1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Kemureti is situated next to Te Marae o Ngaa Hau E Whaa in Cambridge, in the Waikato region. Many generations of the same whānau have attended the kōhanga reo. Local kuia and koroua continue to support the kōhanga reo on a daily basis. 

3 Evaluation Focus

How well do mokopuna express an understanding of who they are and where they come from?

Mokopuna demonstrate a strong sense of identity and belonging.

4 Findings

Mokopuna experience learning where relationships are meaningful and purposeful. Manaakitanga and aroha are evident in all interactions. Tuākana, teina relations are encouraged to nurture mokopuna confidence to contribute to the programme. The presence of kuia and koroua is a distinctive feature of the kōhanga reo. They model meaningful interactions that reflect values of tautoko and awhina. Mokopuna show as great deal of love and respect for their old people. Kaimahi use a range of language strategies to support mokopuna to strengthen their understanding and use of te reo Māori. These include prompts, repetition, questions, instructions, karakia, mihimihi and waiata. Older mokopuna stand with growing confidence to recite their pepehā and where they learn about their connections to their tūrangawaewae. Pēpi smile and laugh as an expression their understanding. Mokopuna are consistently praised and acknowledged for their achievements. Kaimahi ensure mokopuna have access to all spaces and the outside area. These learning areas promote play, creativity, and exploration. Mokopuna are developing their understanding of who they are and how they belong. 

Planning and assessment is purposeful and organised. Kaimahi plan collaboratively. The year, term and weekly plans are displayed. These provide information about kaupapa ako, resourcing and identifying learning outcomes for mokopuna. Mokopuna profiles capture individual journeys and reflects what mokopuna are learning. Matai i te tamaiti features mokopuna learning and progress over time. Whānau are regularly informed of mokopuna progress and have opportunities to comment. Mokopuna are well supported in their learning.

Whanau manage the kōhanga reo business adequately. The Tūtohinga includes the history of the kōhanga reo, the principles of Te Korowai and provides clear guidance and direction for whānau to manage the kōhanga reo. Whānau utilise a range of processes for monitoring and reporting on operations. Hui minutes are informative and detailed. Policies and procedures are current to ensure mokopuna health, safety and wellbeing is prioritised. Fire and earthquake emergency evacuation practices are regularly conducted. An annual plan sets out overall operational tasks and when these are to be completed. The whānau strategic plan reflects sustainability and future direction for the kōhanga reo. The long and short-term priorities support the vision and aspirations whānau hold for mokopuna. Personnel management systems clearly outline kaimahi roles, responsibilities and entitlements. There are processes in place to support kaimahi growth and development. Performance appraisals focus on enhancing knowledge and building kaimahi practice. Employment contracts and job descriptions provide clarity of expected responsibilities. Whānau manage the kōhanga reo in the best interest of the mokopuna

Key Next Steps

It is time for kaimahi to review programme evaluation. Kaimahi hold regular hui however these discussions are not documented. It is essential for kaimahi to document what was successful in the planned programme, what did not work and what needs to be improved. This will support kaimahi to enhance the quality of the learning programme.  Mokopuna benefit with learning that is responsive to their needs. 

Whilst financial reporting is shared regularly during monthly hui, the financial audit report year ending 2022 remains incomplete. ERO recommends that whānau seek support and guidance to ensure their finances are monitored and records prepared appropriately for auditing purposes. Mokopuna benefit when their future needs are considered.    

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements they must: 

  • ensure there is an annual budget to guide financial expenditure.

Recommendation

ERO and the kōhanga reo whānau developed the following recommendation that whānau continue to work alongside the district tari for support with developing an annual budget.

1 Context

Te Kōhanga Reo o Kemureti is in Cambridge. Several generations of the same whānau have attended the kōhanga reo. The kaiako is a founding member. Whānau share aspirations for their children to be successful. Although the roll is low, the whānau have maintained enrolments.

2 The Evaluation Findings

How well do children show whanaungatanga?

Children show whanaungatanga through their interactions with others.

Ngā Taumata Whakahirahira

Children learn in an environment that is respectful and caring. Kaimahi have a positive approach to when working with children. They praise children’s efforts and are responsive to babies’ needs. This supports children to show consideration towards their peers and adults. Relationships are attentive. Children know they can go to kaimahi for help. Children are happy.

Children are learning about their connections to each other and to their area. Kaimahi provide opportunities for children to attend pōwhiri, poukai and tangihanga. They model appropriate tikanga and kawa on the marae and in the kōhanga reo. Children learn to recite their maunga, awa, hapū iwi, names and ages. They enjoy sharing their pepeha with their friends and whānau. Children show an understanding of their connections to others.

