1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • te reo Māori
  • programme planning, assessment and programme evaluation
  • strategic planning and self-review
  • any other issues identified during the on-site review.

2 Context

Te Kōhanga Reo o Maketū Kōkiri is next to Whakaue Marae, Maketū. It is known as the landing place of the Te Arawa Waka. Since the last ERO report 2015 a new kaiako has been appointed with education experience to support children’s learning and a roll increase.

3 Findings

Background

The previous ERO report June 2015 identified concerns related to children’s te reo Māori development, the quality of programme planning, assessment, programme evaluation and strategic planning and self-review. Progress has been made to address these areas.

Areas of progress

Children hear te reo Māori spoken at all times. Kaimahi use a variety of games and activities to develop children’s vocabulary. They model and encourage children to use te reo Māori with each other. Conversations between kaimahi and children help to promote the language in the learning programme. Kaimahi praise children for their efforts to use te reo Māori. Children are developing confidence to speak te reo Māori.

Children’s programme planning is responsive and appropriate to their needs. There are clear links between Te Whāriki, kaupapa ako and excursions to support children’s learning. Learning activities are based on children’s interests. Programme planning is shared with whānau on social media and displayed in the kōhanga reo. Kaimahi use programme evaluation to improve the quality of delivery. They meet regularly to discuss how to improve their practices. Children’s needs are catered for in the learning programme.

Kaimahi use assessment to guide children’s learning. They display an understanding about the purpose of assessment. They have developed an assessment system to capture children’s individual progress in learning. This information is gathered, filed and shared with whānau. Children’s learning is monitored.

Whānau actively participate in kōhanga reo management. Meeting times are adjusted to increase whānau involvement in decision making. Individual whānau contribute and support children’s learning. Whānau share roles and responsibilities in the daily programme. There is a focus on children’s wellbeing and creating a positive learning environment. They work together to support positive outcomes for children. Children’s emotional, physical and social wellbeing is ensured.

Strategic planning and self-review practices are in place. Annual goals have been identified to support the whānau direction. Policies and procedures guide whānau to progress their moving forward objectives. Financial management practices support whānau to work with allocated budgets to achieve whānau objectives. Te reo Māori classes are held regularly at the kōhanga reo to strengthen the language. Self-review is used to support forward planning based on children’s outcomes. Children’s learning is a priority.

Key Next Steps

Whānau develop and implement a process to identify annual priorities and monitor progress towards their strategic goals.

  • Kaimahi need to formalise programme evaluation meetings to improve the quality of programme delivery.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendations:

Use self-review information to monitor and report about progress towards achieving their strategic goals and strengthen whānau practices based on outcomes for children.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Maketū Kōkiri will be in three years.

1 Context

Te Kōhanga Reo o Maketū Kōkiri is based in the coastal township of Maketū. The whānau have a close association to the local marae and hapū of Maketū. These links enhance the sense of belonging whānau have to the area. The whānau has been working hard to develop capability within the kōhanga reo. The whānau and kaimahi work to the best of their ability to provide a stimulating learning programme for their children. Children are happy and comfortable in their kōhanga reo. Aroha and manaaki are evident in the way children interact with others.

Whānau and kaimahi are reasonably new to the kaupapa but continue to seek support wherever they can. Core whānau members help kaimahi in their roles and others from the wider community support in a range of ways. Whanau are growing in their role as kaitiaki of their kaupapa.

2 The Review Findings

How well do children show that they know about the tikanga specific to their area?

Children are developing their knowledge of the tikanga specific to their area.

Children are developing an understanding of tikanga Māori. Children can deliver their pepehā and whakapapa. They often visit the marae and participate in tikanga. They know about the tikanga associated with the moana. Kaimahi and whānau are working hard to learn more about the tikanga of the rohe. Children are growing in awareness about local tikanga.

Children are valued. A core group of whānau are committed to providing a good learning environment for their children. This group of whānau frequently attend hui and are developing strategies to increase whānau participation. The wider whānau community often support the kōhanga reo with resources and donations. Whānau have good systems for the monitoring of finances. Children are at the heart of whānau decisions.

Children are nurtured in their kōhanga reo. Children observe tikanga through the range of interactions that occur between adults and children. Whānau and kaimahi are caring and warm. Children enjoy one to one time with kaimahi and they work well independently. Children who are upset are responded to quickly and appropriately. Children are supervised well in and outside the kōhanga reo. Children are comfortable in their learning environment.

Key Next Steps

Children speak very basic te reo Māori. English is the preferred language for children. They are not comfortable in a te reo Māori environment. Whānau have not considered ways to support and build children’s understanding and use of te reo Māori.

Whānau have a limited understanding of the extent of their responsibility to supporting children’s learning and managing the kōhanga reo. They do not understand the founding purpose of kōhanga reo. The whānau do not have a plan in place for the future direction of the kōhanga reo. It is important that whānau put in place processes to ensure the future development of the kōhanga reo is secure.

The learning programme does not respond to children’s interests. Planning is simple big picture ideas which lack detail about resources, activities and learning outcomes for children. They do not plan specific experiences to teach children about tikanga Māori. Children will benefit from a learning programme that is well managed, organised, resourced and evaluated.

Children’s development is not regularly assessed. The information about children is based mainly on what children are doing. There are very few comments about children’s learning and progress. Whānau are not well informed about how their children are progressing.

Programme evaluation does not occur. Whānau do not monitor the programme to ensure it caters for the learning needs of all children. Children will benefit from a programme that is regularly reviewed for improvements.

Whānau have templates for self-review however, the practice is irregular. Reporting back to the whānau on specific areas of operations need to be increased. It is difficult to monitor what aspects of the kōhanga reo business needs attention.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. The ERO identified the following areas of non-compliance. The whānau must:

Plan, implement and evaluate Te Whariki to meet children’s learning and development, to respond to their interests, their needs, to promote use of te reo Māori and include whānau as decision makers. [R43 Education (Early Childhood Services) Regulations 2008]

4 Recommendation

ERO and the whānau developed the following recommendations:

  • strengthen and extend the use of te reo Māori
  • improve planning and self review to ensure the ongoing development of the learning programme, programme planning, evaluation, assessment, whānau participation and strategic planning
  • increase whānau participation to ensure that decision making about the management and operations of their kōhanga reo works in the interest of their children.

Conclusion

Te Kōhanga Reo o Maketū Kōkiri is in Maketū. Children are developing in their knowledge of the tikanga and te reo Māori. Children speak very basic te reo Māori and English is their preferred language. Whānau and kaimahi have limited knowledge of how to plan for and monitor the quality of te reo and tikanga Māori learning. Children are nurtured well.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Maketū Kōkiri will be within two years.
