1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o He Maungārongo is in Murupara. The whānau are awaiting sign off on the use of a new additional building that will allow them to increase the roll and accommodate whānau on a waiting list. Whānau value coming together beyond the kōhanga reo to be involved in the everyday life of Murupara.  

3 Evaluation Focus

How well do uri show they are happy in their learning? 

The whānau nurtures and promotes fun learning environment for uri.   

4 Findings

Kaimahi guide positive nurturing relationships with uri throughout the daily programme. Uri settle quickly and enjoy starting their day with karakia and himene. They have opportunities to lead parts of the programme including karakia kai. Pēpi and young teina absorb learning through watching and listening and they respond enthusiastically to the instructions of kaimahi. Tuākana follow the lead of kaiako and respond to their prompts eagerly.

Uri learn in an environment where te reo Māori is a priority. Kaimahi use a variety of strategies that support te reo Māori development such as repetition, instruction, questioning, and prompting. They model a range of morning greetings that include describing the āhuatanga of the day to extend language development. Uri are developing as speakers of te reo Maori.

Established tikanga supports uri to consider the needs of others. Tuākana are encouraged to care for their teina and model the values of awhi, aroha and manaaki. While kaimahi are singing waiata-ā-ringa, the pēpi follow their actions. Tuākana can perform without kaimahi support. Uri enjoy the learning experiences provided which is evident in the way laugh, jump and clap their hands as they express their ihi and wehi.  Birthdays are celebrated showing uri they are valued. Kaimahi are playful and joke with another. Uri experience a fun programme of learning in an enjoyable atmosphere.  

Kaimahi planning and assessment are in place. They work collaboratively using whānau contributions and evaluation outcomes to develop kaupapa ako. These are adapted to meet the needs of uri. Learning outcomes and activities are age appropriate. Profile books record the learning and progress of uri. They contain photos with anecdotal evidence. Mātai mokopuna is used to capture and share uri progress.  Programme evaluation is a natural part of planning. Kaimahi meet to discuss how the programme, what uri learnt and if the intended outcomes were met. Discussions are recorded and used to inform future planning. Uri enjoyment of learning is a priority.

Uri are at the centre of whānau whakahaere and decision-making. Whānau know their roles and responsibilities well and they meet regularly to discuss kōhanga reo business. An annual plan is in place that identifies key operational matters. Health and safety policies, procedures and practices align to current legislation and promote the wellbeing of uri, kaimahi and whānau. Self-review is regular and up to date. Whānau love the way kaiako support uri to learn te reo Māori and practice tikanga, as this fulfils their dreams and aspirations for uri. Personnel management practices are well established, with appraisals focused on enhancing and developing kaimahi knowledge. Kaimahi are motivated to undertake ongoing professional learning for the betterment of the whānau. Whānau focus on improvement of kaimahi practice for better outcomes for uri.

Key Next Steps

While the whānau have a strategic plan in place to support the future direction and sustainability of the kōhanga reo, they would benefit from developing an action plan to support the realisation of long-term goals. The establishment of an action plan will aid in monitoring progress, reporting to whānau, and celebrating the milestones as they journey together. Uri benefit when whānau plan for the ongoing development of their kōhanga reo.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation:

  • for the whānau to work alongside the District Tari to establish and implement an action plan that supports the strategic direction of their kōhanga reo.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • the learning programme and te reo Māori development

  • whānau whakahaere

  • any other matters that may arise during the course of the review.

2 Context

Te Kōhanga Reo o He Maungārongo is in Murupara. The kōhanga reo was facing closure earlier in the year due to a declining roll, significant financial and management issues. A SELO support person has helped address these in 2016. A kaiako has been appointed who has contributed to positive change in the kōhanga reo.

Since the last ERO report 2014 there have been significant improvements in key areas of operations, financial management, the learning programme and environment. The community, the district office of the Te Kōhanga Reo National Trust (TKRNT) provide ongoing support.

3 Findings

The learning programme and te reo Māori development

Children’s learning experiences are improving. New kaimahi are experienced and knowledgeable in their roles. They work together to organise and manage the learning programme. They have established routines to help familiarise and settle children daily. Kaimahi provide a range of learning activities so that children are encouraged to learn through play and interact with their peers. A clean, bright and inviting learning environment has been created for children. Children appear to be happy learners.

Children enjoy learning in te reo Māori. Kaimahi use a range of strategies develop children’s language. They are fluent speakers of te reo Māori, who model good language structures. Kaimahi sit with children to ask and explain what they are doing. The formal learning programme of karakia, himene, waiata and mihimihi helps children to hear language patterns and language functions. Although some babies speak English, kaimahi respond in te reo Māori at all times. Kaimahi encourage younger children to share messages by using body language, which indicates their understanding of te reo Maori. Children are learners of te reo Māori.

Te whakahaere a te whānau

Kaimahi meet regularly to plan, monitor and evaluate the learning outcomes and progress of the children. Records of their discussions and decisions are used to identify how to provide variety for children’s learning.

Whānau have made significant improvement across operation matters. External support was in place in 2016 to address issues identified in the 2014, ERO report. The kaiako has provided sound leadership in working their way through areas of concern. All administration systems are in place. Documentation is current, well organised and filed. The roll has grown to 15 with a waiting list of 10. The confidence and participation of the whānau has increased. The kōhanga reo has had support from Te Kōhanga Reo National Trust to establish better financial accounting processes. In addition to the new financial system, training has been provided to appropriate whānau members. Cautious budget controls and monitoring have put the kōhanga in a sustainable position. Children benefit from improved whānau practices and decision making.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • The whānau continue to strengthen kōhanga reo operations to ensure sustainability and positive outcomes for children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o He Maungārongo will be in three years.
