1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Kiwitoa is located next to Kelvin Road Primary School in Papakura. The name was originally from whānau and kuia in Tokoroa who established the kōhanga reo in 1986. Most graduates enrol in the bilingual unit at the local primary school. Whānau have established relationships with other kōhanga reo and schools in Papakura area.

3 Evaluation Focus

How well do mokopuna show they are happy learners?

Mokopuna show they are happy learners through their experiences and interactions with others.

4 Findings

Mokopuna experience interactions that foster whanaungatanga. They are happy in an environment that is welcoming, fun and whānau centred. Mokopuna enjoy fun activities where they laugh, dance and play together. They happily share their pepeha, make connections to whānau and places as well as sing waiata that show care for others. Kaimahi affirm mokopuna efforts with praise and positive feedback. Kaimahi model values of aroha, manaaki and tiaki. The learning programme and daily routines are familiar and consistent. Kaimahi know the mokopuna well and respond accordingly to individual’s needs. Mokopuna appear happy learners.

Whānau review aspects of the kōhanga reo operations. They are determined to uphold the learning from their kuia as they strengthen their understanding of their roles and responsibilities. The annual plan identifies key operational matters and reporting to hui whānau. Most personnel management processes are in place. Mokopuna are the focus of whānau management.   

Programme planning supports mokopuna learning. Planning includes daily, weekly, term and annual plans to guide kaimahi and ensure the programme is responsive to the strengths and interests of mokopuna. The learning programme is guided by planning that identifies content, strategies and resources. Mokopuna learning is purposefully planned and managed. 

Key Next Steps

While health and safety policies and procedures are in place, whānau have acknowledged that these have not been reviewed for some time. Whānau must ensure they establish sound health and safety policies and procedures and that these align to current legislation. Mokopuna health and safety is compromised in the absence of up-to-date policies to guide practice.

Assessment practices are in the early stages of development. Kaimahi are yet to fully understand and implement an electronic assessment platform and there is limited kaimahi knowledge of mokopuna learning and progress. Programme evaluation requires strengthening. Kaimahi meet to discuss the learning programme but do not record these conversations. It is important that discussions are recorded in order to monitor the quality of the learning programme. It is time for whānau to seek support for kaimahi to build their capability and capacity to deliver an effective programme for the mokopuna.

Kaimahi appraisals have not been completed for a number of years. In order to meet the Employment Relations Act 2000, whānau must develop and manage personnel matters in accordance with the legislation. Kaimahi professional practice would be enhanced and supported through a robust and purposeful appraisal process.

The strategic plan is informed by Te Ara Tuapae. However, whānau articulate they have a limited understanding of its intent. It is time for whānau to develop a shared understanding of the purpose of the plan and to review its goals and priorities to ensure they are relevant and continue to support the sustainability of the kōhanga reo. Whanau should also develop an action plan in order to help monitor progress in relation to the goals and priorities so that these are achieved.

5 Kōhanga Whānau Assurance on Legal Requirements

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements they must: 

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

  • implement a process of assessment to monitor and record children’s learning and establish a process to evaluate the effectiveness of the learning programme

  • ensure suitable human resource management practices, including appraisal for staff and the provision of professional development

1 Context

Te Kōhanga Reo o Kiwitoa is located in Papakura, South Auckland. The recent passing of the kuia of the kōhanga reo impacted significantly on children and the whānau who are now focussed on maintaining the legacy she left behind. Children continue to be the heart of the kōhanga reo.

2 The Evaluation Findings

How well do children demonstrate that they are settled?

Children are settled and confident as they participate in the learning programme alongside kaimahi and their peers.

Ngā Taumata Whakahirahira

Children learn in an environment that develops their awareness of tikanga and kawa. Whānau provide children with opportunities to lead karakia and choose appropriate hīmene and waiata. They are positive role models for children in formal situations. Children learn to follow kawa as they welcome manuhiri on the marae or into their kōhanga reo. Children are aware of and understand the appropriate behaviour expected in a range of settings. Children appear happy and settled.

Children experience nurturing and caring relationships. Kaimahi support children to develop meaningful relationships. They model and encourage positive interactions. Kaimahi have well-established routines in place and set expectations for children. Children naturally take on leadership roles in the kōhanga reo. Whānau say that their children transfer the practice of karakia into their home. Tuākana support and care for their tēina. The babies are well loved by all. Children are confident in their interactions with a range of people.

Children are becoming more familiar with the natural environment around them. Kaimahi plan learning programmes that include stories from their tūpuna about how to care for the natural environment. They share with children the daring feats of Māui and his influence on the natural and physical worlds. Children are beginning to understand the importance of the stars for navigation and for planting and harvesting kai. Kaimahi support children to understand how they are linked to nature through their whakapapa. Children are learning about their place in the world.

Children learn te reo Māori in positive ways. Whānau are clear that te reo Māori is a priority within the kōhanga reo. Whānau members are encouraged to use te reo Māori as much as possible in their homes to support children’s language development. Kaimahi use role modelling and repetition consistently to embed new learning. Children are gently and positively encouraged to use te reo Māori in their conversations and interactions with each other and with adults. Children are developing speakers of te reo Māori.

Key Next Steps

Kaimahi should consider ways to enable children to have more choice and opportunities to follow their interests in the learning programme. Currently, the learning programme is mostly adult directed. Improvements to the learning programme should allow children to develop greater independence and take more responsibility for their own learning. Children will also have opportunities to hear te reo Māori being used informally and in different settings.

Planning and Evaluation

The whānau have well-organised and efficient systems in place to manage the kōhanga reo. Participation at whānau hui is growing and whānau are aware of their role to contribute to the operations of the kōhanga reo. The whānau is growing their confidence to make decisions about the management of the kōhanga reo. The wellbeing, safety and welfare of children are a priority for the whānau.

Children’s needs are well considered by kaimahi. Planned learning programmes have strong links to Te Whāriki and are developed in consultation with the whānau. Planning provides clear guidelines for the weekly and daily implementation of the programme. The whānau are well informed of what children are learning.

Key Next Steps

Children’s assessments and programme evaluation are not well established. Children’s learning and development is not well recorded. Kaimahi do not meet regularly to discuss and document improvements to the learning programme. Consequently, there is limited evidence to show what changes have been made to the learning programme and the impact those changes have had on children’s learning. Kaimahi must develop and implement clear expectations and guidelines for recording and reporting to whānau.

Although the whānau has a strategic plan for the kōhanga reo, this plan does not identify specific long-term priorities and actions for the years ahead. A comprehensive strategic plan will support the whānau to monitor their progress and outcomes in relation to those goals and aspirations.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendation:

  • strengthen assessment and programme evaluation

  • review strategic planning.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Kiwitoa will be in three years.
