A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).
ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.
This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation are to investigate:
Te Kōhanga Reo o Koutu is based at Koutu Marae in Rotorua. The 2018 ERO report identified areas of concern with whānau management. New kaiako have been appointed, and professional learning and development has been provided to address child management practice for learning. The whānau is better placed to improve the quality of learning outcomes for children.
Children are nurtured and well supported in the kōhanga reo. Kaimahi foster positive relationships with children and adults. Tuākana-tēina relationships are strong. Children are happy learners and have fun in their learning. Kaimahi encourage children to reflect on their learning by revisiting past kaupapa ako displayed on the walls. Pēpi appear happy and confident. Children are settled in their learning.
Improvements in kaimahi practice are positive. These improvements are contributing to a nurturing learning environment, and positive interactions for learning. Targeted professional learning and development has been provided and focused on improving child management practices. Children receive affirmation through hugs and praise. Kaimahi maintain a strong focus on children’s learning through Te Whāriki. Individual children appear happy, confident and stimulated in their learning.
Programme planning is responsive and considers the needs of individual children. Kaimahi meet regularly to discuss the progress of children. Programme evaluation practice is well established. Children’s assessment continues to show links to Te Whāriki. The whānau are well informed about children’s progress in a number of effective ways.
Most kōhanga reo management matters raised in the previous ERO report in 2018 are being addressed by the whānau. The whānau have updated and renewed most health and safety policies and procedures to align to the current regulations. Health and safety practice standards have improved, including regular hazard checks and reporting.
Improved reporting and monitoring contributes to better information provided at monthly whānau hui. The whānau have accessed external support and guidance to develop their strategic plan. An annual plan is in place to guide whānau in the implementation of strategic priorities. There has been a sustained focus on improving personnel and financial management. Appraisals of kaimahi are now used to monitor professional practice, performance and growth.
The whānau and kaimahi continue to consolidate aspects of internal evaluation. Whānau management and kaimahi have engaged in external support to consolidate their strategic plan. Their next steps are to undertake internal evaluation against their goals and actions. Children benefit when whānau decision making is well informed.
ERO and the kōhanga reo whānau developed the following recommendation:
The next ERO evaluation of Te Kōhanga Reo o Koutu will be in three years.