Children are given opportunities to explore their kōhanga reo. Whānau have provided an environment that fosters exploration. There are a range of resources to stimulate children’s interests. Children move around the playground with ease. They can choose their own resources. These include climbing structures including a range of miniature mobile vehicles. Children engage in imaginative and creative play. They have opportunities to play together or be by themselves. Children are explorers.

Key Next Steps

Te reo Māori is developing. Although kaimahi speak Māori most of the time, children prefer to speak English. It is important that whānau seek strategies to maintain an immersion speaking environment. Children need support to become speakers of te reo Māori.

Planning and Evaluation

Whānau attend hui where they can participate in decision making. They receive reports from key positions in the kōhanga reo. This includes monthly reports for finances, the learning programme and kaimahi training. Whānau understand that there are a number of areas they need to work on to strengthen the management and operations of their kōhanga reo.

Key Next Steps

Whānau management of operations requires attention. Whānau need to establish a process of self-review to ensure key aspects of operations are monitored regularly. The following areas require attention.

The charter, policies and procedures have not been reviewed. Several key health and safety policies and procedures do not align with current legislation, including Children’s Act 2014. There are no records of nappy changing or monitoring of children’s sleep patterns. Children’s health and safety may be compromised.

There is no annual plan in place. Therefore, key areas of operations are not monitored. Whānau are not clear about the purpose of an annual plan. It is timely that whānau put in place an annual plan with clear goals and outcomes. Positive outcomes to support children’s learning cannot be guaranteed.

The whānau have not yet established a strategic and action plan. It is difficult to identify whānau priorities that focuses on any future developments for the kōhanga reo. The sustainability of the kōhanga reo is at risk. Children’s future development of te reo Māori cannot be assured.

Kaimahi appraisals require strengthening. Currently the appraisals process does not align to the tasks and responsibilities of each kaimahi. As a result, it is difficult to identify appropriate professional development to lift the quality of kaimahi practice. The quality of children’s learning is compromised.

Assessment and evaluation practices need strengthening. There is the need for whānau to support kaimahi through appropriate professional development to increase their understanding of assessment and evaluation. The quality of children’s learning is compromised.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. For the kōhanga reo whānau to meet compliance requirements they need to:

  • establish an ongoing process of self- review or internal evaluation to help maintain and improve the quality of practice for children

  • review and update policies and procedures to ensure that all reasonable steps to promote the health and safety of children are met and maintained for the emotional and physical wellbeing of all children

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • seek support from Te Kohanga Reo National Trust to address the areas identified in this report.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Kemureti will be within two years.

Children are supported and respond positively to te reo Māori. Kaimahi speak te reo Māori throughout the day. Children understand and use basic te reo Māori during formal situations. Kaimahi use waiata, shared reading and other strategies to make language learning fun. They ensure children are exposed to the specific language of their kōhanga reo and marae. Children are comfortable in a Māori speaking environment.

Children know about their roles and responsibilities as tangata whenua. They observe whānau as they practice manaakitanga, whanaungatanga and kotahitanga. Children participate in marae-based activities and community events alongside their kaumātua and kuia. Children know who they are and where they come from.

Children experience a learning environment that is peaceful and calm. Kaimahi have established a calm environment for children. They have a range of positive strategies to settle children. Children pay attention and listen attentively during formal learning times. They follow routines and keep their play areas tidy. Children experience uninterrupted learning where they can focus and concentrate on their work. Children are happy and interact freely with each other and adults.

Planning and Evaluation

Kaimahi have clear processes for planning and assessment that focus on children’s learning. Planning outlines the content, resources and teaching strategies. Planning is flexible enough to adapt to children’s interests and needs. The programme is well organised and managed. Children are engaged in meaningful learning.

The whānau have a clear vision for their kōhanga reo. They have identified their goals and priorities. These include increasing roll numbers, whānau learning and developing their playground. The future direction of the kōhanga reo is centred on the needs of children.

Internal evaluation is well established. The charter has been reviewed and provides clear guidelines for the day to day operation of the kōhanga reo. Whānau receive a number of reports to inform decision making. There is a plan in place for the ongoing maintenance of their building. Health and safety practices are monitored. Whānau are well informed of what is happening at kōhanga reo.

Key Next Steps

Programme evaluation is developing. Kaimahi do not keep clear records of their meetings. They do not monitor the effectiveness of the programme for children.
