1 Context

Te Kōhanga Reo o Āniwaniwa is in Kaitaia. New whānau acknowledge a strong interest to learn about their responsories for whānau whakahaere. The natural progression for children in the kōhanga reo is to Te Kura Kaupapa Māori o Te Rangi Āniwaniwa, which is situated on the same site.

2 The Evaluation Findings

How well do children express manaakitanga to others?

Children express manaakitanga in a range of ways, with confidence.

Ngā Taumata Whakahirahira

Children are acknowledged and affirmed. Whānau provide an environment that is calm and peaceful. Relationships are underpinned by manaakitanga. Whakatau wairua is a daily opportunity for children and kaimahi to connect and strengthen attachments. This involves children leading mihimihi, pepeha, waiata and practising mirimiri with each other. Interactions between children and kaimahi, children and children are loving and caring. After karakia for kai, children mihi to the whānau for preparing kai. Kaimahi encourage positive relationships with others. Children show manaakitanga to others.

Children’s leadership is fostered. Kaimahi establish expectations and routines that promote manaakitanga. There are clear routines for themselves, children and the daily operation of the kōhanga reo. Children like to help adults care for the whare. This includes organising their chairs after kai, setting up chairs for whakatau wairua and serving kai to others. They learn that leadership centres on respect and manaaki of others. Children are developing skills to become confident leaders.

Children are developing a strong foundation of language based on aroha, tiaki and āwhi. Whakapapa, waiata and karakia reinforce children’s connections to each other and others. Kaiako use a range of strategies to support children’s language development. They model language, ask children questions, and prompt discussion. Mōteatea and waiata are heard playing in the background, during the day. Kaimahi and children sing along to the waiata. Children know the expectations of te reo within the kōhanga reo. They speak te reo to kaimahi. Children are beginning speakers of te reo o te kāinga.

Children learn in an environment that is attractive and stimulating. The whare is immaculate and well maintained. Kaimahi have taken care and consideration in the presentation of their whare. The displays are bright, colourful and motivating. Children are exposed to a print saturated environment including pictures, karakia, waiata and artwork. They move inside and outside with ease. The outdoor environment is well resourced. Children choose between a range of bikes and scooters, a playhouse, a sandpit and other outdoor toys. They wear hats and sunscreen when playing outside. Children enjoy their learning.

Planning and Evaluation

Whānau aspirations for children include manaaki, whakapapa and te reo Māori. Key whānau members have established systems and practices for management to reflect these aspirations. All documentation for management, administration and operations are maintained for the whānau. Regular whānau hui are held. Good financial management standards are kept. Children’s learning and development is of high interest to the whānau.

Key Next Steps

The whānau acknowledge key areas of management that need attention. Policy review is not well monitored or conducted. Whānau acknowledge that reviewing their tūtohinga and policies are a priority. The whānau strategic plan has not been unpacked. It is unclear what actions and timelines have been agreed to, to meet their strategic direction.

Kaiako are uncertain about their leadership roles. Currently the leadership model is a shared role. Kaiako job descriptions do not give specific direction to identify leadership responsibilities for each of the Te Whāriki leaders. Greater outcomes for children can be achieved through improved management of personnel.

Although whānau have practiced emergency evacuation drills, they acknowledge there is a need to increase the frequency of these drills. They also agree that regular and detailed recording of emergency drills is an area for improvement.

Kaimahi tensions impact on the quality and effectiveness of planning, evaluation and assessment for children. Planning processes are not collaborative. It is unclear to see the specific activities and learning for babies and teina.

Whilst there are profile books for each child, these are different for each age group. Assessment information kept about children’s learning and development is inconsistent.

Kaimahi hui minutes show a shift in focus from best practice, provisions and programmes to kaimahi needs. Children’s experiences will improve with a cooperative approach to planning, assessment and evaluation.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • document emergency drills and plan at least one drill quarterly to fulfil annual emergency plan.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau seek support and guidance from the local TKRNT to improve personnel management, aspects of review for whānau whakahaere and Te Whāriki planning, assessment and evaluation for children.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Āniwaniwa will be in three years.

Te Kōhanga Reo o Āniwaniwa is in Kaitaia. The ultimate priority for the whānau is to provide a high quality education in te reo Māori for their children. ERO were pleased to inform the whānau that their children were confident speakers of te reo Māori in their interactions with their peers and adults.

The next ERO review of Te Kōhanga Reo o Āniwaniwa will be in three years.

