1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Manaakitia is in Kamo, Whangārei. Whānau and kaimahi are dedicated to providing an environment where mokopuna are raised in te reo Māori, tikanga Māori, matauranga Māori and to further transition onto to Kura Māori.   

3 Evaluation Focus

How well do process and systems contribute to the future sustainability of the kōhanga reo for mokopuna?

4 Mana Whakahaere

Whānau have established systems and processes to manage operations of the kōhanga reo. The Tūtohinga provides clear direction and guidance for whānau. It prioritizes te reo Māori as the kaupapa and underpins all practices. Whānau hui minutes provide valuable information. Operational matters are defined by clear reporting. Core health and safety policies and procedures are current and align to legislation. Health and safety matters are reported and closely monitored. Essential registers are documented and provide good information to ensure mokopuna safety is prioritised. Fire and earthquake evacuations are regularly practised and documented. Mokopuna benefit from focused whānau systems and approaches.   

The whānau strategic plan is informed by Te Ara Tūāpae and encompasses the vision and aspirations whānau hold for mokopuna. Long- and short-term priorities ensure sustainability for the future. The annual plan identifies overall operational and administration tasks and when these are to be completed. Mokopuna future needs are well considered. 

Planning, assessment and evaluation is purposeful and organised. Kaimahi collaboratively plan the mahere ako. Year, term and weekly plans provide information about kaupapa ako, resourcing and identifying learning outcomes to guide the implementation of the learning programme. Mokopuna profiles capture individual learning journeys. Matai i te tamaiti feature mokopuna learning and progress over time. Whānau are regularly informed of mokopuna development and have opportunities to comment. Kaimahi regularly reflect on what worked well and make positive changes to respond to mokopuna needs. Mokopuna are well supported through collaborative kaimahi practices. 

Key Next Steps

Other matters related to personnel documentation are yet to be sighted. Whānau and ERO have agreed that documentation will be available for the onsite visit.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that all relevant documentation for personnel matters be made available during the onsite visit.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • the learning programme - including meeting children’s learning needs and opportunities for children to make choices for their own learning
  • planning and evaluation - including programme planning, programme evaluation and assessment, annual planning and links to the strategic plan
  • areas of non-compliance - including health and safety, the curriculum, and annual plan
  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Manaakitia is based in Whangārei. Since the 2017 ERO review, the kaiako has undertaken professional development to improve the quality of the learning programme for children. The whānau continue to develop skills and knowledge to effectively manage the operations of the kōhanga reo.

3 Findings

Children learn in an environment that is well supported by kaimahi. Kaimahi are enthusiastic and motivated in their work alongside children. They encourage children to participate in all aspects of the learning programme. Children’s interests and needs are identified by kaimahi. Children have opportunities to make choices in their learning by selecting activities and resources. The indoor and outdoor environments of the kōhanga reo foster play, challenge and fun. Children are curious learners.

The kaiako has participated in training provided by Te Kōhanga Reo National Trust to increase knowledge about Te Whāriki and Te Korowai. Kaimahi and parents contribute their ideas to the planning for the learning programme which is displayed on the whānau notice board. The whānau are well aware of what children are learning. Kaimahi hui minutes are well documented and include discussions about what is going well and what needs to improve. Consequently, this has contributed to improving the learning programme for children. Assessment practice has improved significantly with a range of different ways to gather and share children’s learning with parents. Children are well considered in planning, evaluation and assessment practice.

The whānau is developing a greater understanding about all areas of operation of the kōhanga reo. Meetings are held regularly and participation by whānau members is increasing. Appraisal processes for staff have been implemented and feedback is provided to the whānau and staff. An annual plan has been developed.

Key Next Steps

The whānau must develop and implement more robust internal evaluation and monitoring processes that will better support them to manage kōhanga reo operations. The charter contains outdated policies and procedures. While the current policies and procedures meet most minimum health and safety standards, a further review of these documents would support the whānau to align these with current legislation. Strategic planning does not focus on the priorities for the future development of the kōhanga reo. It is time for whānau to establish a strategic plan with a list of actions to ensure the goals and aspirations are realised.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendation:

  • the whānau and kaimahi seek support from Te Kōhanga Reo National Trust kaimahi to:
    • strengthen internal evaluation and monitoring
    • review the charter and update key policies and procedures
    • review the strategic plan and establish an action plan.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Manaakitia will be in three years.

1 Context

Te Kōhanga reo o Manaakitia is located in Kamo, Whangarei. Kaumātua support and guide the whānau and their mokopuna. Significant staffing changes have taken place over the past twelve months, including the retirement of their long serving kuia.

Enthusiastic kaimahi are in the early stages of developing effective working relationships together. The Kōhanga reo provides an important space for whānau to learn in an environment where te reo Māori is a priority.

2 The Evaluation Findings

How well do children understand and use te reo Māori?

Children are developing confidence to use te reo Māori.

Ngā Taumata Whakahirahira

Children are familiar with te reo Māori. Kaimahi provide children with kaupapa based learning experiences that broaden children’s knowledge and understanding of te reo Māori. Kaimahi use language strategies such as repetition of key words and structures. They use waiata to reinforce language. Children’s understanding and use of te reo Māori is developing.

Children are nurtured well and cared for. They experience positive interactions with kaimahi. Children are learning to care for themselves and others. They are constantly praised for their efforts. Kaimahi are attentive to the physical needs of children. Children take responsibility for their kōhanga reo which includes cleaning up after kai.

Key Next Steps

Children’s individual learning needs are not being adequately met. Whilst there are a good range of quality resources available, children’s interests and learning needs are not always recognised. Most learning is adult directed. Kaimahi do not provide children opportunities to make choices and decisions about their own learning.

Planning and Evaluation

Whānau have the best interests of their children at heart. The charter is in place and provides clear direction for children’s learning. Te reo Maori is identified as the priority. The strategic plan identifies the priorities whānau have set for future developments. Personnel documents provide a clear overview of kaimahi roles and responsibilities. Currently, whānau continue to follow health and safety policies and procedures that are out of date. Regular emergency drills are conducted and recorded.

Key Next Steps

Programme planning and evaluation is inadequate. Children’s individual learning needs and interests are not well considered. Currently the programme is mostly determined by adults. Whānau have a limited understanding of the purpose and process for planning. Kaimahi have not yet established a process for evaluating the effectiveness of the learning programme.

Children’s assessment of learning and progress needs some attention. Profiles are the preferred method of assessment. It is important that assessment practice for all children are consistent.

While whānau review some aspects of kōhanga reo operations, there are a number of areas that require attention. These include the review of:

  • practices for monitoring sleeping children, nappy changing and children to adult ratios
  • appraisal processes for kaimahi
  • priorities and annual planning that is aligned to the strategic plan.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

In order to improve practice the whānau must:

  • ensure that the Kōhanga Reo curriculum is informed by planning, implementation, and evaluation that demonstrates an understanding of mokopuna learning, their interests, whānau, and life contexts (documented and undocumented)

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations to work with district Kōhanga Reo staff to:

  • improve the planning and implementation of the learning programme be developed to meet the learning needs of all children
  • build kaimahi capacity to implement appropriate evaluation and assessment processes
  • strengthen internal evaluation to include monitoring and reporting on all key areas of operations.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Manaakitia will be within two years.
