1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Kōpūāwai is located on the grounds of the Whakatū marae complex in Nelson. The kōhanga reo are preparing for their 40 years celebration in 2023. The ERO Mana Whakahaere review of August 2022 highlighted the values of whanaungatanga were reflected through the management of the kōhanga reo.

3 Evaluation Focus

How well do mokopuna benefit from learning that embraces their identity and belonging?

Mokopuna are supported to know who they are and where they come from.

4 Findings - Mana Mokopuna

Mokopuna enjoy participating in a programme that nurtures their identity. The programme has an emphasis on whakapapa and pēpeha. Kaimahi support mokopuna to learn about their connections to their whānau, hapū and iwi. Mokopuna have opportunities to participate in whakatau, pōwhiri and lead aspects of the learning programme. They are immersed in waiata that reflects significant landmarks of the local area. Kaimahi have established routines that are familiar to mokopuna. Kaimahi use strategies such as modelling, prompting, instructions and repetition to develop mokopuna competency in te reo Māori. There are frequent occasions for mokopuna to make connections to their learning environments though exploration, play and interactions with each other. Mokopuna are regularly praised for their efforts and achievements. Mokopuna are developing confidence in who they are and where they come from.

Key Next Steps

Whānau continue to identify and implement practises that further promote the identity and belonging of mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau continue to enhance positive learning and outcomes for mokopuna.

1 Context

Te Kōhanga Reo o Kōpūāwai is located on the grounds of Whakatū Marae in Nelson. The kōhanga reo whānau aspire for their children to be confident and comfortable on their marae as tangata whenua. The kuia in her role as a kaiako provides guidance and ongoing support to the marae and whānau of the kōhanga reo. A new kaiwhakahaere has recently been appointed.

2 The Evaluation Findings

How well do children show whanaungatanga?

Children show they have well established relationships with other children and whānau in the kōhanga reo.

Ngā Taumata Whakahirahira

Children learn in an environment that values te reo Māori. Kaiako are confident speakers of te reo Māori. Kaimahi make the most of opportunities to support children’s language development through informal conversations at kai time and during reading sessions. Other strategies such as waiata, prompts, rotarota, questions and instructions are also useful. The older children are confident to engage with te reo Māori when prompted. Children are developing as speakers of te reo Māori.

Children confidently participate as tangata whenua. The kaiako ensures children and whānau are present to welcome manuhiri onto their marae. Children see how the marae operates and who is responsible for different aspects of what happens on the marae. They also begin to understand how and where they fit within their community. Children share their pepeha with others. Pepeha are well displayed in the kōhanga reo where both whare are named after important kuia from their community. Children are developing a strong understanding of how they are connected to people and local places.

Children have established meaningful relationships with others. Kaimahi support children to show care for others. They model the values of awhi and aroha to all children. Children and whānau have formed respectful and trusting relationships with their kaiako who is often found sharing quality time with each child. All children are gently supported to learn alongside others at their pace. The babies observe the older children who model appropriate behaviour. Interactions are based on whanaungatanga. Children are caring and respectful in their interactions with others.

Children explore their kōhanga reo with confidence. Kaimahi ensure that the children can actively use the learning spaces that are allocated specifically for tuākana and tēina. These areas are organised to meet the specific needs of the different age groups. Children’s learning is well resourced. At certain times of the day all children are bought together to learn with, and alongside, each other. Kaimahi ensure children are provided opportunities to initiate their own learning. Children are confident learners.

Planning and Evaluation

Kaimahi have processes in place for programme planning, assessment and programme evaluation. Planning is detailed and well considered. Assessments for babies are well developed and presented. These assessments are appropriate to the age and development of the children. Kaiako monitor and evaluate the effectiveness of the learning programme to guide future planning for the children. Kaiako reporting to whānau hui identifies the successes of the learning programme and highlights any changes and improvements needed. The learning programme is well managed.

The whānau manage the operations of the kōhanga reo well. Many whānau members are graduates of kōhanga reo who have returned with their own children. Whānau make informed decisions at hui. The charter guides whānau management. Policies are updated and aligned to current legislation. Registers and drills are completed when required. An annual plan enables the kaiwhakahaere to monitor key tasks and outputs over the year. Appraisals are completed regularly and kaimahi can access support when required. Police vetting is completed. Whānau management practices are well established.

Key Next Steps

The strategic plan for the kōhanga reo needs to be reviewed. Whānau priorities have changed and these are not reflected in the current strategic plan.

Further development of assessment for the older children is required. It is important that whānau seek support for the kaiako and kaimahi to strengthen assessment practices for older children in the kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluate, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO recommends:

  • the whānau update and align the strategic plan for the kōhanga reo

  • the kaiako and kaimahi seek support to strengthen assessment practices.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Kōpūāwai will be in three years.
