1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o E Tū Puritia is located next to Nawton Primary School, Hamilton. It is a community based kōhanga reo that caters to mokopuna of all ages. 

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna express whanaungatanga well through their positive interactions and relationships with others.

4 Findings

Mokopuna experience an environment where relationships are meaningful. Kaimahi model values of aroha, manaaki, awhi and tautoko. Mokopuna interact positively with others and tuākana teina relationships are evident. Kaimahi encourage older mokopuna to lead and support each other in formal activities such as karakia, waiata and mihimihi. Pūrākau, rotarota, and a variety of waiata are integrated into the learning programme to build mokopuna vocabulary. The names of the local awa, maunga and tīpuna are familiar to mokopuna. Kaimahi ensure mokopuna are aware of their whakapapa links to each other and their whenua. Purposeful activities encourage tuākana and teina to learn alongside each other. Constant praise and encouragement are strategies used by the whānau to promote mokopuna confidence and encourage positive relationships. Mokopuna are happy, positive and enjoy the company of their peers. 

Mokopuna engage in experiences and activities that stimulate their interests and learning. The indoor learning environment is colourful and inviting. Mokopuna can easily access a range of resources. The outdoor area encourages exploration and mokopuna are observed interacting and cooperating with one and other. Mokopuna are developing values of manaaki, aroha and tiaki for self and others.

Kaimahi have in place planning, assessment, and programme evaluation processes. Mokopuna learning and care are priorities. Kaimahi plan a range of learning experiences that clearly link to Ngā Taumata Whakahirahira. Assessment is purposeful and mokopuna learning and progress is regularly shared with whānau. Kaimahi hui together weekly to reflect on the learning programme. Programme evaluation results in improvements to the learning programme. Mokopuna wellbeing and learning is enhanced because of thorough planning, assessment and evaluation.

Whānau manage most aspects of the kōhanga reo. Whānau hui minutes are detailed and informative. There is reporting across areas of administration and operations. Whānau are currently reviewing their Tūtohinga. Health and safety policies and procedures are in the process of being updated and ratified.  Useful information is gathered and documented in health and safety registers. Strategic planning includes the aspirations whānau hold for mokopuna. Key priorities include continual improvement and growth of whānau skills and capabilities and the completion of building maintenance to better meet the needs of mokopuna. The action plan identifies timelines and delegated individuals with responsibilities to support progress. Personnel management systems are in place. Employment documentation includes job descriptions and employment contracts provided by Te Kōhanga Reo National Trust. Kaimahi appraisal information focuses on developing kaimahi abilities and informs professional development. An annual plan sets out overall operational tasks and when these are to be completed. Mokopuna are the centre of collective whānau decision making.

Key Next Steps

Whānau acknowledge that while aspects of their systems, operations and practices are in place, strengthening internal review processes will assist them to enhance the overall management of the kōhanga reo. They recognise the need to seek solutions that will adequately improve their responses to ongoing improvement. Mokopuna benefit from focussed approaches. 

Whilst financial reporting is shared regularly during monthly hui, the financial audit report year ending 2022 remains incomplete. It is important that all kōhanga reo finances are monitored closely and documentation prepared in a timely manner for submission to auditors on time. Mokopuna benefit when their future needs are considered.  

Fire and Earthquake drills have not been conducted regularly. Whānau must ensure that all requirements for emergency evacuation drills are carried out and recorded on an at least three-monthly basis. Mokopuna safety is paramount.  

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements, whānau must: 

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

  • ensure there is an annual budget to guide financial expenditure

  • ensure adults providing education and care are familiar with relevant emergency fire and earthquake drills and carry these out with children on an at least three-monthly basis.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation are to investigate:

  • Ngā Taumata Whakahirahira – including strengthening the learning programme to engage children and improving the quality of kaimahi practices

  • planning and evaluation – including programme planning, assessment, evaluation, self review, strategic planning and whānau management

  • areas of non-compliance – including policies and procedures relating to earthquake and fire drills, sleeping, accidents and incidents, hazards, child protection and behaviour management

  • and any other issues identified during the course of the review.

2 Context

Te Kōhanga Reo o E Tū Puritia is located next to Nawton Primary School in Hamilton. The previous ERO report identified concerns relating to the learning programme and aspects of whānau management, including health and safety matters. Since that review, the whānau have worked towards addressing these concerns.

3 Findings

Children learn in an environment where te reo Māori is highly valued. Kaimahi are strong speakers of te reo Māori. They use appropriate language strategies such as modelling, repetition, questioning and hand signs to extend children’s use of te reo Māori. These strategies assist children to learn language structures in formal and informal settings. Tuākana take a lead in karakia, hīmene, waiata, and mihimihi. They learn tongi, enjoy reading and participate in discussions. They are happy to support, guide and work closely with tēina. Children are developing as speakers of te reo Māori.

