1 Introduction

This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi

2 Context 

Te Kōhanga Reo o Kutia is in the settlement of Waharoa, in the Waikato region. It is situated on the grounds of Te Marae o Raungaiiti. The whānau affiliate to Ngāti Hauā and Ngāti Te Oro whose values, beliefs and practices are based around Te Tūmuaki, or the King Maker. They were prominent in establishing the Kīngitanga. Whānau promote te kaupapa o Te Kōhanga Reo.

The ERO July 2023 evaluation of Mana Whakahaere practices found the values of whanaungatanga supported and reflected how the whānau managed the operations of the kōhanga reo. Sound processes contributed to the overall wellbeing, learning and nurturing a strong sense of belonging for mokopuna.     

3 Evaluation Focus

How well do mokopuna show their understanding of te ahurea Māori?

Mokopuna demonstrate their understanding through learning that reinforces their culturally identity. 

4 Mana Mokopuna

Mokopuna are immersed in a rich te ao Māori environment that extends beyond their kōhanga reo. Kaimahi ensure mokopuna are included in pōwhiri where they learn about their role as tangata whenua through karanga and whaikōrero. Kuia and kaumatua provide expert guidance and leadership when they model language, tikanga and kawa specific to Waikato. Mokopuna are supported to learn about their connections to Te Tūmuaki and the Kīngitanga movement through traditional karakia, mōteatea and iwi history. Kaimahi are deliberate in their use of te reo ōkawa, te reo tūpuna, whakatauākī, pao and kīpeha to increase language awareness and understanding for mokopuna. The daily routine offers regular opportunities for mokopuna to lead and participate in karakia, mihimihi and kapa haka. Mokopuna whakapapa connections to Ngāti Haua and Ngāti Te Oro are affirmed. 

Mokopuna make meaningful connections to each other, their marae and te taiao. Kaimahi have created a learning environment that promotes manaakitanga, aroha and tiaki. Tuākana display respect and care as they interact with tēina. Mokopuna enthusiastically participate in fun, creative and enjoyable activities. They are praised frequently and acknowledged for their achievements. Kaimahi ensure learning spaces are vibrant, colourful, resourced and organised. Mokopuna are confident learners in their te ao Māori settings. 

Key Next Steps

Matters identified in ERO’s previous report relating to personnel documentation and annual plan were verified during the onsite visit. Whānau have efficient systems in place to manage operations. Mokopuna benefit from sound whānau whakahaere practices.     

5 Kōhanga Whānau Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that whānau continue to increase internal evaluation practices to maintain quality learning and outcomes for mokopuna

The whānau affiliate to Ngāti Haua and Ngāti Te Oro whose values, beliefs and practices are based around Te Tumuaki or the King Maker who were prominent in establishing the Kingitanga. Whānau are passionate about te kaupapa o Te Kōhanga Reo

3 Evaluation Focus

How well do whānau nurture mokopuna connections of who they are and how they belong?

Te Kōhanga Reo o Kutia provides an environment that nurtures identity and fosters a sense of belonging.   

4 Mana Whakahaere

Whanaungatanga provides a solid foundation for the way in which whānau manage their kōhanga reo.  Appropriate processes and procedures reflect the culture of the kōhanga reo. Whānau hui are well attended. Good financial management practices are in place. The whānau are currently reviewing policies and procedures to ensure mokopuna wellbeing is prioritised. Strategic planning includes the vision and aspirations whānau hold for mokopuna.There is a focus on continual growth and improvement.  Responsibilities are shared amongst whanau to meet operational matters. Mokopuna benefit from collaborative practices underpinned by whanaungatanga.   

Personnel matters are well managed. Kaimahi appraisals are completed and focus on enhancing te reo and tikanga Māori of the hapu and iwi. There is a emphasis on building kaimahi skill and capability to become effective, future leaders. Whānau and kaimahi regularly attend wananga that foster connections with the local community and hapu and iwi events. These include learning whakapapa, waiata, karakia and pūrākau unique to Te Tumuaki, Te Kiingitanga and attending Koroneihana. Mokopuna benefit from informed whānau decisions that reflects sustainability for the future.     

