1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Iti Noa is based in Gisborne. The kōhanga reo have recently relocated to a new premises adjacent to the local district office. The learning programme has been designed to strengthen mokopuna understanding of Ngā iwi o Te Tairāwhiti.

3 Evaluation Focus

How well do mokopuna express their knowledge of te reo Māori and tikanga Māori?

Mokopuna confidently express their understanding of te reo Māori and tikanga Māori through their learning experiences.

4 Findings

Mokopuna participate in an environment where te reo Māori and tikanga Māori is prioritised and learning is fun. Kaimahi are energetic and strong te reo Māori language models. They are deliberate in their use of questioning to increase mokopuna language development. The daily routines offer regular opportunities for mokopuna to lead and participate in karakia, mihimihi, waiata and haka. Pēpi use gestures and facial expressions in their interactions with kaimahi to show their understanding. Kaimahi provide guidance, leadership, and model values of tiaki, aroha and manaaki. Mokopuna are supported to learn about local tikanga and kawa across a range of experiences such as traditional karakia and mōteatea. The tikanga of whanaungatanga underpins all interactions. Kaimahi know their mokopuna well and focus on responding to their specific learning needs and care. They work collaboratively to provide a range of activities for mokopuna that encourages curiosity, investigation, creativity and stimulation. Indoor and outdoor learning areas are vibrant and promotes group and individual learning. Routines are well established and predictable for mokopuna. Mokopuna are confident learners in their setting.

Mokopuna learning needs are well catered for, monitored and reported. Kaimahi meet and plan collaboratively. Planning includes ideas and contributions from whānau members. The mahere ako is detailed and organised. This guides programme implementation, resourcing and ensures the programme is focussed and meaningful. Assessment information is purposeful and relevant. A range of approaches are used to record mokopuna learning, progress and emerging interests. Kaimahi regularly reflect on their practices to make changes that responds to the needs of the mokopuna. They use programme evaluation to monitor the quality of the learning programme and improvements to be made to focus on positive outcomes for mokopuna. Mokopuna experience a stimulating learning programme that is well organised and managed.

Whānau have effective systems and processes in place to manage the kōhanga reo. Internal evaluation influences and informs decision making. Health, safety and personnel policies and procedures are regularly reviewed and align to legislative requirements. Emergency evacuations are conducted frequently and incorporated into the learning programme. The strategic plan appropriately includes the vision and the aspirations of whānau. Progress and achievement of priorities are discussed and monitored. Continual improvement and growth are a shared focus for whanau. The annual plan guides operational and administrative tasks and when these are to be met. Personnel matters are managed. Employment documentation includes employment agreements, position descriptions and completed kaimahi safety checks. Appraisal information focuses on developing knowledge and skills to be supportive and effective practitioners. The whānau regularly review their Tūtohinga to ensure it continues to align to whānau aspirations. Whānau effectively manage the kohanga reo in the best interest of the mokopuna.

Key Next Steps

Whānau continue to enhance internal evaluation to further increase positive outcomes for mokopuna.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection.

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures.

  • suitable staffing including appropriate qualifications, police vetting, ratios.

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation that they continue to enhance the collective strength of the whānau to further increase positive learning and outcomes for mokopuna.

1 Context

Te Kōhanga Reo o Iti Noa is in Elgin, Gisborne. Due to a high waiting list, whānau are working with Te Kōhanga Reo National Trust (TKRNT) to improve their facilities. Since the last report, the whānau has worked together to address the recommendations. Whānau acknowledge a strong sense of whanaungatanga within the kōhanga reo.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children demonstrate whanaungatanga with confidence.

Ngā Taumata Whakahirahira

Children experience nurturing and affirming relationships. Kaimahi provide an environment that is warm and loving. Children laugh, smile and have fun. Babies are hugged and held when they need. Tuakana support their teina. Kaimahi have set routines that support older children to grow tuakana skills. This includes the mat time circle, where tuakana sit in a circle surrounding their teina and teina sit in the middle. Teina get to follow and copy their tuakana. Their tuakana model actions and tikanga for younger children. Kaimahi provide opportunities for children to show thanks and gratitude. Children acknowledge and mihi to kōkā who prepare their kai. Children show love to others.

Children participate in a programme that nurtures their identity. Kaimahi expose children to experiences that strengthen their understanding of their connections to people and places. Children participate in pōhiri as tangata whenua. They are supported to learn key roles in pōhiri. Older girls stand with their kōkā to karanga and children stand to sing waiata tautoko. Whānau attend Ngāti Porou kaupapa in their community. Children represent their whānau with pride at the Tairāwhiti festival. Kaimahi teach children to make whakapapa connections with others. Children practise and learn their pepeha. They stand with confidence to share their pepeha. Children show an understanding of who they are and where they are from.

Children are immersed in te reo Māori. Kaimahi use different ways to encourage children’s language growth. They teach children waiata, karakia, hīmene and mōteatea of Ngāti Porou. Te reo Māori is the language of communication to children. Older children are confident to speak and use the words and phrases they know. Babies show an understanding of te reo Māori through smiles and body language. They mimic and copy words. Kaimahi use gentle, calm tones when speaking to children. Whakapapa are also taught in sign language. Kaimahi model sign language to remind and encourage children to sign as they say their whakapapa. Children are developing as early speakers of te reo Māori.

Children explore and learn. Kaimahi have created a colourful learning environment. Children’s work, karakia, pictures and waiata adorn the walls. Children are exposed to resources including ngā atua Māori, sign language posters, hīmene, waiata and mōteatea to support their learning. The learning environment is set out for children to access most areas. Children move around freely. Babies are supported to move and crawl around their kōhanga reo. They enjoy the freedom and confidence they get when they explore their whare. Children are settled.

Planning and Evaluation

Planning guides children’s learning. Kaimahi plan the learning programme after discussions with whānau. The kaupapa are designed to build children’s knowledge of their relationships to others. This includes ngā atua Māori, ngā iwi o Ngāti Porou, ngā pakitara, and iwi whakapapa links within Ngāti Porou. Children’s needs are addressed.

Assessment methods are consistent. Children’s progress is captured well. Kaimahi use matai i te tamaiti to record children’s learning over time. The focus is on what the child can do and acknowledges any next steps to support their learning. Profile books contain children’s assessment information. They are well presented and maintained. Children’s learning is monitored.

Whānau are involved in decision making. They are well informed about what their children are learning and how they are progressing. Monthly reports such as kaiako, financial, correspondence and purapura reports are presented at whānau hui. Health and safety registers are in place. Kaimahi police vetting is up to date. Appraisal priorities and possible learning goals for kaimahi have been identified. Children’s learning is a priority.

Key Next Steps

Internal evaluation is an area of development. This includes the monitoring of all aspects of kōhanga reo operations. Particular attention is needed for strategic reporting, policy review and programme evaluation. There is a lot of evidence to show that whānau discuss improvements and make changes. However, there is little evidence to track the recording of these changes. It is timely for whānau to strengthen how they record evaluative discussions.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure heavy furniture, fixtures and equipment that could fall and cause serious injury or damage are securely fastened

  • develop, implement and maintain an ongoing process of self-review to help the kōhanga reo maintain and improve the quality of its education and care.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Iti Noa will be in three years.