There have been some improvements in aspects of whānau management in the kōhanga reo. The learning programme is now planned to consider the needs of children. Planning provides clear direction for kaimahi to implement the learning programme. Whānau have opted to return to an online assessment programme. Parents with access to internet are able to follow their children’s learning progress and development while other parents can obtain a printed copy from the kōhanga reo. Some policies and procedures have been updated, and most health and safety registers are in place.

Key Next Steps

There are some health and safety policies and procedures that have not been reviewed since 2012. It is important that whānau prioritise and update these including the implementation of hazard checks.

A review of management and operations is essential to identify where skills and expertise can be better utilised. The kaiako is currently leading the learning programme as well as managing the operations of the kōhanga reo. As a result of the significant workload for the kaiako, aspects of administration are not completed. It is important for whānau to consider ways to distribute the workload so the kaiako can focus more on her primary role to work with children.

While strategic goals have identified priorities for the whānau, there is no action plan in place to guide whānau to achieve these priorities and monitor progress.

Programme evaluation needs further work. Support is required for kaimahi to increase their understanding and implementation of programme evaluation. This will assist them to monitor how well the programme is meeting the needs of all children.

The appraisal process for kaimahi does not effectively support kaimahi to identify their strengths and areas for development. It is important that appraisal information be used to identify relevant professional development opportunities for kaimahi.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • that the whānau and kaimahi work with the local kaimahi of Te Kōhanga Reo National Trust to address the key next steps identified in this report and to strengthen whānau management.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o E Tū Puritia will be within two years.

1 Background

Introduction

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate: 

  • mana reo -promote and extend children’s use and understanding of te reo Māori
  • planning and supporting children’s and babies learning
  • whānau management- participation of whānau in operations and management , personnel management, policy development, and evaluation
  • areas of non-compliance. 

2 Context

Te Kōhanga Reo o E Tū Puritia is based on Nawton Primary School in Hamilton. There have been consecutive supplementary reviews of this kōhanga reo since 2007.

Since the previous ERO report children’s language development, safety for babies and learning has improved. Whānau participation in the kōhanga reo management is minimal. There has been a significant decrease in the roll which has impacted on the staffing and the operational budget.

3 Findings

Mana Reo

Children learn in an environment where te reo Māori is a priority. Kaimahi provide children with learning experiences to increase their vocabulary, support them to use new words, use questions to extend discussions. Children are developing as speakers of te reo Māori.

Babies have a warm and nurturing place to learn. The learning environment is organised to cater for the physical, social and emotional needs for babies. Kaimahi provide interesting and stimulating activities for babies’. Babies appear happy and comfortable.

Key Next Steps

While children’s development of te reo Maori, babies learning needs and personnel matters such as job descriptions and employment contracts are no longer concerns other issues have emerged during the review.

Programme planning and evaluation is inconsistent. Older children’s learning needs are not considered in programme planning. Kaimahi have not made changes to improve the quality of their practices. Programme planning does not include whānau contributions or build on children’s interests or needs. At times, children appear disinterested and disengaged from the learning programme.

Children’s learning is not assessed. Kaimahi do not formally assess children. Although there are children’s profiles these do not contain any useful information about their learning. It is unclear how children progress is monitored or how the programme meets their needs.

Whānau do not participate in decision making related to the daily programme or the management of the kōhanga reo. Official documentation including policies and whānau hui minutes, strategic and annual planning were difficult to locate during the review. Although some documents were sighted this created stress and confusion for kaimahi.

Children’s emotional and physical is not adequately monitored. Kaimahi do not monitor health and safety practices as reflected in their policies and procedures. It is important that whānau and kaimahi identify priorities, regularly review policies and procedures to meet legislative requirements to improve the kōhanga reo management. Children’s wellbeing cannot be assured.

Personnel management is a concern. Staff appraisal is not in place. It is imperative that the whānau implement the process of appraisal to identify kaimahi professional development needs.

The kōhanga reo administration is not well managed. It is important that whānau employ a kaiwhakahaere to support and management the kōhanga reo. Furthermore they need to identify leadership with responsibility for improving the quality of the learning programme.

The whānau have a limited understanding of the purpose of internal evaluation. Many areas identified for improvement have remained a concern over a long period of time. Children are disadvantaged as whānau do not regularly monitor or review: 

  • the implementation of policy and procedures particularly those that pertain to the health, safety and learning of children
  • professional development needs of kaimahi to improve the quality of the learning programme through the appraisal process
  • their progress and achievement of strategic and annual goals
  • the effectiveness of systems and operations to support the day to day management of the kōhanga reo.

4 Actions of non-compliance

Overview

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance requirements. To improve current practice the whānau must: 

  • evaluate the kōhanga reo curriculum to ensure that the quality of the programme responds to the learning needs of all children including babies

5 Recommendation

ERO recommends that the District TKR staff work closely with the whānau to build their capability bring about sustainable improvements.
