A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).
ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.
This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation are to investigate:
Ngā Taumata Whakahirahira – including strengthening the learning programme to engage children and improving the quality of kaimahi practices
planning and evaluation – including programme planning, assessment, evaluation, self review, strategic planning and whānau management
areas of non-compliance – including policies and procedures relating to earthquake and fire drills, sleeping, accidents and incidents, hazards, child protection and behaviour management
and any other issues identified during the course of the review.
Te Kōhanga Reo o E Tū Puritia is located next to Nawton Primary School in Hamilton. The previous ERO report identified concerns relating to the learning programme and aspects of whānau management, including health and safety matters. Since that review, the whānau have worked towards addressing these concerns.
Children learn in an environment where te reo Māori is highly valued. Kaimahi are strong speakers of te reo Māori. They use appropriate language strategies such as modelling, repetition, questioning and hand signs to extend children’s use of te reo Māori. These strategies assist children to learn language structures in formal and informal settings. Tuākana take a lead in karakia, hīmene, waiata, and mihimihi. They learn tongi, enjoy reading and participate in discussions. They are happy to support, guide and work closely with tēina. Children are developing as speakers of te reo Māori.
There have been some improvements in aspects of whānau management in the kōhanga reo. The learning programme is now planned to consider the needs of children. Planning provides clear direction for kaimahi to implement the learning programme. Whānau have opted to return to an online assessment programme. Parents with access to internet are able to follow their children’s learning progress and development while other parents can obtain a printed copy from the kōhanga reo. Some policies and procedures have been updated, and most health and safety registers are in place.
There are some health and safety policies and procedures that have not been reviewed since 2012. It is important that whānau prioritise and update these including the implementation of hazard checks.
A review of management and operations is essential to identify where skills and expertise can be better utilised. The kaiako is currently leading the learning programme as well as managing the operations of the kōhanga reo. As a result of the significant workload for the kaiako, aspects of administration are not completed. It is important for whānau to consider ways to distribute the workload so the kaiako can focus more on her primary role to work with children.
While strategic goals have identified priorities for the whānau, there is no action plan in place to guide whānau to achieve these priorities and monitor progress.
Programme evaluation needs further work. Support is required for kaimahi to increase their understanding and implementation of programme evaluation. This will assist them to monitor how well the programme is meeting the needs of all children.
The appraisal process for kaimahi does not effectively support kaimahi to identify their strengths and areas for development. It is important that appraisal information be used to identify relevant professional development opportunities for kaimahi.
ERO and the kōhanga reo whānau developed the following recommendation:
that the whānau and kaimahi work with the local kaimahi of Te Kōhanga Reo National Trust to address the key next steps identified in this report and to strengthen whānau management.
The next ERO evaluation of Te Kōhanga Reo o E Tū Puritia will be within two years.
