1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o E Tipu E Rea Taraia is situated in Maraenui, Napier. The whānau are committed to promoting the philosophy outlined in Te Korowai. Since the previous ERO review of 2018, the whānau have appointed new kaimahi. Relationships among the kōhanga reo and the community are positive. 

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna demonstrate whanaungatanga through their positive learning experiences.

4 Findings

Mokopuna are nurtured in a supportive learning environment. Constant praise and encouragement are strategies used by kaimahi and whānau to promote mokopuna confidence and meaningful interactions. Kaimahi are gentle, warm, welcoming and nurturing. Mokopuna are happy in their interactions with adults and tuākana teina relationships are evident. Kaimahi encourage older mokopuna to lead and support each other in formal activities such as karakia, waiata and mihimihi. Pūrākau, rotarota, and a variety of waiata are integrated into the learning programme to build mokopuna vocabulary. The indoor learning space is vibrant and caters to the various age groups. Access to the outdoor environment further promotes mokopuna exploration while kaimahi support mokopuna to pursue their interests and explore the wider taiao. Mokopuna are emerging as confident learners.

Values of whanaungatanga underpin planning and programme evaluation practices. Kaimahi plan collaboratively and include the ideas and contributions from whānau members. The mahere ako clearly links to Te Whāriki ā Te Kōhanga Reo and includes a range of activities to excite and capture the curiosity of mokopuna. Programme evaluation focuses on the quality of the programme, outcomes for mokopuna and improvements to be made to the learning programme. Kaimahi reflect on their practice and documented discussions focus on outcomes for mokopuna and to ensure mokopuna receive a well-planned learning programme. Mokopuna learning is a priority.

Whānau have effective processes and procedures for monitoring and reporting on key aspects of the kōhanga reo operations. The Tūtohinga defines processes to manage kōhanga reo operations and sets out a planned approach and direction for whānau. This includes the history of the kōhanga reo and is underpinned by the values and principles of Te Korowai. Whānau hui minutes are informative and detailed. There is regular reporting across all areas of administration and operations. Decision making processes at whānau hui are well informed.

The comprehensive strategic plan is informed by Te Ara Tuapae and identifies long and short-term priorities and guides whānau goals and aspirations for the future. There is a sustained focus on continual growth and improvement. The annual plan identifies key areas of operation to support effective administration of kōhanga reo systems. Kaimahi individual and collective employment contracts are clear, well detailed and align to legislation. Job descriptions provide clarity of kaimahi expected competencies. Kaimahi safety checks and self review appraisals are completed. Whānau manage the kōhanga reo in the best interests of the mokopuna

Key Next Steps

Whilst kaimahi document and monitor group learning and progress, individual mokopuna assessment is yet to be implemented to capture mokopuna learning and progress over time.

It’s time for whānau to develop an action plan to monitor the progress of priorities set out in the strategic plan to support sustainability for the future.  Mokopuna benefit when their future needs are considered.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the Kōhanga reo whānau developed the following recommendations:

  • whānau and kaimahi continue to strengthen assessment practice

  • develop an action plan to support the progress of the strategic plan.

1 Context

Te Kōhanga Reo o E Tipu E Rea Tāraia is situated in Maraenui, Napier. The whānau will celebrate the twentieth year of the amalgamation of the two kōhanga reo, E Tipu E Rea and Tāraia. The whānau establish and maintain strong links in the local community and with their marae, Pukemokimoki.

2 The Evaluation Findings

How well do children show whanaungatanga?

Children show whanaungatanga in their relationships with friends and adults.

Children experience whanaungatanga in their relationships with others. Whānau actively foster respect and care for all. Children are provided opportunities to establish and maintain relationships with each other. Kaimahi encourage children to work with one another and to share resources. Tuakana teina relationships are encouraged by kaimahi. The older children take on leadership roles. They act as role models to their tēina. Children have established meaningful relationships with parts of the community. Kaimahi ensure that they consistently attend local events. Children are positive in their interactions with others.

Children learn about their connections to people and places. Whānau provide opportunities for children to extend their learning through regular trips to the marae and important iwi landmarks. Whānau promote learning and exploration about Kahungunu and explicitly make connections to each child’s whakapapa. Kaimahi support children to recite their pepeha. Children participate in whakatau. They are aware of the protocols and tikanga when welcoming manuhiri. Children are coming to understand their role as tangata whenua. Children are developing an understanding of their identity.

Children participate in learning where the revitalisation of te reo Māori is the priority. Kaiako use a range of language learning strategies to enhance children’s language development. They provide instruction, guidance and support in te reo Māori. Waiata, haka, and rotarota are implemented as fun ways to increase children’s vocabulary. Formal learning situations such as whakatau, karakia and mihimihi enable children to become familiar with language patterns specific to these situations. The older children are able to respond with one word or short sentences in te reo Māori. Children are beginning learners of te reo Māori.

Children actively participate in a range of play and learning experiences. Kaimahi provide opportunities for children to explore their immediate environment, as well as different settings beyond the kōhanga reo. The kōhanga reo environment is well maintained. Whānau provide a warm and inviting place for children to learn. Children have access to space that allows them to be challenged physically. Kaimahi ensure children have opportunities to learn about what is important to them as Māori through haerenga that link to kaupapa ako. Children are familiar with local places of significance. Children experience opportunities to follow their own interests. The older children are engaged for long periods during this time. Children are confident learners.

Key Next Steps

Kaimahi practice related to positive conflict resolution or children behaviour management strategies require reviewing. A lot of time is given to children who require extra attention because of their behaviour. This takes attention away from children who are ready and willing to learn. It is important that all kaimahi understand and implement the policy and strategies around managing children’s conduct. This will support them to develop a shared understanding of expectations and boundaries for acceptable behaviour. Children benefit when learning situations are well managed monitored.

Planning and Evaluation

The kōhanga reo is managed well. The strategic plan provides direction for the whānau and the annual plan supports the administration and operational duties. Administrative systems are very well organised. A long-serving working committee has established transparency and trust in dealing with whānau issues. Self review is regular and is improvement-focused. Whānau also spontaneously review matters when and as required. Staff have been appraised, and professional learning and development opportunities align with individual and collective needs. All health and safety policy, procedures and registers are in place. Children are the priority.

Key Next Steps

Kaimahi require support for programme planning, assessment and evaluation. While kaimahi are provided release time, a more deliberate focus on programme evaluation should improve planning and children’s assessments. The children’s learning and progress are not regularly monitored.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • The whānau work with Te Kōhanga Reo National Trust to consolidate their practices to benefit children’s learning.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o E Tipu E Rea Tāraia will be in three years.
