1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kōhanga Reo o Manaia is situated on the outskirts of Manaia. It is located next to the local marae. The whānau are committed to providing an environment that enhances positive outcomes for mokopuna. 

3 Evaluation Focus

How well do mokopuna demonstrate their understanding of whanaungatanga?

Mokopuna have positive and meaningful relationships and interactions with others.

4 Findings 

Mokopuna experience respectful and meaningful relationships. Kuia, kaimahi and whānau model aroha and care when interacting with mokopuna. Whanaungatanga as a key value and underpins all interactions. Mokopuna are encouraged to be courteous to others. Mokopuna learn in an environment where they are exposed to language specific to their iwi. Kaimahi encourage mokopuna to recite their pepeha to help them to recognise language patterns as well as understand their relationships through whakapapa. Older mokopuna are supported to speak te reo Māori and respond with confidence. The use of body language and facial expressions by pēpi as a response to pātai, instructions or conversations are recognized by kaimahi as the early stages of language development. Mokopuna move smoothly between learning activities. The daily programme and well-established routines foster comfort and calm. Kaimahi regularly praise mokopuna efforts and achievements. Mokopuna are happy and settled in their connections with others.

Kaimahi work collaboratively as they plan the learning programme. This is shared amongst the local purapura. Whānau are invited to contribute to planning which includes content, activities and strategies to guide kaimahi to facilitate the learning programme successfully. Portfolios are used to capture and record mokopuna learning journeys and achievements overtime. The whānau are well informed of what mokopuna are learning and are encouraged to comment on mokopuna development. Programme evaluation is an embedded and consistent practice within the kōhanga reo. Programme evaluation leads to improvement. Mokopuna benefit from collaborative practices underpinned by whanaungatanga.

Whānau have systems and processes in place to manage the operations of the kōhanga reo. Whānau hui are attended, and information is shared. Core health and safety policies and procedures are in place and provide clear guidance for kaimahi and whānau. Emergency evacuations are carried out regularly and registers are complete to ensure mokopuna health, safety and welling is prioritised. 

The strategic plan is informed by Te Ara Tuapae and encompasses the vision and aspirations whānau hold for mokopuna. The whānau are currently exploring opportunities to fund the renovation of an existing building. An action plan identifies priorities and goals to ensure sustainability for the future. The annual plan identifies overall operational and administration tasks and when these are to be completed. Personnel matters are managed. All employment documentation includes individual employment contracts, position descriptions and kaimahi safety checking. Kaimahi appraisals are completed with an ongoing focus of improvement. Mokopuna are at the centre of whānau collective decision making. 

Key Next Steps

Whānau and kaimahi acknowledge their ongoing efforts to enhance their awareness and understanding of the Children’s Act 2014. ERO agree that further wananga will enable them to demonstrate their commitment to fulfilling the obligations of the Act.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that whānau continue to hold wananga to enhance their awareness and understanding of the Children’s Act 2014.

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Mana Tangata, including the quality of the teaching programme
  • planning and evaluation including children’s health and safety and self-review
  • Areas of non-compliance
  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Manaia is located just outside of the small township of Manaia in Taranaki. Since the previous review the whānau has engaged a kaiako/kaiwhakahaere to support and enhance the management and operations of the kōhanga reo. The kōhanga reo is undergoing renovations and extensions to their building. This will create more learning space for their children.

The review identified that the whānau have worked hard to address the concerns in the previous report. There has been an improvement in the learning programme. Issues regarding children’s health and safety are no longer a concern. Self-review has strengthened and areas of non-compliance have been addressed.

3 Findings

Background

How well are children’s safety and well-being as learners nurtured?

Children’s safety and well-being as learners is well nurtured.

Areas of progress

Children experience learning that responds to their needs. The learning programme is structured at certain parts of the day. Whānau and kaimahi have clear expectations about how the programme is managed. The programme is well organised. There are opportunities for children to participate in free play. This enables children to follow their areas of interests. Kaimahi use subtle ways to engage children and re-direct them back to their work when needed. Children are positive learners.

Children hear lots of praise and their achievements are affirmed. The kaimahi are loving, gentle and nurturing with children at all times. Children are familiar with routines and how the programme works. This enables children to transition smoothly between the learning programme and routines with ease. The children are safe and happy in their learning.

