1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Kaikohe is in the Kaikohe town centre. A small group of whānau support the day-to-day operation of this small kōhanga reo. Whānau and kaimahi aspire to uphold and honour the legacy of an esteemed late kuia and the aspirations for the revitalisation of te reo Māori.

3 Evaluation Focus

How well do whānau promote a learning environment steeped in whanaungatanga for mokopuna?

Whānau are creating a learning environment and programme conducive to mokopuna experiencing whanaungatanga.

4 Mana Whakahaere

Mokopuna experience whanaungatanga though positive interactions and activities. Planning and assessment practices are guided by Te Whāriki a Te Kōhanga Reo and informed by Ngā Taumata Whakahirahira. Planning is aligned to ngā kaupeka o te tau and linked to relevant atua Māori. Mokopuna value daily routines where they come together for shared experiences and activities. Mokopuna engagement and learning is documented through mātai mokopuna and is shared with their whānau. Kaimahi discuss and reflect on aspects of the daily programme as part of the planning process. Kaimahi regularly report to the whānau about the programme, mokopuna learning, and progress towards their goals. Planning promotes interactions and experiences that encourage mokopuna to play and learn happily alongside their peers.

The whānau is working towards consolidating practices that promote mokopuna wellbeing and learning. Values of whanaungatanga underpin the collective management of the kōhanga reo. Whānau aspirations are reflected in strategic goals that align to Te Ara Tuapae. There is an emphasis on empowering and strengthening mokopuna and whānau, and to connecting to hapu and iwi. Key health and safety policies and procedures are in early stages of being, updated.

Key Next Steps

Strategic and annual planning require strengthening. Whānau have clear aspirations for the future of the kōhanga reo. However, better planning for, and monitoring of progress toward achieving their strategic goals, is necessary for these to be fully realised. The small whānau group acknowledge more rigorous implementation of an annual plan would assist in managing administrative and operational tasks. Mokopuna benefit when good practices are sustained, and improvement goals are realised.

Self-review of health and safety policies, procedures, and practices need strengthening. Many policies provided to ERO require updating. Recording emergency evacuations for earthquakes is not rigorous, and practices do not always follow expectations. Whānau should develop a schedule for review as an integral part of their annual action plans. Involving all whānau in reviews that promote mokopuna health, safety and wellbeing.

Programme evaluation requires improving. While kaimahi have regular hui, much of their discussion is focused on administrative aspects of the kōhanga reo and the general day-to-day operations. Establishing a more formal approach to evaluating the quality of the planned programme should help kaimahi to know where changes could be made to better respond to mokopuna, interests, strengths and needs.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements, they must:

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on at least a three-monthly basis

  • establish an ongoing process of self-review or internal evaluation to help maintain and improve the quality of its education and care for children.

6 Recommendation

ERO recommends that the kōhanga reo whānau work with the Tari a Rohe to develop an action plan that promptly addresses the matters outlined above and the key next steps in this report.

The older children show care and consideration for the babies when they around them. They are encouraged to manage aspects of self-care themselves. They are becoming increasingly independent and self-reliant as they get older. Children show they are considerate and thoughtful when interacting with their peers.

Children are learning about kaitiakitanga. Kaimahi ensure that the children are introduced to the concepts of kaitiaki through stories, waiata and natural resources that are related to ngā atua Māori. Karakia, himene and waiata are used to enhance children’s understanding of ngā atua Māori. Kaimahi provide learning activities that encourage children to learn about their roles and responsibilities as kaitiaki. Children are developing an awareness of spiritual and cultural connections.

Children are supported to learn te reo Māori. Kaimahi use a range of simple activities to enhance children’s language development. These include karakia, waiata, questions, prompts, instructions and provide kupu Māori to support children’s understanding. The use of sign-language is also used where children can make associations between hand signs and kupu Māori. Some of the older children are more confident to express themselves in short sentences. Children are developing as early speakers of te reo Māori.

