Our purpose

The Education Review Office (ERO) and Ngā Kura ā-Iwi are working together to capture the journey of learners beginning with kōhanga reo, who have experienced Ngā Kura ā-Iwi education, Whaia ngā ara painga kia angitu ai.

Background

Te Kōhanga Reo o Kaitumutumu is based on Kaitumutumu Marae, Huntly. Kaitimutanga is inclusive of Kīngitanga, Waikato dialect, tikanga and kawa of the marae. An executive committee (Takitini) has been established to oversee the Purapura that consists of Te Kōhanga Reo within the area. Many of the children are descendants of the Kīngitanga. The kōhanga participates in events related to poukai, koroneihana, regatta and other significant events.

Manu Pīrere Kōrero

I think I am fortunate to have grown up here. If I went to another kura, I would have strayed from the correct path. There are about seven of us ex-students who are now pouako. We went to kura together, then university then came back as teachers.

This is a place that they know will look after and nurture them – pouako, kaiāwhina and more who will care for them while they are here. The biggest benefit and attribute of this kura was the whānau. We grew up as a whānau.

I wasn’t scared because I grew up in te ao Māori, in a whānau environment. We felt aroha. We felt, heard and saw manaaki. We saw, felt and heard whanaungatanga. We could touch it. Those are valuable treasures as you make your way in the world.

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

Te Kōhanga Reo o Kaitimutimu is in Huntly. The priority for the whānau is for their children to learn about their Kaitimutanga. They are clear that it is linked to Kingitanga, te reo o Waikato, Waahi pā and Turangawaewae marae. ERO confirm that through their learning children demonstrate a clear understanding of their Kaitimutanga.

The next ERO review of Te Kōhanga Reo o Kaitimutimu will be in three years.

1 Context

Te Kōhanga Reo o Kaitimutimu is based on Kaitimutimu Marae, Huntly. Kaitimutanga is inclusive of Kingitanga Waikato dialect, tikanga and kawa of the marae and central to children’s learning. Takitini is the executive committee consisting of whānau from Rāhui Pokeka and Kaitimutimu kōhanga reo. The committee was established to oversee the amalgamation and support governance for both kōhanga reo.

2 The Review Findings

How well do children demonstrate their Kaitimutanga?

Children demonstrate Kaitimutanga by engaging with stories and celebrations of Waikato, activities on the marae and te reo o Waikato.

Ngā Taumata Whakahirahira

Children are learning who they are as descendants of Ngāti Whāwhākia and Kaitimutimu marae. Kaimahi provide children with opportunities to learn about the tikanga and kawa of these marae. Children are encouraged to participate in a range of activities on the marae. Kaimahi support children to learn and develop their understanding about roles and responsibilities as tangata whenua. Children are secure in their identity.

Children are immersed in a te reo Māori learning environment. They are exposed to language specific to their hapū and iwi. Reciting ngā tongi o Tawhiao is an integral part of the daily programme. Stories about Waikato history and Kingitanga help to develop children’s learning about their identity. Listening is a feature of the learning programme. Kaimahi use strategies to gain children’s attention and listen carefully to messages and direction in te reo Māori. Older children are able to respond to questions and converse in te reo Māori with others. Children enjoy exploring te reo Māori in the kōhanga reo environment.

Children learn about the values of aroha, manaaki and awhi. Kaimahi model positive behaviours and expectations for children. They are consistent, firm and fair about children’s behaviour with others. Interactions are respectful of others and adults. Kaimahi provide opportunities for children work co-operatively and with patience as tuakana, teina. There is regular attention given for children’s efforts and success in learning. Children are embraced by whanaungatanga.

Children are developing as confident learners. Kaimahi ensure there is a balance of formal and informal learning experiences. During these times children are engaged for sustained periods. Local knowledge with a specific focus on the Kingitanga takes precedence. Children attend Koroneihana, poukai, regatta and all activities of the marae to consolidate their learning. Kaimahi ensure children have opportunities to follow their own interests where they are able to explore, problem solve and be creative. Children are capable learners.

Planning and Evaluation

Children’s learning programmes are well documented. Kaimahi provide a programme focussed on strategies to facilitate learning. Resources are identified and appropriate for children. There are clear links between planning and delivery. Kaimahi are organised and consider experiences to challenge and extend children learning. Children enjoy the range of activities in the daily programme.

Takitini assumes governance responsibilities for kōhanga reo in the Huntly area. The kōhanga reo currently operate within the visions and guidelines of the National Te Kōhanga Reo Charter. The emphasis on maintaining te reo Māori and whānau management are observed by the whānau. Whānau representatives on Takitini are active in all decision making. Health and safety policies and procedures are in place. Kaimahi are responsible for maintaining registers. Children benefit from management systems that nurture their wellbeing and learning.

Whānau discuss and report on a number of aspects related to key areas of kōhanga reo operations. Hui are well attended and discussions are robust. Financial reporting, personnel matters, health and safety issues and building maintenance are regularly reported. Internal review is focused on improvements. Children gain immensely as whānau continue to review their practices to raise the quality of education.

Key Next Steps

The whānau have yet to implement Te Paki o Matariki, the vision and philosophy developed for the amalgamation of Rāhui Pokeka and Kaitimutimu kōhanga reo. This will have a direct impact on strategic planning and the future direction of the kōhanga reo. Strategic goals and aspirations can only be developed when the kōhanga reo has a clear guiding philosophy.

Kaimahi appraisals have not been completed. It is important for whānau to implement processes and timelines for kaimahi appraisal. The process will allow kaimahi to identify professional development relevant to their work with children. Children will benefit from increasing kaimahi knowledge and skills to raise the quality learning.

Kaimahi hold regular hui to discuss the learning programme. The next steps is to reflect on what the successes were, what didn’t work and what needs to happen to improve the quality of the programme. This will strengthen evaluation and ensure that children receive learning that responds to their needs.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Implement the new philosophical direction for the kōhanga reo

  • Develop a strategic plan

  • Strengthen programme evaluation

  • Complete kaimahi appraisal.
