1 Context

Te Kōhanga Reo o Heretaunga is in Camberley, Hastings. This is the only kōhanga reo in the area. The whānau actively contribute to their local purapura and Ngāti Kahungunu development. The ERO reporting history of this kōhanga reo shows continued growth and development. Kaimahi and whānau capacity is strong.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children show aroha, manaaki and tiaki to each other and their whānau.

Ngā Taumata Whakahirahira

Children experience nurturing and affirming relationships. There is a sense of whanaungatanga within the whānau. Kaimahi use their knowledge of children to form bonds. They hug and cuddle babies and use gentle tones and body language with tuakana. Kaimahi treat children with respect, understanding and care. Children reciprocate these values with adults and their peers. They are considerate of others. Older children are encouraged to support teina. They role model routines at kai time and reinforce expectations of the kōhanga reo. Children appear secure and settled.

Children participate in learning that enhances their identity. Kaimahi support children to learn their pepeha and to share it with others. Children learn about their marae, whenua, maunga and awa. Older children model tangata whenua roles to teina. They sit attentively during whaikorero, stand and sing waiata tautoko and greet manuhiri. Teina watch and mimic their tuakana. Waiata tautoko support children to learn about significant events and ancestors specific to the local area. Children are growing their understanding about how they are connected to their iwi.

Children are immersed in te reo Maori. Kaimahi provide an environment that fosters and encourages language development. They speak te reo Māori only, use common phrases and sentences, ask simple questions. Kaimahi and have set high expectations around the use of te reo Māori. Older children use the words and phrases they know. Babies show an understanding of te reo Māori through smiles and their body language. Children also have opportunities to learn te reo Māori through karakia and himene. Children are developing as speakers of te reo Maori.

Children are explorers. Kaimahi plan experiences to allow children access to natural and physical environments. Babies explore their physical environment that is set up with resources to strengthen their climbing, crawling, and walking skills. Older children engage in formal learning about ngā atua Māori, ngā tamariki a Tangaroa and ngā wahanga o te tinana. Kaimahi also teach skills of manaaki tētahi ki tētahi, patience and perseverance. Children with additional needs are acknowledged for their strengths. They are supported to work alongside their peers. Children are curious learners.

Planning and Evaluation

Kaimahi have processes in place for programme planning and assessment. Planning has a purpose and intent. It identifies a wide range of activities and appropriate teaching strategies for children. Kaimahi use profiles to assess children’s learning. Children’s profiles show parents how well their children are learning and their progress. Children access a programme that is well planned and considers their learning needs.

Whānau manage their kōhanga reo well. They are well informed of what is happening through regular hui. Whānau have self-review processes in place. This ensures the charter provides clear direction, health and safety policies and procedures are up to date and personnel matters are addressed. Reports from the treasurer, the kaiwhakahaere and the kaiako are presented at whānau hui. The children are at the heart of all decision-making by the whānau.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Heretaunga will be in three years.

1 Context

Te Kōhanga Reo o Heretaunga is in Camberley, Hastings. It is the only kōhanga reo in Camberley. The roll is near maximum.

The whānau have redeveloped spaces to cater for children’s diverse needs on the current site. The kōhanga reo whānau contributes at purapura and the developments of Ngāti Kahungunu. A newly appointed kaiako works with a kuia who supports delivery of Te Whāriki.

Te Kōhanga Reo National Trust (TKRNT) provide support for whānau to deal with sensitive issues to minimise the impact on children and the kaupapa of the kōhanga reo.

2 The Review Findings

How well are children immersed in te reo Māori?

Children are engaged in te reo Māori.

Ngā Taumata Whakahirahira

Children are exposed to a te reo Māori environment. Te reo Māori is planned and focussed on children’s language success. Language strategies support children’s ability to communicate with each other and kaimahi. Conversations with children in formal and informal situations promotes speaking te reo Māori. Most children have a good understanding of the language, while others fluency is growing. Language resources cater for children’s ages and promote exploration of te reo Māori. Kaimahi praise children’s use of te reo Māori and their achievements. Children speak te reo Māori to communicate with others.

Children know who they are and where they are from. Regular trips provide children with opportunities to explore their physical surroundings and connection to te ao Māori. Children enjoy the formal time to mihi and share pepeha with whānau. Kaimahi gather and share information about the hapū and iwi language and customs to enhance children’s learning experiences. Children enjoy learning about their whānau and whakapapa.

Children learn about their place and value in the kōhanga reo whānau. Kaimahi promote tuakana, teina relationships and the values of care and respect for self and others. Tikanga is embedded in the daily learning programme and practices. Children enjoy activities with each other and have positive relationships with kaimahi and whānau. Kaimahi have created a caring environment for children. Children are settled in the whānau environment.

Children developing confidence in their learning in a te ao Māori environment. Children are aware of the importance of karakia and hīmene in the daily programme. They are supported to learn the value and place of atua Māori in their learning. Kaimahi focus children to develop independence as they learn alongside each other. They encourage children to make choices about their learning to make sense of the world around them. Kaimahi provide activities that are hands on and fun for children. Learning is based on best practice research to excite and stimulate children’s learning. Children make connections to the world and beyond.

Children’s holistic wellbeing is a priority. Hauora is emphasised in the care of individual’s needs. Whānau have established high standards to maintain children’s learning environment. Health and safety records are maintained across all areas of the kōhanga reo. Children’s needs are important.

Key Next Steps

Kaimahi do not use every opportunity to increase and extend te reo Māori for children. They acknowledge the need to promote the use of the language in social settings to support children to speak spontaneously in te reo Māori. Children’s language is developing.

Planning and Evaluation

Children’s learning outcomes and quality of care forms the basis for whānau decision making. Whanaungatanga and manaakitanga underpins adult relationships. There are effective systems in place to guide kōhanga reo management. Succession planning is an annual focus to develop whānau capability, strengthen management practices and their qualifications. Records and reports presented at hui ā-whānau guides monitoring about the overall performance of the kōhanga reo.

Internal evaluation informs forward planning. Whānau use internal evaluation to monitor progress against strategic goals. There is a culture of reflection and collaboration amongst the whānau. The kaupapa of the kōhanga reo is based on children’s success with learning.

Children’s learning needs and development informs programme planning. Kaimahi use Ngā Taumata Whakahirahira to focus long term and short term plans. Robust discussions, assessment information and best practice informs purposeful and targeted programmes of learning for children. Programme evaluation guides kaimahi to monitor children’s progress.

Children’s learning progress and assessment practices are in place. Kaimahi know individuals the needs, interests and learning preferences. A variety of purposeful assessments are used to monitor and report children’s learning. Observations of children in learning activities supports kaimahi practices. Kaimahi use of evaluation helps to keep up to date information about children’s learning. This is used to report to parents about their child’s development. Children’s learning is monitored and reported.

Key Next Steps

Implement a programme of support for parents to learn and maintain the high standards of the kōhanga reo management.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • continue to use internal evaluation information effectively to monitor and report strategic success and performance for children and the whanau

  • develop strategies to support children’s spontaneous use of te reo Māori.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Heretaunga will be in three years.