Key Next Steps

It is time for kaimahi to think about how children’s learning can be maximised. Currently resources are stored away in cupboards. It is difficult for children to make choices and initiate their own learning when access to resources are restricted. It is important for kaimahi to carry out a review on the programme with an emphasis on the use of learning resources and how these can best benefit children’s learning.

Planning and Evaluation

Whānau manage the kōhanga reo in the best interest of their children. There is good attendance at all whānau hui. Whānau are well informed about kōhanga reo developments through pānui. Whānau members actively participate in the management and administration of kōhanga reo operations. Kaimahi have in place processes for programme planning. This is shared openly with whānau. Kaimahi hui provide good reflections about the learning program for children. Programme evaluation is documented. Children are at the centre of whānau management and operations.

Key Next Steps

Internal evaluation requires attention. It is time for whānau to consider processes to review all policies and procedures. The current policies are adequate but are required to be updated to align with current regulations and legislation. The whānau have not yet established a strategic plan. It is difficult to gauge how the future of the kōhanga reo will be monitored to ensure future priorities by the whānau will be organised and achieved.

Children’s learning and progress is not well monitored. Kaimahi recognise the need to strengthen assessment. Currently photos are collected with limited observations. Whānau are not well informed of their children’s progress.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

ERO and whānau agree that the following area of non-compliance be attended to;

  • establish an ongoing process of internal evaluation to help maintain and improve the quality of practice for children.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • TKRNT will continue to support the kōhanga reo to meeting the following recommendations

  • establish a process of internal evaluation

  • review health and safety policies and procedures

  • establish a strategic plan

  • strengthen assessment practice.

5 When is ERO likely to evaluate the kōhanga reo again?

1 Context

Te Kōhanga Reo o Kaikohe is in the Kaikohe town centre. The premises are spacious both inside and outdoors. Most whānau are new to the kaupapa of kōhanga reo and are well supported. They are keen to learn their roles and responsibilities. Whānau recognise the need to raise the profile of kōhanga reo in the wider community.

The previous ERO report identified a number of positive developments including te reo Māori, the children’s programme. Strategic planning, self review, health and safety and kaimahi leadership were other areas of strength.

2 The Review Findings

How well do children understand and speak te reo Māori?

Most children show that they understand te reo Māori. Older children use and speak te reo Māori well.

Mana Reo

Children are immersed in a rich te reo Māori environment. Kaiako have expert knowledge of the local mita and tikanga. They talk to children and ask questions to encourage responses in te reo Māori. Kaiako provide language activities and resources that capture children’s interests. Children enjoy waiata, waiata-ā- ringa, games and kori tinana which are interesting and meaningful to them. Babies mimic the language they hear. Children are confident in a Māori speaking environment.

Children are developing language through literacy. Kaiako routinely read stories to children each day. Children enjoy being read to and looking through books. They share in storytelling by predicting events, asking questions and reading along with kaiako. Children have opportunities to revisit stories of their ancestors, landmarks and significant events. Children use books and language to create their own stories.

Children learn te reo Māori with their whānau. They participate in well established language routines where sentence structures and new language is practiced. Social language is used naturally throughout the day. Whānau have developed a specific language learning programme. Children and whānau are stimulated to learn te reo Māori.

Planning and Evaluation

Children experience well planned learning programmes that link to Te Whāriki o Te Kōhanga Reo. Kaiako have extensive knowledge about children’s learning. They use information about children’s interests and needs to inform planning and focus on te reo Māori learning.

Whānau manage the kōhanga reo effectively. There are clear processes for managing all areas of the kōhanga reo, including finances, administration, personnel and health and safety. Priorities are identified and plans to achieve these are in place. Self review is used well to inform decision making that is focussed on children.

Key Next Steps

Kaiako acknowledge they need to strengthen assessment and programme evaluation. The kaiako team is new. They have yet to establish their processes for programme evaluation and assessment.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

ERO and the whānau recommend that kaiako and whānau strengthen assessment and programme evaluation.
