1 Context

Te Kōhanga Reo o Kaingaroa Forest is in the township of Kaingaroa Forest near Murupara. The whānau want their children to learn and experience te reo Māori. The kōhanga reo is the only early childhood education provider for whānau in Kaingaroa. Not all whānau access early educational options for their children. The whānau are facing significant challenges to manage the kōhanga reo and ensure positive outcomes for children.

2 The Evaluation Findings

How well do show they are settled in their learning environment?

Children show they are happy, comfortable and confident in their learning environment.

Ngā Taumata Whakahirahira

Children are immersed in te reo Māori and tikanga Māori. Kaimahi provide a nurturing environment that supports children to express themselves. Older children are confident role models for younger children. Kaimahi use a range of effective strategies to support and stimulate language development. Kaimahi extend children’s language through asking questions, solving problems and discovery learning. Children learn te reo Māori in meaningful ways.

Children are developing a strong connectedness to the land and the environment. The whānau encourage children’s developing understanding about atua Māori and Māori knowledge by using te reo Māori in meaningful contexts. The innovative focus of children’s learning on the pine tree has promoted the language of science, exploration and art in te reo Māori. Children are learning language that affirms their sense of place.

Children experience learning that connects them to each other and to Māori concepts and values. The whānau enable children to participate in activities at Te Huinga Waka Marae across the road from the kōhanga reo. The marae visits reinforce children’s daily learning of karakia, waiata, tikanga and pepeha. They plan activities that enhance children’s connections with the environment and with others. Children feel a sense of belonging.

Planning and Evaluation

Children’s wellbeing and safety is important to the whānau. Over the past year, there have been a number of challenges that whānau have encountered and are continuing to work through. Despite these challenges, the whānau and kaimahi have upheld most health and safety practice standards for the care of the children.

Strengthening kōhanga reo operations is a priority for the whānau and kaimahi. New kaimahi were appointed towards the end of 2018. They are learning about their roles and responsibilities and have attended planning hui facilitated by kaimahi from Te Kōhanga Reo National Trust. Kaimahi returned to the kōhanga reo with new ideas and an excitement for working with children. Assessment is the strength of the kuia. She provides invaluable experience and support, however the time she has available to build kaimahi knowledge is limited.

Key Next Steps

The whānau do not have a robust process of self review in place to ensure that key aspects of operations are monitored regularly. Efforts by the whānau to build a solid foundation for the future of the kōhanga reo have been difficult to sustain. The likely resignation this year of two kuia, who are stalwarts of the kaupapa of the kōhanga reo, will be a significant loss to the whānau and kōhanga reo.

External support is urgently required to support the whānau to maintain appropriate care and positive outcomes for children. The key next steps include strengthening administration processes, building whānau capability to manage the daily operations, and supporting kaimahi to plan, assess and evaluate the learning programme.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • establish an ongoing process of self review to help maintain and improve the quality of practice for children

  • review and update policies and procedures to ensure that appropriate child protection processes and procedures are implemented and followed when required

  • review and update policies and procedures to ensure children are developing social competence and understanding of appropriate behaviour

  • ensure adults are familiar with relevant emergency drills and carry these out regularly with children

4 Recommendation

ERO recommends:

  • the whānau work closely with kaimahi from Te Kōhanga Reo National Trust to strengthen the areas for development and key next steps identified in this report.

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • ngā taumata whakahirahira - includes strengthening te reo Māori; resourcing; programme for babies
  • planning and evaluation - includes assessment, programme evaluation; strategic planning and shared leadership
  • areas of non compliance - carry out and record regular fire and earthquake drills, and maintain and provide regular kaimahi appraisal and planned professional support
  • any other issues identified during the course of the review.

2 Context

Te Kōhanga Reo o Kaingaroa Forest is in Kaingaroa Village, near Murupara. The kōhanga reo whānau are committed to promoting te reo Māori and tīkanga to children, that reinforces their ancestral heritage and identity:

This ERO supplementary review reports on the progress whānau have made with the areas for development identified in the 2014 report. The previous review outlined a number of areas of concerns. These included implementing strategies to maintain the use of te reo Māori in kōhanga reo throughout the day by both kaimahi and whānau. It was identified that babies required a learning programme that was appropriate for their learning needs. Whānau were experiencing difficulty managing some aspects of kōhanga reo operations, including personnel and strategic management, and establishing shared whānau leadership for effective management. Planning required attention to detail and did not clearly link to the learning programme. Documentation of children’s learning was difficult to understand and programme evaluation was very weak.

3 Findings

Areas of progress

The previous review identified that the use of te reo Māori required strengthening. Since then the whānau have ensured that te reo Māori only is used throughout the kōhanga reo by both children and adults. Some whānau improved their understanding and use of te reo Māori. This has had a positive impact on the kōhanga reo and children’s use of te reo Māori. Children are more certain and comfortable with using te reo Māori when prompted.

The learning programme is well resourced, organised and managed by kaimahi. The programme provides children with opportunities to participate in formal learning as well as times for them to initiate their own work. Children clearly enjoy an environment where learning is varied and responds to their interests and needs.

Kaimahi now have in place a programme plan that is detailed and appropriate for the older children. Planning identifies programme content, strategies for implementing content and required resources. The plan is developed to cater for the older children. Programme plans guide the learning programme. Children experience a programme that is consistent and familiar.

The whānau now have in place a clear strategic pathway with shared goals that reflect their aspirations and vision for the kōhanga reo. The focus of all goals is about providing the best possible environment and outcomes for the children.

Whānau management of the kōhanga reo for children has strengthened. Members have worked hard to establish stronger shared management of the kōhanga reo. The kōhanga reo is moving forward in positive ways. Children are at the centre of all management decisions.

Key Next Steps

The learning programme for babies remains an area of concern. Although the whānau have organised a place and resources specifically for babies, this is not used appropriately. Babies are put in this area without proper adult supervision. When conflict occurs the babies are removed and put with the older children. They then wander aimlessly. The babies need a planned programme with designated kaimahi to work with them. This will enable babies to receive learning that responds to their needs.

Kaimahi still do not clearly understand the purpose of assessment and programme evaluation. Children’s profiles do not focus on what they are learning but more on what they doing. Report templates have not been completed. Whānau do not have a clear indication of their children’s progress and learning.

There is no process in place to monitor the effectiveness of the learning programme. Kaimahi are clearly confused about the difference between assessment and evaluation. It is time for whānau and kaimahi to establish processes to evaluate the learning programme. This will ensure that the learning programme will contribute to the holistic learning of all children.

Areas of Non Compliance

The whānau have addressed personnel management matters, and required fire and earthquake evacuation practices for children.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendations:

  • whānau establish a learning programme that responds to babies learning and physical needs
  • kaimahi seek support to establish processes for assessing children’s learning and progress
  • kaimahi implement a process of programme evaluation to ensure the best possible learning opportunities are available for all children.

Conclusion

Te Kōhanga Reo o Kaingaroa Forest is located in Kaingaroa Village near Murupara. The kōhanga reo whānau are making progress towards improving the overall management and practice of the kohanga reo for their children. Children are more certain and comfortable with using te reo Māori. Children clearly enjoy an environment where learning is varied and responds to their interests and needs.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Kaingaroa Forest will be in three years.