1 Context

Te Kōhanga Reo o Āniwaniwa is located next to Te Kura Kaupapa Māori o Te Rangi Āniwaniwa, Kaitaia. The partnership and understanding with the kura is graduates from the kōhanga reo will attend the kura. Children are immersed in an environment where the te reo Māori is of a very high standard. The retention of whānau and staff is high. Manaaki ki te tangata is a strong feature of the kōhanga reo whānau and its community.

2 The Review Findings

How confidently do children use te reo Māori?

Children express themselves confidently in te reo Maori in their interactions with others and when actively engaged in their work. They use te reo Maori for a range of purposes throughout the day.

Ngā Taumata Whakahirahira

Children display a strong sense of belonging. Kaimahi provide children with opportunities to learn waiata, haka and pūrākau about Muriwhenua. Marae and hapu activities are integrated into the learning programme. Kaimahi encourage children to develop their understanding as tangata whenua and their ancestral heritage. Well planned activities allow children to grow their confidence as learners through a range of appropriate learning experiences. They love performing for whānau and entertaining manuhiri. Children are confident and proud to be a part of the kōhanga reo whānau.

Children are happy learners. Tikanga Māori underpin relationships and interactions between children, their peers and adults. Children’s needs and care are a priority. Kaimahi provide opportunities that make learning fun for children. Activities encourage children to work co-operatively as they explore and investigate learning in meaningful ways. The environment allows children to demonstrate what they know about Atua Māori. Tuakana are developing an understanding about care for their teina and enjoy learning with the pepi. Kaimahi show affection for children to support their emotional and spiritual wellbeing. Mothers are happy knowing their young children transition into kōhanga reo quickly and easily. Children are settled and calm.

Children’s holistic wellness is important to the kōhanga reo whānau. The ‘iMoko’ health initiative guides the implementation of healthy eating and living habits into the kōhanga reo learning. The physical and intellectual development is an important part of the programme. Children and whānau access health agency support and wider community services. Kaimahi have access to the community gymnasium and swimming facilities as a part of the kōhanga reo health programme. Ongoing monitoring of children’s wellbeing and needs is a feature of kaimahi observations. Children benefit from a programme where their health is a priority.

Children confidently communicate in te reo Māori. They provide children with a stimulating language environment. The strategies kaimahi use are highly effective. They create activities for children to share, discuss, converse and exchange learning with their peers in te reo Māori. Children hear te reo Māori in a range of formal and informal situations to enhance their language skills. Kaimahi model new words and structures to extend children’s vocabulary. Opportunities to observe children using te reo Māori moving between activities provide kaimahi with information about individuals language development. Children use te reo Māori naturally and comfortably.

Children are developing an awareness and appreciation for the natural environment. Tikanga is an integral part of the learning programme. Karakia and mihi to Papatuānuku and atua Māori for access to the range of resources is a natural part of their practices. Children are encouraged to explore, investigate and show appreciation for their natural, physical environment. Easy access to a range of natural resources helps to stimulate children’s interest and curiosity. Kaimahi provide children with a contemporary and traditional resources to enhance learning. Children are inquisitive learners.

Children’s progress and learning needs are well monitored. Kaimahi use comprehensive practices to plan children’s learning. Consideration for the diverse needs, interests and age groups guide kaimahi practice. Whānau are encouraged to participate and contribute to programme planning. Kaimahi use assessment and reflections to support programme developments. Regular meetings provide them with an opportunity to discuss children’s progress and review the learning programme. ‘Mātai mokopuna’ provide kaimahi and whānau with information about children’s progress in learning across Ngā Taumata Whakahirahira and te reo Māori. Kaimahi participation with purapura training assists them to consolidate and increase knowledge to implement sound planning, assessment and review practices. Children’s learning is important.

Children’s learning influences whānau management. Whānau maintain a focus on building capacity and sustainability for the kōhanga reo operations. Te reo Māori is a priority for whānau. Parents actively participate in programmes to increase their understanding about the kōhanga reo kaupapa and te reo Māori. Decisions are based on each child reaching their potential and success in immersion education. Kaimahi provide strong and positive leadership for whānau. Children’s learning outcomes is the focus.

Strategic planning is strong. Short and long term priorities have been identified and are regularly monitored. Consistent and robust internal review occurs at whānau and kaimahi hui. Appraisals for staff have been completed and implemented to sustain positive outcomes for children. Management systems are in place. The whānau demonstrate clear understanding and skills to successfully sustain and manage the kōhanga reo.

Key Next Steps

It is important that kaimahi and whānau make the most of assessment information to contribute to the monitoring of children’s learning and development over time.

While whānau have a strategic plan in place, it is now time for whānau to put in place a process to monitor and report the progress and achievement of long term goals over the years.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

That whānau put in place processes to ensure that assessment practice and reporting on the strategic plan be monitored.
