1 Context
Te Kōhanga Reo o Atutahi is located next to the Taumarunui Primary School. The kōhanga reo and the school maintain strong connections to support learners. This kōhanga reo has a positive reputation in the community. Whānau choose this kōhanga reo because of the quality of care provided to their children.
2 The Evaluation Findings
How well do children show whanaungatanga?
Children confidently show whanaungatanga in their interactions with others.
Ngā Taumata Whakahirahira
Children are surrounded by te reo Māori. Kaiako speak only te reo Māori to children. This helps children build an understanding of te reo Māori. Babies jump up and down with excitement when they hear kaimahi speaking to them. Older children respond to questions. Repetition of new words and sentences support children’s language development. Children use topic specific words in conversation with kaimahi. A range of waiata reinforces new learning. Children learn waiata koroua and contemporary waiata. They enjoy singing. Children sing with enthusiasm and joy. Kaimahi provide opportunities for children to learn through different types of media. They watch and interact with te reo Māori learning programmes. Children are well supported as early speakers of te reo Māori
Children experience learning that promotes relationships with others. Kaiako and whānau model aroha, manaakitanga and tiakitanga. Kaimahi value children’s uniqueness. Children are regularly praised and affirmed in their interactions . They are supported to make caring connections with others. Tuakana teina relationships are strong. Tuakana hold their teina hands and guide them to play. Teina happily follow their tuākana. Kaimahi nurture children through the values of whanaungatanga. Children are loving and respectful to others.
Children are engaged in a range of learning experiences. Papatūānuku, maara kai and cultivating food are major components of the learning programme. Children grow vegetables and fruit to share to their whānau and community. Kaimahi organize activities to promote exploration. The outdoor environment stimulates childrens interests. There are a range of choices for children to make. This includes a sandpit, bikes, a bike track, gardens, play houses, tree climbing and a variety of toys. Children engage in free play. They are given time to choose their own activity. There are planned activities for babies. They enjoy sorting and playing with toys. Children enjoy their learning.
Planning and Evaluation
Kaimahi have processes for planning, assessment and evaluation. Planning is collaborative. Kaiako include whānau ideas and aspirations in planning. Planning aligns to Te Whāriki. Assessment captures learning across a range of te ao Māori contexts. Profile books record learning in action. Kaiako report to parents about children’s progress. Children’s learning is planned for and monitored.
Whānau have goals and priorities in place. Strategic planning is informed by Te Ara Tūāpae. Te reo Māori is the current focus for whānau. The charter provides clear direction for managing operations. Appraisals are completed with ongoing focus on professional development. Kaimahi are currently completing Te Kōhanga Reo National Trust (TKRNT) courses. Whānau have clearly defined roles and responsibilities. They all contribute to decision making. Kaimahi are focused on the teaching and learning for children. When required whānau seek professional support to help in their mahi. Children are at the heart of management and operations.
Key Next Steps
Programme evaluation requires attention. Whilst kaimahi evaluate the learning programme, it is not recorded or detailed. It is timely for kaimahi and whānau to strengthen programme evaluation to help inform positive outcomes for children. Children will benefit from focused evaluation of their learning programme.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Atutahi will be in three years.

Evaluation
Te Kōhanga Reo o Atutahi is in Taumarunui. Whānau are committed to their children and the kaupapa of kōhanga reo. Whānau were keen for ERO to identify how well their children were progressing in te reo Māori. ERO can affirm that the children are gaining confidence in their use of te reo Māori.
The next ERO review of Te Kōhanga Reo o Atutahi will be in three years.
1 Context
Te Kōhanga Reo o Atutahi is in Taumarunui. Since the last review the roll number has increased. Whānau now have to consider possible options to cater for their increased roll in order to meet health and safety requirements and the wellbeing and care of children.
2 The Review Findings
To what extent do children communicate in te reo Māori?
Children are gaining confidence to express themselves in te reo Māori.
Ngā Taumata Whakahirahira
Children are immersed in a te reo Māori environment. Kaimahi use interactive and enjoyable strategies to support children’s te reo Māori development. These include karakia, supporting children to recite pepeha, waiata-ā-ringa, pānui pukapuka, questions and holding basic conversations. Children are gaining in confidence to express themselves in te reo Maori.
Children enjoy a programme that is based on whanaungatanga. Children learn to respect and care for others. Kaimahi are considerate and warm in their interactions with children. They provide many opportunities for children to interact with others such as visits to koroua and kuia at the local rest home. Children and adults celebrate special occasions and community events together. Children are able to initiate, maintain and build relationships with their peers. Children learn in an environment where relationships are genuine and meaningful
Children learn in an environment that responds to their interests and learning needs. Kaimahi cater well for children’s diverse interests and abilities. Children participate in both formal and informal learning situations. Formalities around karakia, himene and pepeha ensure that children are clear about tikanga and kawa when on the marae. The outdoor area enables children to play individually or work with and alongside their peers. Maara kai provides children with experiences that shows how the natural world provides sustenance Children confidently explore their environment.
Key Next Steps
Behaviour management is ineffective. Whānau and kaimahi acknowledge that they need to review their practice when working alongside children with challenging behaviour. Some children are easily distracted and disruptive. It is important that kaimahi seek appropriate strategies to manage children’s behaviour.
Planning and Evaluation
Children enjoy a well-planned learning programme. Te Whāriki provides the foundation for planning. Kaupapa ako, teaching strategies and resources are clearly outlined in the plan. Kaimahi evaluate how well the programme contributes to the achievement of learning outcomes for children and what improvements are required. Planning and evaluation has all the necessary elements to guide kaimahi in the delivery and evaluation of the learning programme.
Children’s learning is well monitored. Kaimahi regularly identify what children know and are learning. These stories are linked to kaupapa ako identified in the planning. Whānau provide feedback to kaimahi about their children’s work. Whānau are well informed of their children’s learning and progress.
Whānau manage the kōhanga reo in the best interests of children. Internal review is ongoing. Policies and procedures are regularly reviewed. Whānau have knowledge of the Kōhanga Whānau Assurance Statement and can demonstrate awareness of the regulations, criteria and their own policies and procedures. Whānau hui minutes are kept throughout the year. Whānau model good decision-making and shared whānau planning. Since the last review there has been sustained focus on property development. The current administrator has held the position since the establishment of the kohanga reo. She maintains effective and transparent administration practices. Children benefit from a well-managed kōhanga reo.
Personnel management is well supported. There is shared leadership by kaiako. Kaimahi are proactive in increasing their knowledge and qualifications to work with children. All employed staff have current First Aid certificates. Children benefit from a sustained investment in kamahi qualifications and professional learning and development.
Key Next Steps
Some aspects of internal review require strengthening. Whānau do not have an action plan to monitor and record progress towards completed tasks identified in their strategic plan. Reporting on the progress and successes of annual priorities will provide whānau with direction for the future of the kōhanga reo. There is no documented tracking of the impact of whānau induction. There is no current appraisal policy. Children’s interests in future planning are not prioritised.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
ERO has identified the following areas of non-compliance. The whanau, with the support of their licensee must:
3.1 ensure that children’s emotional wellbeing, including behaviour management is appropriately supported

3.2 ensure that equipment, premises and facilities are regularly checked for hazards for the well being of the children

4 Recommendations
ERO and the Kōhanga Reo whānau developed the following recommendations:
- Kaimahi undertake professional development to enhance their skills to manage children’s behaviour
- whānau raise the level of internal review and evaluation to include regular documented reporting on
- planned strategic goals whānau to develop a kaimahi appraisal policy.
