendations

ERO recommends that whānau continue to strengthen self review to monitor and report on progress, management and success.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
