1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Hairini is located at Hairini Marae, Tauranga. Since the ERO review of 2018, the whānau have accessed support from the Strengthening Early Learning Opportunities (SELO) provider and Te Kohanga Reo regional office to strengthen whānau management practices and operations.

3 Evaluation Focus

To what extent do mokopuna experience positive learning outcomes? 

Mokopuna experience positive outcomes from improved whānau management practices

4 Findings

Mokopuna learn in an environment where te reo Māori is a priority. Kaimahi model and use appropriate te reo Māori strategies through karakia, waiata, mōteatea and rotarota. They also use prompting, repetition and instruction to encourage mokopuna to respond and engage in informal and formal dialogue during learning activities. Mokopuna are developing as speakers of te reo Māori. 

Mokopuna are embraced in whanaungatanga. They experience positive and caring relationships with adults and each other. Tuākana display leadership qualities, such as nurturing, as they interact with their teina. They promote the values of aroha, manaaki and tiaki. Mokopuna reflect these values in their respect for each other. Mokopuna are calm, settled and positive learners.

Whānau manage the kōhanga reo in the best interests of mokopuna. With support from the Strengthening Early Learning Opportunities (SELO) provider, whānau have strengthened management practices and operations. The tūtohinga sets out a planned approach and direction for whānau. Core health and safety policies and procedures and personnel documentation are in place.  Kaimahi appraisals are complete. Administrative tasks align to the annual plan. At whānau hui, detailed reports across all areas of operation are reported to whānau. Programme planning is detailed and aligns to Te Whāriki ā te Kōhanga Reo. Kaimahi respond and support pēpi according to their needs. Activities are well-planned and provide mokopuna with engaging learning experiences. Mātai tamaiti captures mokopuna learning across a range of te ao māori contexts. Kaimahi regularly evaluate the quality of the learning programme. The strategic plan and Te Ara Tūāpae are well aligned that includes whānau goals and aspirations. Mokopuna are at the centre of whānau management decisions and actions. 

Key Next Step

Whānau are aware that mokopuna benefit from ongoing review and improvement. Strengthening the quality of internal evaluation will further support the whānau to achieve positive outcomes for mokopuna.

5 Assurance on Legal Requirement

Actions for compliance during the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and Te Kōhanga Reo o Hairini developed the following recommendation:

  • the whānau continue to work alongside Te Kōhanga Reo regional office to strengthen the quality of internal evaluation.

1 Context

Te Kōhanga Reo o Hairini is located at Hairini Marae, Tauranga. The kōhanga reo was the first to open in Tauranga Moana in 1982. The marae has been vital in developing children’s sense of belonging, confidence and knowledge of Māori customs and traditions. Most children and their whānau are of Ngāti Ranginui descent. Parents report that they want their children to learn and be confident in the language and customs specific to Hairini.

Since the previous ERO review, there have been many changes in staff which have impacted on the quality of the learning programme and whānau management.

2 The Evaluation Findings

How well do children to express who they are in te reo Māori and use tikanga Māori?

Children show that they a keenness to learn and explore te reo Māori and tikanga Māori.

Ngā Taumata Whakahirahira

Children are early learners of te reo Maori. They learn and use waiata and karakia as part of their daily routines. The whānau provide support and encouragement to children who stand to recite their pepeha. Some parents are fluent speakers te reo Māori while others want to learn with their children. Children enjoy opportunities to actively participate with whānau during formal marae occasions. Tuākana and tēina are developing in confidence to mihi to whānau. Children learn that their language is integral to who they are.

Children experience a marae environment that reinforces their sense of place and cultural identity. The marae provides a rich source of opportunities for children to enhance their knowledge of who they are. They are supported to learn about the tangata whenua and manuhiri roles. Parents report this is an important feature in their children’s learning. Whānau members show a strong interest in their children’s learning, attend kōhanga reo events, and present to assist with the daily operations and care of their children at kōhanga reo. There are members that have knowledge of growing up on the marae with their kaumātua.

Children interact positively with each other throughout the day. Most children appear settled and form respectful and caring relationships with each other. Children enjoy time together on the whāriki for karakia, mihimihi, pepeha and waiata ā-ringa. Individuals are praised for their efforts to stand and perform their mihi. Pēpi smile when they are acknowledged by the whānau during morning mihi. Care, respect and friendships between children are formed.

Key Next Steps

Children do not participate in programmes of learning that promote and extend their conversational language skills. Kaimahi do not take all opportunities to actively engage children in conversations using te reo Māori to extend their language knowledge and confidence. There are limited resources and activities to support children’s language development. Learning areas are not well organised to allow children to use te reo Māori and learn tikanga. Language learning for children is not well managed and organised.

Planning and Evaluation

The whānau recognise the need to review their tūtohinga and use that to improve their knowledge of roles, responsibilities and priorities in the kōhanga reo. The whānau understand the importance of taking a more proactive role in managing the kōhanga reo for the benefit of their children. The whānau demonstrate ability to strengthen their individual and collective contribution to the management of the kōhanga reo. There are agreed priorities that need to be addressed with support from TKRNT kaimahi.

Key Next Steps

Whānau management practices are limited. Many staffing and whānau changes have occurred since the previous ERO review. This has resulted in the reliance on kaimahi, and in particular the kaiwhakahaere, to carry out most of the roles and responsibilities of whānau to manage the kōhanga reo. The tūtohinga does not provide clear direction to kaimahi and whānau about appropriate standards and expectations for the care and wellbeing of children. Children’s interests and their learning needs are not adequately managed through sound and effective whānau whakahaere.

Personnel management systems are inadequate. Recruitment and appointment processes are not well managed. For the past two years, there has been no kaiako in the kōhanga reo who holds the Tohu Whakapakari qualification. Appraisals have not been carried out, and professional development is not aligned to the identified needs of kaimahi. Job descriptions do not accurately reflect the roles assigned to kaimahi. Consequently, there is confusion about the role of some kaimahi, their respective roles and responsibilities.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • ensure all requirements and standards are met for employees, including qualifications, the organisation of employees and good employer obligations

  • ensure that whānau provides well informed, planned, evaluated and reviewed programmes are is responsive to the diverse needs, interests and abilities of children, and enhances learning through quality interactions

  • ensure that children have rich te reo and tikanga Māori learning experiences and environments that enhance and extend their whole development.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • improve personnel management systems to ensure that kaimahi are well supported to provide quality care and learning for children
  • seek support and guidance from TKRNT to ensure the kōhanga reo is effectively managed by the whānau and operates in accordance with Te Korowai and the tūtohinga
  • implement good internal evaluation practices that focus on continual growth and quality outcomes for children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Hairini will be within two years.
