Te Kōhanga Reo o Awatere is in the small community of Te Araroa, East Coast. Children are confident in who they are and where they come from. They learn about their tribal connections to their tipuna, Hinerupe. Whānau and kaimahi are caring and focused on strengthening practices in the learning and care of children. Whānau have TKRNT and purapura support to work towards strengthening their positon for sustainability.

1 Context

Ko Whetumatarau te maunga Ko Awatere te awa Ko te whānau a Te Aotaihi, a Hinerupe ngā hapū

Te Kōhanga Reo o Awatere is based on Awatere Marae, Te Araroa East Cape. Most whānau and their children are of Ngāti Porou descent. Whānau want their children to know about their Ngāti Porou ancestral connections and heritage through their language, customs and traditions. Over the past two years, they have worked hard with the support of Te Kōhanga Reo National Trust (TKRNT) district and their local purapura to re-establish effective whānau management systems including their partnership with the marae.

2 The Review Findings

How well do children show confidence in their Ngāti Poroutanga?

Children show they are confident and secure in their Ngāti Poroutanga.

Ngā Taumata Whakahirahira

Children experience positive and nurturing relationships. Kaimahi model the values of awhi, aroha and manaakitanga to foster positive interactions in the learning programme. Whanaungatanga and marae tikanga is promoted in the daily programme. Kaimahi provide opportunities for children to observe practices of kaumātua and whānau in traditional settings. They support children to learn about the roles of tangata whenua and manuhiri by participating in marae-based events alongside kaumatua. Kaimahi encourage children to show care for each other and support tuakana to learn alongside their teina. Individual children’s needs and interests are a priority for kaimahi, who respond to these as it arises. Children are secure in the kōhanga reo and marae settings.

Children are developing their understanding as kaitiaki. Kaimahi access a range of resources from the local environment, the marae, the kōhanga reo maara kai and the outdoor play area. Caring for the whenua is an integral part of children’s learning as kaitiakitanga. Kaimahi are developing children’s appreciation of ngā atua Māori to interact confidently in the natural and physical environments. Learning experiences enable children to increase their knowledge about te ao Māori and the wider world. Children enjoy making new discoveries and connections to their local environment.

Children are developing early language learners of te reo Māori me ōna tīkanga o Ngāti Porou. Kaimahi provide opportunities for children to learn about their Ngāti Porou history through waiata, mōteatea, stories, haka, drama and pepeha. Role play and singing activities enable children to share learning about their ancestors. Kaimahi model te reo Māori to develop and extend children’s language. Teina are supported to use body language to show their understanding. Kaimahi use conversations with the older children to promote communication in te reo Māori. Children confidently express themselves in te reo Maori.

Planning and Evaluation

The kōhanga reo is managed well by whānau with a strong interest on continual growth and improvement. TKRNT district office provide the whānau and marae trustees to meet licensing requirements aligned to management for the kōhanga reo. There is a collective approach in place to set the kōhanga reo strategic direction and monitoring management practices. A kōhanga reo charter is in place including clear guidelines to manage operations. Participation by all key stakeholders (TKRNT, purapura, marae, hapu and whānau) for the development of their Ngāti Porou children provides a strong and sustainable platform for future growth and improvement.

Children’s learning experiences are well planned. Kaimahi plan activities appropriate to the developmental needs, interests and abilities of children. They meet weekly to evaluate learning programme to inform forward planning and organisation of learning activities for children. Kaimahi focus on planning programmes to stimulate, challenge and extend children’s learning. Children’s learning is meaningful and relevant.

Matai mokopuna information is gathered to show children’s learning and experiences provided across Nga Taumata Whakahirahira. Kaimahi have received sustained and targeted professional development and support from TKRNT and the purapura to develop a good understanding of assessment that aligns to their curriculum and outcomes for children. Observations focus on children’s strengths, interests and needs, and provide useful information to share with parents and whānau. Children’s learning and development as Ngati Porou is a priority.

Key Next Steps

Whānau agree that further development of internal review, strategic planning and reporting. ERO encourages these key areas for development to enhance kōhanga reo internal review to inform their strategic direction.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • maintain active involvement with local TKRNT, marae and purapura to assist with continual growth, improvement and sustainability.
