1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.
2 Context
Te Kōhanga Reo o Awhina Te Kaahui Nohinohi is in Naenae, Wellington. The kōhanga reo is licensed for up to 50 mokopuna including up to 12 under two years. Whānau are dedicated to te reo Māori, tikanga Māori, matauranga Māori and the seamless transition for mokopuna into kura kaupapa Māori.
3 Evaluation Focus
How well do whānau systems ensure mokopuna benefit from focused learning and care?
Whānau systems, processes and approaches contribute to fostering engaged learning and care of mokopuna.
4 Findings - Mana Whakahaere
Whānau have established efficient systems to manage their operations. Monthly hui are well attended and information is shared. Processes for monitoring and reporting on kōhanga reo operations have been implemented. Health and safety policies and procedures are clearly detailed and conform to current legislation. Emergency evacuations for fire and earthquake are carried out regularly. Registers contain useful information and are regularly updated. Kaimahi reports provide valuable insights of what mokopuna are learning and participating in.
The strategic plan incorporates the vision and aspirations of whānau “Ko Te Reo Te Mauri o Te Mana Māori” and their commitment to future sustainability. An annual plan clearly identifies key areas of operations and when these must be met. Whānau monitor practices to ensure mokopuna learning, care and wellbeing is prioritised.
Kaimahi have in place processes for programme planning, assessment and programme evaluation. Whānau aspirations are integrated into planning. The mahere ako is detailed and makes clear links to Te Whāriki a Te Kōhanga Reo. Kaimahi have established year, term, and weekly plans to ensure the learning programme is focused. Learning goals, activities and outcomes are designed for the different age groups. Mokopuna learning and progress is captured weekly through the use of matai tamaiti. These acknowledge individual mokopuna development and progress overtime. Kaimahi evaluate the programme regularly in order to make positive changes. Mokopuna benefit from collaborative kaimahi practices.
Key Next Steps
Other matters related to personnel documentation are yet to be sighted. Whānau and ERO have agreed that documentation will be available during the onsite visit.
5 Kōhanga Whānau Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:

emotional safety including positive guidance and child protection
-
physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
-
suitable staffing including appropriate qualifications, police vetting, ratios
-
emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
ERO and the kohanga reo whānau developed the following recommendation that all relevant documentation for personnel matters made available during the onsite visit.

1 Background
Introduction
A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).
ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.
Terms of Reference
This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:
- Ngā Taumata Whakahirahira – including Mana Reo and Mana Aotūroa
- Planning and Evaluation – including self-review, whānau management, planning, assessment and evaluation, and personnel management
- areas of non-compliance – including self-review, curriculum and human resources
- and any other significant issues identified since the previous review.
2 Context
Te Kōhanga Reo o Āwhina Te Kaahui Nohinohi is in Naenae, Wellington. Since the previous ERO review, the whānau have made considerable changes to the operations of the kōhanga reo. The introduction of SELO support and a committed kaiwhakahaere have been instrumental to these changes. Kaimahi have attended several wānanga and Te Kōhanga Reo National Trust courses to enhance their practice.
3 Findings
Ngā Taumata Whakahirahira
Children are immersed in a te reo Māori environment. Kaimahi are confident and competent speakers of te reo Māori. Kaimahi have a renewed commitment to the kaupapa of kōhanga reo and the consistent use of te reo Māori throughout the kōhanga reo. Older children engage in conversations in te reo Māori with kaiako. Babies and teina follow instructions and simple sentences in te reo Māori. Teina use single words to communicate with kaiako. Kaimahi have attended wānanga to support their learning in te reo Māori. Children are beginning to learn te reo Māori.
Children learn in an environment that is organised around their learning needs. Kaimahi provide a wide range of learning activities for children. Kaimahi create a positive learning environment that captures children’s interests. Children have choice within the learning activities. Kaimahi are responsive to children’s needs and interests. Children show they are engaged learners.
Planning and Evaluation
Kaimahi have a process in place for planning, assessment and evaluation. Individual assessments of children’s learning are linked to the planning. Planning is based around Te Whāriki and focuses on content and strategies that enhances children’s understanding of certain kaupapa. The kōhanga reo environment is bright, attractive, stimulating. Kaimahi and whānau have invested time, care and dedication into enhancing the learning environment. Kaiako are energetic and provide stimulating learning. They vary the pace and activities for children during the day. Whānau are also focused on providing meaningful learning experiences for children. Children benefit from a learning programme that is responsive and exciting.
Areas of non-compliance
The areas of non-compliance identified in the previous ERO report have been addressed.
Self-review practices have led to several positive changes within the kōhanga reo. These changes include providing children with meals at kōhanga reo, a change in leadership on the floor, the appointing of a new kaiwhakahaere and strengthening the learning programme for children. The kaiwhakahaere and chairperson of the kōhanga reo are committed to leading these changes on behalf of the whānau. They have a positive working relationship focused on children’s care. Children’s education and care is the priority.
Whānau are aware of their roles and responsibilities. They actively participate in decision making at the monthly whānau hui. Whānau contribute their ideas and engage in regular review. They have benefitted from governance and management support from the SELO contract. Children are at the centre of kōhanga reo decision making.
The appraisal process is conducted by the kaiwhakahaere and chairperson of the kōhanga reo. Kaimahi have completed their self appraisal to guide their ongoing professional learning and development. Kaimahi attend wānanga regularly to support their practice. Kaimahi are enthusiastic about their work. The kaiwhakahaere has systems in place to ensure staff personnel files are current. Children are the priority.
4 Recommendation
ERO and the kōhanga reo whānau developed the following recommendation:

That the whānau continue to review practice to make improvements for children’s learning.
5 When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo o Āwhina Te Kaahui Nohinohi will be in three years.
