1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Hanana is in Shannon, Horowhenua. The kōhanga reo is surrounded by the Tararua ranges. Historically, there have been concerns related to whānau management, policies, procedures and their implementation, and insufficient monitoring of the health and safety of mokopuna. There have also been issues related to the provision of te reo Māori, and inadequate kaimahi planning, assessment and evaluation practice. In 2016, ERO reported improvements and the kōhanga returned to a regular cycle of review.

As a result of Covid-19 restrictions, ERO was unable to work in kōhanga reo across New Zealand. Subsequently, ERO reviews were either not scheduled as planned or needed to be postponed. Due to these delays, this is the first full review of Te Kōhanga reo o Hanana since 2016.

During this review, the evaluation plan was reframed to focus on whānau management and the provision of quality education and care for mokopuna.

3 Evaluation Focus

To what extent do whānau respond to the learning and wellbeing of mokopuna?

Whānau management is inadequate. Systems, policies, procedures and practices lack necessary information or guidance for whānau or kaimahi. There are concerns related to whānau planning, self-review, finance, health and safety, resourcing and personnel. The quality of the learning programme, planning, assessment and evaluation is also of concern. The provision of te reo Māori is insufficient and there is limited opportunity for mokopuna to participate in learning that motivates or engages them. Kaimahi do not have adequate access to resources to support day to day teaching and learning. Mokopuna lack a range of quality learning opportunities while they are at kōhanga.

4 Findings

During this review, as with all ERO reviews of kōhanga, the district kaupapa kaimahi (DKK) was present. Relational issues between the chairperson and this representative were evident. In addition, the kōhanga administrator guided ERO to all documents, stating that it was her last day at work, as she was leaving.

Whānau management

Whānau management of kōhanga reo operations is inadequate. Whānau are not clear about their roles and responsibilities. Those whānau members who met with ERO, identified that they were unaware of any requirements of them. They identified that only small number of parents participate or contribute in any way at the kōhanga. Whānau hui are not held regularly and there are limited records kept indicating that they are a part of shared decision making. As a result, it is not clear that there is sufficient input from whānau, or that they are provided with opportunities to contribute to the development of the kōhanga reo.

Systems to support the successful operation of the kōhanga reo lack sufficient depth to ensure that the kōhanga runs effectively. Although policies and procedures were refined in 2016, the content is not detailed enough for whānau or kaimahi to understand what is required of them across all areas of operation. It is also clear that if difficult circumstances arise during a day at kōhanga, there is limited direction about how to proceed. Some polices have been signed while others have not. The whānau, the roopū whakahaere and the chairperson should consider, development and training for all.

Strategic and annual planning

Strategic planning, annual planning and self-review are inadequate. There is no strategic plan that defines the aspirations of the current whānau and there is no way to be assured that whānau have opportunity to contribute to this. The annual plan does not reflect what the priorities and focus will be for the coming year. It is essential to establish an annual plan to ensure key administration tasks are monitored and completed in a timely manner. The lack of minutes about matters and decision making indicate that there is limited if any internal evaluation. During 2021 there were several recorded incidents that needed immediate attention and resolution. There is limited follow-up information about next steps taken by whānau to refine and improve their systems, policies or procedures.

Financial management

Financial management requires further development. During this review it was identified that during 2020, there had been issues about inadequate financial management. There are limited reports regarding decisions about expenditure, nor was an audit report available.

Personnel management

Personnel management is inadequate. Comprehensive processes for appraisals are not in place. In order to observe the Employment Relations Act 2000, whānau must develop and manage personnel matters in accordance with the Act. During the course of this review, the administrator resigned. Kaimahi have indicated dissatisfaction with the lack of support. There is a lack of rigour upholding requirements pertaining to good employer and personnel practices.

Health and safety

Health and safety cannot be assured. There have been documented concerns about kaimahi, who have behaved inappropriately with mokopuna. These matters occurred during 2021. Policies and procedures to prevent these issues from reoccurring were not made available. There is insufficient rigour around supervision, care, and monitoring to ensure mokopuna are safe. Earthquake drills have not been practised. Child protection policies and procedures are not signed or dated. Given the severity of the issues including, a mokopuna unsupervised, this area requires immediate attention.

The learning programme

Mokopuna learning is at risk and opportunities for learning are inadequate. The learning programme is mostly adult directed. As a result, there were many instances of mokopuna not engaging in meaningful learning that promoted their diverse needs, strengths and interests. There was no opportunity for mokopuna to play freely for periods of time during the day. Mokopuna have limited opportunity to learn through their experiences at kōhanga.

Programme planning, assessment and evaluation are limited. Current documentation lacks the content needed to ensure that mokopuna have:

  • a range of opportunities to engage in free play, and use resources that are stimulating and motivating

  • an opportunity to show how they are progressing with their learning through regular assessments

  • a responsive learning programme, informed by kaimahi programme evaluation.

It is critical that whānau seek support for kaimahi to build their capability and capacity to deliver an effective learning programme for the mokopuna.

Te Reo Māori

Te reo Māori is not the language of instruction, nor is it a focus for kaimahi. Whānau acknowledge that te reo Māori requires strengthening. Mokopuna learn te reo Māori when their environment is totally immersed in the Māori language.

Key Next Steps

There are significant issues across whānau management, daily administration and operation, through to the education and care of mokopuna. These concerns are highlighted in this report.

The whānau should seek external support from the National Te Kōhanga Reo Trust to address the concerns identified within this report.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements, they must: 

  • ensure whānau are provided with opportunities to contribute in relation to development and review into the management of the kōhanga reo

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Mana Reo
  • Planning and evaluation including whānau management, planning, assessment, programme evaluation, personnel, finance, minutes, strategic planning, action plan and self-review
  • areas of non-compliance
  • any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Hanana is in Shannon, Horowhenua. In 2015 ERO identified concerns about the management of Te Kōhanga Reo o Hanana. These included children’s te reo Māori, assessment and evaluation. Processes for monitoring issues of health and safety were insufficient. The kōhanga reo was not effectively managed. This review evaluates progress and improvements made since 2015.