Kaimahi planning, assessment and evaluation are underpinned by values of whanaungatanga. Learning experiences that nurture mokopuna understanding of tikanga and kawa of the hapu and iwi through te reo Māori are clearly identified in the planning. The māhere ako identifies programme content, strategies for implementing, resourcing and different activities for tuākana, teina and pēpi. Mokopuna progress and development are captured in portfolios that contain good information about their individual learning journey. Programme evaluation is well established. Kaimahi meet regularly to discuss, reflect and document the quality of the learning programme. Whānau are well informed of what mokopuna are doing and learning. Mokopuna benefit from a programme that clearly aligns to their whakapapa. 

Key Next Steps

Other matters related to personnel documentation and an annual plan are yet to be sighted. Whānau and ERO have agreed that documentation will be available for the onsite visit.

1 Context

Te Kōhanga reo o Kūtia is based at Raungaīti Marae. The whānau affiliate to Ngāti Haua and Ngāti Te Oro whose values, beliefs and practices are based around Te Tumuaki or the King Maker were prominent in establishing the Kingitanga. Whānau want their children to learn ngā tīkanga, kawa and history of the Tumuaki.

2 The Evaluation Findings

How well do children show whanaungatanga in their relationships with others?

Children are developing an early understanding of whanaungatanga through their relationships with others as they also grow their understanding of whakapapa.

Ngā Taumata Whakahirahira

Children learn about rangimarie, aroha and tiaki of self, whānau, hapū and iwi. Children receive care and learning based on aroha. Their day begins with a dedicated section on karakia and whakatau specific to Tainui tikanga. They recite karakia that have been composed by their whanau, hapū and iwi. These karakia acknowledge their tūpuna, whenua, ngā atua Māori and their faith. Kaimahi incorporate settling strategies for children to connect and settle in to their day. Children show aroha for their peers and others.

Children are immersed in rich language contexts. Kaimahi are competent speakers of te reo Māori. Whānau ensure children participate in all formal occasions on the marae. Children hear language specific to the marae, hapū and iwi. They observe what it means to be tangata whenua. The daily programme reinforces te mita o Tainui. Girls are guided by female kaimahi in their role as kai karanga for kai, a kawa that is specific to Tainui. Children are developing as speakers of Tainui dialect.

Children explore places and attend activities that nurture their identity. Kaimahi use the marae as a place for children to learn their whakapapa and history of Ngāti Haua and Ngāti Te Oro. The traditions of the marae such as the raising of the flag is a normal part of the day. It is a symbol that is significant to who they are and their links to the Tumuaki. Children learn about the specific roles of the Tumuaki and the traditions that sit behind this position. Kaimahi plan for the kōhanga reo to attend poukai, the koroneihana and community activities of cultural relevance. Children are learning about their roles and responsibilities to the Tumuaki and the Kingitanga.

Planning and Evaluation

Whānau manage their kōhanga reo well. Tīkanga specific to the marae are promoted by whānau members through the way they operate and manage the kōhanga reo. Whanau management practices align to the principles and tīkanga of the marae. Regular whānau hui held throughout the year include whānau planning for upcoming hapū and iwi marae events. Kaiako regularly report on planned experiences provided to children, including those that reinforce wider connections. Children’s learning and care is managed and monitored in the wider context of Tumuakitanga.

Planning is based on Te Whare Tupuna o Te Oro. The framework is well used by kaimahi to plan across the year kaupapa that is specific to Tainui. Kaimahi manage plans flexibly for children’s changing interests and needs. Planned learning experiences are focused on children’s development as mokopuna of Te Oro, te Tumuakitanga o te Kingitanga.

Key Next Steps

While samples of assessment are collected and stored in children’s portfolios, there are limited kaimahi annotations and observations recorded alongside these that tell of specific learning that occurred for each child. There is little evidence about children’s progress and development.

Internal evaluation and review of key aspects of operations have weakened in some areas. The tūtohinga with policies and procedures has not been reviewed and updated for some time. Because of this, fire drills and sleeping checks have not been implemented. Whānau agree that stronger and more regular review is necessary so that current regulations for practice are understood and followed.

