1 Introduction

2 Context

Te Kōhanga Reo o Keita Ahenata Pūriri is in Napier. The late Hana Cotter who established the kōhanga reo dedicated her life to the care and education of the mokopuna. She named the kōhanga reo in honour of her mother. The whānau have recently agreed to a change in the name. The kōhanga reo is now known as Te Kōhanga Reo o Keita Pūriri rāua ko Hana Cotter.

3 Evaluation Focus

How well are mokopuna developing as te reo Māori speakers?

 Mokopuna are developing the skills to communicate with others in te reo Māori.

4 Findings

Mokopuna learn in a rich te reo Māori environment. Te reo Māori is consistently modelled and used by kaimahi. They use a range of strategies to develop mokopuna language development such as modelling, questioning, and repetition. Mokopuna reo is further strengthened through sign language, waiata and movement. Sign language supports learning for tama ariki, those mokopuna with specific learning needs. The presence of kaumatua in the kōhanga reo enables mokopuna to hear te reo Māori that is used on formal occasions. Mokopuna are developing as speakers of te reo Māori. 

Mokopuna engage in learning where te reo Māori is promoted. They are given opportunities to take leadership roles and some tuākana can independently recite karakia, hīmene and waiata. Kaimahi use te reo Māori to focus mokopuna listening through instructions and providing appropriate kupu during learning activities. They are attentive to the needs of all mokopuna and take care to understand and respond appropriately to Tama Ariki. These mokopuna are well supported to fully participate in the learning programme. Mokopuna explore language in a supportive environment.

Whanaungatanga underpins planning, assessment, and programme evaluation practices. Kaimahi and whānau work together to plan mokopuna learning. All kaimahi contribute to programme evaluation, they discuss what went well, what didn’t and implement changes when needed. The learning programme aligns to kaupapa whānui, whāiti and identifies desired learning outcomes. The learning programme is adapted to meet the individual needs and of mokopuna.  Daily observations of mokopuna for the purpose of recording their personal goals. Evidence of mokopuna learning and progress are collated in their kōnae where te reo Māori is assessed and progress is recorded which whānau can give feedback and make written comments. Mokopuna are engaged learners and they are supported to speak te reo Māori.                  

Whānau manage the kōhanga reo well. They meet regularly to discuss operational matters and make decisions to benefit the mokopuna. New whānau are learning about their roles and responsibilities. Kuia take time at whānau hui to share important history of the kōhanga reo and explain the purpose of key operational documentation.  The future success of the kōhanga is planned for. The strategic plan reflects whānau aspirations. An action plan details the steps whānau will take to achieve their goals. Self-review is evident. Policies and procedures align with current legislation and are reviewed regularly as part of the district office initiative, Te Taumata o te Kounga. Kaimahi are well supported to carry out their roles. Appraisals are formative and lead to professional learning opportunities. Health and safety requirements are well attended to. Mokopuna wellbeing and learning is promoted in a safe emotional and physical environment.                                                                

Key Next Steps

Whānau aspire to be competent speakers of te reo Māori. While the kōhanga reo has some competent speakers, some younger members are beginning their te reo Māori journey. Kaumatua support the continued development of te reo Māori for all whānau. Mokopuna benefit when te reo Māori is a priority.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • that the whānau and kaimahi work together to become confident speakers of te reo Māori with the assistance of the te kōhanga reo district office.

1 Context

Te Kōhanga Reo o Keita Ahenata Pūriri is located in Napier. Five generations of whānau have and continue to attend the kōhanga reo. Since the previous ERO review, the kōhanga reo facilities have been renovated. During that time, the kōhanga reo has been relocated twice and in early 2018 the whānau moved into their new building.

2 The Evaluation Findings

How well do children demonstrate confidence in their kōhanga reo?

Children show they are confident in all areas of their kōhanga reo.

Children learn and play in a secure, whānau environment. Whānau provide a quality learning environment which enables children to be confident in the things they do. Relationships and interactions are based on respect, care and love. The routines for babies respond to their needs. They express their enjoyment of activities through laughter, clapping their hands and dancing to waiata. Older children are familiar with how the day is organised. They transition smoothly from the learning programme to routines. Children show that they are confident and willing participants in their learning.

Children are learning about their responsibility as leaders in their kōhanga reo. Kaimahi know the children well. They encourage the older children to lead karakia, hīmene, waiata and other aspects of the learning programme. The other children are content to follow the lead of their tuākana. Kaimahi praise children for the important roles they play. The older children are also encouraged to support their tēina when they have contact with them. Babies show delight as they interact with their tuākana. Children show they are developing as responsible leaders.

Children move around their kōhanga reo with confidence and familiarity. Whānau provide a range of opportunities and experiences for children to explore and develop in their learning. The indoor environment is colourful and vibrant with meaningful displays that cover the walls. A range of resources are accessible and inviting. This is important for children as they initiate their own learning. Children move from inside to outdoors with ease. Babies can select from a range of resources when and if they choose. Children are settled in their learning.

Children explore language in a supportive environment. Kaimahi support children’s language development using a range of strategies. These include prompts, questions, instructions and conversations. The older children respond using single words and simple sentences. Babies react to simple instructions and commands. They enjoy waiata and being read to. Kaimahi use te reo Māori to focus children’s listening. Whānau have aspirations for their children to be speakers of te reo Māori. Children are developing confidence to communicate in te reo Māori.

Planning and Evaluation

Kaimahi plan the learning programme together. All kaimahi have either completed or are enrolled in training courses provided by Te Kōhanga Reo National Trust. They align planning to meet the requirements for their course work. This clearly guides the learning programme. Assessment practices are based on kaimahi use of kōnae which are attractive and well presented. Whānau are able to gauge what their children are learning and their progress over time.

Whānau manage the kōhanga reo in the interests of the children. The charter and policies are in place. Policies and procedures guide the appropriate use of health and safety registers. The performance management documents are in place and these documents are current. The whānau strategic direction aligns with Te Ara Tūāpae. Children are the priority in decisions made by the whānau.

Key Next Steps

It is important for whānau to strengthen self review. This will provide opportunities for whānau to reflect on all aspects of governance and management to improve outcomes for children. The whānau recognise the importance of effective self review.

There is currently no action plan in place to support the strategic plan. It is important that timelines and actions be implemented. This will support whānau to realise their priorities. Whānau acknowledge the need to review and refine the appraisal process to better support their kaimahi. Programme evaluation requires strengthening. It is difficult to monitor when and why any improvements have been made to the learning programme.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • strengthen self-review practices including an action plan to assist the implementation of the strategic plan, refining the appraisal process for kaimahi and improving programme evaluation.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Keita Ahenata Puriri will be in three years.