3 Findings

Mana Reo

Background

The previous report stated that children do not use te reo Māori confidently. Te reo Māori was mainly used to instruct, rather than to promote meaningful communication. Kaimahi knowledge and use of effective language learning strategies was limited. Children were not engaged in language learning conversations. The learning programme was not well planned to stimulate or support children well as early learners of te reo Māori.

Areas of progress

Children experience a range of opportunities to support their development and use of te reo me ngā tikanga Māori. Kaimahi provide art activities, games, play dough, waiata and outdoor activities in order for children to initiate learning that is important to them. During these times, kaimahi speak te reo Māori to support children’s language development within meaningful contexts. Whānau and kaimahi attend Te Ataarangi classes to develop their capability in te reo Māori. Children are developing well as beginning speakers of te reo Māori.

The June 2015 report identified that children’s overall needs were not well planned for, reviewed or addressed. Children’s progress was not effectively recorded. Kaimahi had a limited understanding of the purpose and value of assessing children’s learning. Kaimahi did not meet regularly to reflect on the learning programme. Children were disadvantaged in their learning.

Areas of progress

Children experience a variety of well-planned learning programmes. A new kaiako has been appointed to lead and enhance the development of the learning programme. Plans are effective, well developed and guide kaimahi practice. Kaimahi now understand the value of children’s profile books. Close observations of children are an important part of kaimahi daily practice. They now regularly assess children’s learning. Kaimahi are alert to children’s development and progress because of this. Whānau are well informed of their children’s progress.

Kaiako and kaimahi now have in place processes to evaluate the effectiveness of the learning programme. There is ongoing monitoring that contribute to and impact on the quality of the learning. Kaimahi reflect daily on the programme and modify learning to guide their practices. They adjust or make changes to the programme to better support learning. Children enjoy learning where the quality of the programme is regularly monitored.

Whānau Whakahaere

Background

The previous report highlighted that kōhanga whānau and staff did not have regular self-review to inform good decisions for children. Whānau hui minutes were inconsistent and procedures for managing finances and personnel and health and safety were insufficient. The kōhanga reo was not effectively managed. There was no strategic or annual plan. While there was a shared aspiration for their children whānau had not identified their goals or priorities.

Areas of progress

Overall management of the kōhanga reo has improved. Whānau and kaimahi now have a shared understanding of their roles and responsibilities. Personnel management has developed. Kaimahi employee documentation is current, signed and filed. Whānau have a useful appraisal system. They provide opportunities for kaimahi to engage in professional development and training. Financial management is transparent and accountable. Children benefit from more effective management of their kōhanga reo.

Whānau have completed a strategic plan that is informed by Te Ara Tūāpae and Te Korowai. They know their priorities now and into the future. Whānau hui minutes have sufficient information to assist whānau to make informed decisions on the day to day operations of the kōhanga reo. Internal evaluation is developing well and benefits children and their whānau.

Whānau do not have an annual plan. Whilst some priorities are achieved and completed they are unable to monitor the overall performance and outcomes against their strategic priorities. It is important for whānau to establish a plan and timelines to ensure their long terms goals and aspirations are achieved.

Te Kōhanga Reo o Hanana is in Shannon. ERO evaluated the extent and effectiveness of actions the whānau has taken towards addressing issues specified in its previous report. ERO is confident that these areas are no longer a concern. Children are well cared for and are happy learners.

1 Context

Te Kōhanga Reo o Hanana is based in Shannon.The kōhanga reo is surrounded by the Tararua ranges, Poutu Marae and the people of Ngāti Whakatere of Ngāti Raukawa. Since its establishment, whānau have contributed to the development of a kōhanga reo learning environment that provides children with a range of indoor and outdoor learning opportunities.

The kōhanga reo is the only total Māori immersion early childhood provider in the local area. Whānau members have a shared aspiration for children to be immersed in te reo Māori me ngā tikanga and a te ao Māori learning environment which is nurturing and builds children’s confidence and sense of identity.

2 The Review Findings

How well do children use te reo Māori to express who they are?

Children do not use te reo Māori with confidence to express who they are.

Mana Reo

Areas of good performance

Children experience positive and warm relationships. Kaimahi promote the values of manaaki and tiaki with children. Tuakana show care and concern for their teina. They are familiar with and use tikanga to establish daily routines. Children are happy and comfortable in their kōhanga reo.

Children have a number of opportunities to learn about who they are and where they come from. Children are familiar with the process of whakatau, karakia and mihimihi. They go to the local marae where they participate and learn about their culture. Children are becoming familiar with their cultural heritage.

Key Next Steps

Children do not use te reo Māori confidently to express who they are. Te reo Māori is mainly used to instruct, rather than to promote meaningful communication. Kaimahi knowledge and use of effective language learning strategies is limited. Children are not engaged in language learning conversations. The learning programme is not well planned to stimulate or support children well as early learners of te reo Māori.

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing and identified areas of non-compliance that have not been met. ERO has identified the following areas of non compliance. The whānau, with the support of their licensee must:

ERO and the kōhanga reo whānau developed the following recommendation:

Conclusion

Te Kōhanga Reo o Hanana is in Shannon. Children do not use te reo Māori confidently to express who they are. The kōhanga reo whānau require sustained support to improve most areas of the kōhanga reo. Whānau agree that they are struggling to embed a number of principles of Te Korowai, and successfully implement Te Whāriki for children.