Succession, sustainability and growth of the kōhanga reo are ongoing priorities for the whānau. However, the whānau have not documented a clear strategic plan that guides growth and improvement. The ongoing development of the kōhanga reo is difficult to monitor. An annual plan to guide the operations of the kōhanga reo over the year has yet to be developed. There are no guidelines in place to ensure that key aspects of operations are achieved in a timely manner.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to ensure that:

  • establish an ongoing process of self- review or internal evaluation to help maintain and improve the quality of practice for children

  • adults providing education and care are familiar with earthquake drills and regularly carry these out with children on an at three-monthly basis, and maintain a record of drills carried out, and evidence of how evaluation of the drills has informed the annual review of the kōhanga reo emergency plan

  • ensure that children sleeping are checked for warmth, breathing, and general well-being at least every 5-10 minutes, or more frequently according to individual needs, and a record is kept of the time sleeping checks are made.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau strengthen practices of self-review including reviews of the Tūtohinga, health and safety policies and procedures, children’s assessment, programme evaluation, strategic planning and the establishment of an annual plan.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Kūtia will be in three years.

1 Context

Te Kōhanga reo o Kutia is based on Raungaiiti Marae in Waharoa. Many of the whānau whakapapa to the marae. Renovations on the marae improves the surrounding areas of the kōhanga reo. Kaimahi have the qualities, skills and temperament to work with the different age groups. Whānau are passionate about their kōhanga and the kaupapa of the kōhanga reo.

2 The Review Findings

How well do children show confidence as learners?

Children are self-motivated and confident learners who show a strong connection to their iwi.

Ngā Taumata Whakahirahira

Children learn in an environment where their belonging and identity are nurtured. Tikanga and kawa pertaining to Ngāti Te Oro is an integral part of children’s learning. They participate in all marae activities and have opportunities to learn alongside adults and kaumātua. Kaumātua model appropriate behaviour for children in formal events. Information about iwi history about the links between Ngāti Haua and Ngāti Te Oro are prominently displayed. Children are secure and know their whakapapa and iwi connections.

Children are immersed in te reo o Waikato. Waiata specific to Ngāti Te Oro are used to promote the language of their hapū. Children recite whakapapa with little support or prompting. Kaimahi use appropriate language strategies to consolidate and extend children’s te reo Māori. Older children spontaneously and confidently speak te reo Māori with their peers and adults.

Children are learning about their responsibilities in the kōhanga reo. Kaimahi encourage children to learn about leadership. Children lead karakia, hīmene and mōteatea. Girls enjoy the responsibility of protocols for calling the whānau to kai and boys enjoy performing haka. Children sing with a lot of heart. The older children are very thoughtful with the babies. They are not shy and respond immediately to tasks they are charged with. Children are developing as positive leaders and role models for others.

Planning and Evaluation

Children’s learning is well planned, monitored and evaluated. Kaimahi have clear processes for planning and monitoring the programme and children’s learning. They regularly meet to evaluate the quality of the programme and outcomes for children. Kaimahi provide whānau with extensive information about children’s learning programmes. Records of children’s learning are documented and show how children are progressing. Children receive quality learning opportunities that are responsive to their needs.

Children’s holistic development guides whānau management. The kaiwhakahaere manages the administrative responsibilities which are critical to kōhanga reo daily operations. Whānau use the charter to guide their practices. They keep themselves informed of legislative requirements and attend to changes that are required particularly for health and safety. Kaiako reports focus on the learning programme to keep whānau informed about children’s needs. Children’s learning opportunities are important to their learning.

Children’s learning informs strategic planning. Whānau have identified building sustainability as a priority. There is regular reporting about the strategic goals, kōhanga reo finances, property developments and safety matters. Personnel documentation are in place. Kaimahi are clear about their rights as employees and their roles and responsibilities. Children are well supported.

Key Next Steps

Assessment for children under two years is still developing. Kaimahi have not developed processes to assess and record information that is relevant for very young children.

Appraisal processes are limited. Professional development is not currently linked to appraisal or focussed on strengthening kaimahi skills and knowledge in their role.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. The following requires attention:

  • Ensure all reasonable steps are taken to provide staff employed professional support, professional development opportunities and resources through an appropriate appraisal system.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations to:

  • establish a process to assess learning and progress that is appropriate for children under two years old

  • review the appraisal system.
