1 Context

Te Kōhanga Reo o Ātaahua is in Tokoroa. The whānau have maintained links with the marae in Tokoroa. Since the last ERO report, 2014, whānau has focussed on building a new whare and succession planning by encouraging parents to attend training to support the kaupapa of the kōhanga reo.

2 The Evaluation Findings

How well do children use te reo Māori as the language of communication in the learning programme?

Some children are learners of te reo Māori and use English to communicate. Older children appear confident to communicate with peers and kaimahi.

Ngā Taumata Whakahirahira

Children’s language is developing. Kaimahi are aware of the differing abilities of te reo Māori amongst the children. Activities promote language use as kaimahi introduce new vocabulary and simple sentences to use in different situations. Children with limited te reo Māori learn words to increase their vocabulary. They understand basic instructions. Kaimahi support individuals to learn mihi, recite karakia and pepeha. They use waiata, questions and repetition to promote the language. Babies are encouraged to communicate using non-verbal gestures. Kaimahi use reading to children to introduce new words. Children are learning to use te reo Māori.

Children learn in a nurturing language environment. Kaimahi provide a daily programme that fosters awhi, tautoko and aroha. These beliefs support children to learn as they interact with peers and as tuakana teina. Kaimahi regularly praise individuals’ efforts for using te reo Māori in different situations. Children are growing in confidence to use te reo Māori.

Older children are learning the language related to their interests. Kaimahi provide activities that allow children to use te reo Māori to describe what they are doing, talk about their learning and name colours and shapes. Access to a range of resources help children to reinforce their language development in play and exploring the physical environment. Kaimahi use these opportunities to provide children with words in Māori related to independent or group activities. Children show eagerness to apply te reo Māori in social settings.

Planning and Evaluation

Children’s learning needs guide programme planning and practices. Kaimahi also use Te Whāriki to guide planning expectations. There are links from kaupapa ako to the weekly and daily planning. Activities are developed based on kaupapa, cater for different age groups and individual’s interests. Children’s learning experiences are important.

Children’s learning is monitored. Kaimahi use observations to capture the story of individual’s learning. They use Mātai Mokopuna assessments to record children’s learning progress. These records are kept in children’s profile books. This information is regularly shared with parents. Children’s learning is a priority.

Children’s quality of learning guides whānau management. The charter is used to with the daily operations. Whānau review policies and procedures to ensure children’s wellbeing is in place. They keep personnel documentation up-to-date to fulfil legislative requirements. Children’s holistic development is a priority.

Whānau use Te Ara Tūāpae to support strategic planning. They have identified goals and annual priorities to support their future direction. The whānau focus to strengthen te reo Māori and increasing knowledge related to the kaupapa of kōhanga reo and property developments.

Key Next Steps

Te reo Māori is an area for development. Whānau and kaimahi need to develop a te reo Māori strategy to strengthen children’s language.

Programme evaluation is an area for improvement. Although kaimahi regularly discuss changes in their delivery formalising this practice will strengthen practices.

Internal evaluation needs attention. Although whānau review and update charter policies and procedures consideration to adopting an overall approach based on outcomes for children can assist with raising the quality of whānau practices.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • implement health and safety policies and procedures to ensure records for nappy changing, emergence evacuation drills, excursions, accidents and incidents, illness HS27 fulfilled.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • whānau and kaimahi seek external support to improve management practices to raise the quality of children’s learning in the kaupapa of kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ātaahua will be in three years.

1 The Education Review Office (ERO) Evaluation

Te Kōhanga Reo o Ataahua is in Tokoroa, and has connections to Ngāti Raukawa.

Children experience warm, loving and caring relationships and interactions. Children are learning about who they are and where they come from. They demonstrate a strong sense of belonging to the kōhanga reo and to whānau, hapū and iwi. Children appear to be happy and settled at kōhanga reo.

Children are developing as speakers of te reo Māori. Kaimahi are good role models of te reo Māori. Kaimahi use effective language acquisition techniques to help children to learn and use te reo Māori.