Children hear te reo Māori throughout the day. The kaiako has a lovely way with the children. She speaks Māori continuously to children as they work. During routines the kaiako can be heard providing information and asking questions of the children. She is a role-model for children and kaimahi. Children have access to a range of resources to support their language development. Children understand te reo Māori and respond appropriately. Children are developing ways to communicate in te reo Māori.

Planning and Evaluation

Areas of progress

All health and safety policies and procedures are in place. These were reviewed and updated in October 2015. A supervision policy has been reviewed and will be ratified at the next whānau hui. The kōhanga reo is adequately staffed and meets the regulatory ratio criteria. Children are well supervised. Whānau are committed to the health, safety and well-being of their children.

At the moment renovations are being carried out on the building to provide extra learning space. The renovations have meant that children have been restricted to specific parts of the kōhanga reo for safety purposes.

Self-review is much stronger. Policy reviews have been carried out. Planning, assessment and evaluation processes are in place. Planning is comprehensive and guides the learning programme. Children’s learning is monitored through regular reporting. Kaimahi hui refer to the improvement of practice and programme.

A strategic plan is in place. This is based around the framework of Te Ara Tūāpae. Key goals and priorities have evolved as a result of self-review. Whānau long term priorities are realistic and relevant. Kaimahi appraisals have been completed and is ongoing.

Whānau Induction process is carried out by the kaiwhakahaere. It occurs over a period of time to allow whānau to work through the kaupapa of te kōhanga reo and their roles and responsibilities. Most whānau are committed and supportive when required. Communication with whānau happens in various ways. They are well informed of what is happening across aspects of the operations and practice.

Key Next Steps

Whānau to establish an action plan against their strategic objectives. This will ensure that whānau priorities are realised.

Areas of non-compliance

  • provide and maintain a safe and healthy environment for children[Te Korowai 1995, Goal 10]
  • ensure all kaimahi and whānau working in the children’s environment adhere to kōhanga reo philosophy, principles, whānau charter expectations for the protection and management of children[Te Korowai 1995, Goal 6]
  • keep all outside doors, fences, and gates secure and safe enough to ensure that children are not able to leave the kōhanga reo without the knowledge of an adult[Education (Early Childhood Services) Regulations 2008 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]
  • review its operation, programme of activities and make appropriate changes that will ensure a happy whānau environment for children[Te Korowai 1995, Goal 11]
  • enhance children’s learning and development through planning, providing and evaluating a range of appropriate activities that cater for the learning and developmental needs of children fostering their cognitive, creative, cultural, emotional, physical and social development including both individual and group experiences, indoors and outdoors.[Education (Early Childhood Services) Regulations 2008; C(1-13) Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

Areas of progress

All areas of non-compliance have been addressed. The kōhanga reo is now compliant.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendation:

  • Whānau develop an action plan in order to progress kōhanga reo priorities.

Conclusion

Te Kōhanga Reo o Manaia is located close to the small township of Manaia. Children are happy in their work at kōhanga reo. Their safety and wellbeing is a priority. Whānau continue to work on improving their building and the operations of their kōhanga reo.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Manaia will be in three years.

1 The Education Review Office (ERO) Evaluation

Te Kōhanga Reo o Manaia is situated on the outskirts of Manaia. It is located next to the local marae. Being close to the marae supports children’s learning and development about their identity and cultural heritage.

Since the previous ERO review in March 2010, there have been changes to leadership in management, administration and the learning programme. Most whānau members, including children and kaimahi are new to the kōhanga reo over the past few months.

The whānau chose Mana Tangata as the focus for this education review. The few members who attended this review assisted in the design of the evaluation question, which guided ERO’s review:

“How well do we as whānau and kaimahi nurture our children to be confident in their Māori cultural identity and heritage?”

During the course of the review, ERO identified significant concerns with the wellbeing, care, safety and learning of children, and whānau. These concerns have been discussed with the whānau. They include child safety, supervision, care and protection; and the quality of the learning programme.

These concerns are further compounded by:

  • instances of poor whānau communication and relationships during the course of this review
  • inadequate management and administration of the kōhanga reo.

Children’s wellbeing, including care and safety during the review were of concern. ERO informed the district Te Kōhanga Reo National Trust immediately about these concerns. Whānau need to develop effective management and leadership of the kōhanga reo.

Future Action

ERO intends to return to the kōhanga reo within 12 months to evaluate the progress made in response to the recommendations in this report.

2 Review Priorities

The Focus of the Review

Te Kōhanga Reo o ManaiaBefore the review, the whānau ofwas invited to consider its priorities for review using guidelines and resources provided by ERO.