Kaimahi and whānau develop and implement comprehensive learning programmes for children. The kaupapa of Kōhanga Reo is successfully integrated through programme planning and in children’s learning. Children are busy and engaged in learning throughout the day.

The whānau works effectively together to manage the kōhanga reo in the interests of their children. Whānau make decisions collaboratively. Children are provided with a well managed kōhanga reo.

The whānau and staff continue to learn about the benefits of self review. Whānau and staff need to improve how they gather and use information about the kōhanga reo operations, initiatives and developments to plan for the future.

2 Review Priorities

The Focus of the Review

Before the review, the whānau were invited to consider its priorities for review using guidelines and resources provided by ERO.

The detailed priorities for review were then determined following a discussion between the ERO review team and whānau. This discussion focused on existing information held by the kōhanga reo (including self-review information) and the extent to which potential issues for review contributed to positive outcomes for children at the kōhanga reo.

The whānau chose as its focus area:

  • Ngā Taumata Whakahirahira.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out below.

How well are children supported to learn about Ngā Taumata Whakahirahira?

Children are well supported to learn about concepts associated with Ngā Taumata Whakahirahira.

Areas of good performance

Te reo Māori. Children are developing well as speakers of te reo Māori. Staff are good role models of te reo Māori for children. Kaimahi use effective language acquisition techniques to support children to learn and use te reo Māori. Children are developing in confidence to use te reo Māori.

Relationships and interactions. Children experience warm, loving and caring relationships and interactions. Staff conduct themselves in a calm, peaceful manner. They encourage children to be mindful of others. Children display positive interactions with each other and with adults. Tuakana know about and eagerly accept their responsibilities for guiding and protecting the younger children. Children appear to be happy and settled at kōhanga reo.

Planning for learning. Children are busy and engaged in learning throughout the day. Staff and whānau have developed a comprehensive programme. Plans have clear links to Te Whāriki o te Kōhanga Reo and ngā taumata whakahirahira. The kaupapa of Kōhanga Reo is successfully integrated in programme plans and children’s learning.

Sense of belonging. Children demonstrate a strong sense of belonging to the kōhanga reo and to whānau, hapū and iwi. Children are encouraged to learn about their pepeha and are provided with opportunities to recite these to others. Children are learning about who they are, their whānau ties and where they come from. Children have a growing sense of pride and confidence.

Assessment. Staff and whānau understand the purpose of assessment. There are comprehensive assessment practices in place to track children’s progress and development over time. Portfolios provide whānau with samples of children’s work that reflect their learning and development.

Children’s learning. Children are well supported to learn in an interesting kōhanga reo environment. They engage in learning experiences that enable them to learn about the Māori world. Children are able to choose their own activities throughout the day. Activities are well presented and organised. There are numerous good quality resources available to support children’s learning. Children are learning about the world around them and, are curious and inquisitive learners.

Planning and Evaluation

Background

How well is the kōhanga managed in the interests of children?

The kōhanga is well managed in the interests of children.

Areas of good performance

Whānau management. The whānau works well together to manage the kōhanga reo in the interests of the children. The charter has clear guiding principles and it is regularly reviewed and updated to reflect the expectations of the whānau. Staff are appropriately supported to manage the kōhanga. Health and safety policies and procedures have been reviewed and refined recently. Whānau make decisions collaboratively.

A new staff member has recently been appointed to help support the management and operation of the kōhanga reo. The whānau act decisively when needed and make decisions collectively that is in the best interests of their children. Children are provided with a well managed kōhanga reo.

Areas for development

Self review. Self review is not well established. Whānau do not use the information they have to plan. Whānau and staff members need to use and gather information about the kōhanga reo operations, initiatives and developments to help plan their next steps.

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO Licensed Kōhanga Reo Assurance Statement June 2013 and Self-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

5 Recommendations

ERO recommends that the whānau and staff develop a plan to support them to achieve and report on the kōhanga reo operations, initiatives and developments.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