Te Kōhanga Reo o ManaiaThe detailed priorities for review were then determined following a discussion between the ERO review team and whānau. This discussion focused on existing information held by the kōhanga reo (including self-review information) and the extent to which potential issues for review contributed to positive outcomes for children at.

The whānau chose as its focus area:

  • Mana Tangata.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out below.

3 Findings

Mana Tangata

Background

Members of the whānau chose Mana Tangata as the focus area for this Education Review. They took part in the design of the evaluation question which guided ERO’s review. During the course of the review, ERO had identified many concerns for children and whānau safety, care and learning. These findings are considered in this context:

“How effectively do we as whānau nurture our children to develop confidence in their cultural identity and heritage?”

Areas of good performance

Identity and heritage.The kōhanga reo and marae surroundings provide an immediate reminder to children of their natural and ancestral heritage. These environments are easily accessible for kaimahi to provide authentic and direct experiences to children about their heritage and identity. Each day children have opportunities to share their pepeha with each other. Local waiata and tikanga are reinforced. Children show a desire and passion to learn more about who they are and their cultural heritage.

Te reo Māori and tīkanga. Children hear te reo Māori spoken by the kaiako throughout the day. The marae context provides a wide range of opportunities where children can learn te reo Māori through exploration. The formal opportunities children have to learn on the marae reinforce tikanga and kawa. Children show strong desire to learn the language in a variety of stimulating ways.

Areas for development

Stimulating learning opportunities.Children do not receive adequate or stimulating child focused learning experiences. Much of the daily programme is directed by kaimahi and this limits what and how children learn. This limits the opportunities children have to be creative, imaginative and promote inquiry about the world that surrounds them.

ERO identified only two fully employed kaimahi for 18 children, under and over two years old. These two kaimahi recognise that at times they are understaffed and overwhelmed with managing the diverse learning needs of children. Children’s learning experiences cannot be fully realised until the whānau find a solution to ensure the needs of all children are met. Whānau who provide support at different times should also be given an opportunity to develop creative learning experiences.

Children’s care and safety.During the review ERO identified and shared with whānau a number of concerns about children’s safety, care, protection and learning. While whānau state that there were legitimate reasons for why these issues happened, it is not appropriate that any matter of this nature interfere with the loving tenor of a kōhanga reo. Whānau and kaimahi must immediately consider the following matters and identify strategies to ensure these do not happen again.

  • whānau disputes in front of children, in their kōhanga reo environment
  • children leaving the kōhanga reo and accessing the road without an adult noticing
  • poor supervision of children
  • poor child and behaviour management practices including the use of high chairs to control and restrain children
  • leaving children on their own without adequate attention, interaction and stimulation to support successful development.

Care and protection of mokopuna is at the heart of nurturing children for successful development. Highly effective and comprehensive monitoring systems and practices need to be developed, understood and implemented by all whānau members and kaimahi.

Planning and evaluation.

Background

ERO always evaluates the quality of planning and evaluation in kōhanga reo to determine the quality and extent to which the kōhanga reo whānau plans, manages and monitors all areas on kōhanga reo operations for their children and whānau. Planning and evaluation includes programme planning and monitoring children’s development.

Areas for development

Kōhanga management.The kōhanga is not adequately managed.

Regular review of the kōhanga reo does not occur.

Whānau self review is weak, including review of kōhanga policies, procedures and practices.

Monitoring and reporting of all areas of the kōhanga reo, including health, safety and property are inadequate.

Planning and evaluation needs to be improved.

Employer responsibilities are not upheld, including appraisal of kaimahi.

The whānau vision, aspirations and priorities have not been strategically planned to provide a clear and comprehensive pathway forward.

There are a number of compliance requirements that have not been met by the whānau. There is also a need to restore whānau and kaimahi communication so thatTe Korowaiprovides a strong basis to guide whānau management of the kōhanga reo.

Whānau induction.Te Korowaiis not promoted well to new and existing whānau members. New whānau state that they have not been thoroughly and carefully inducted into the kōhanga reo kaupapa. Nor is it clear that they understand the extent of their management roles and duties. There are insufficient levels of parent involvement for operations and kōhanga reo management. Growth and sustainability of the kōhanga reo is dependent on developing whānau capability to carry out effective operational management.

4 Whānau Management Assurance on Compliance Areas

Overview

Te Kōhanga Reo o Manaia Before the review, the licensee, whānau and staff ofcompleted an EROKōhanga Whānau Assurance StatementandSelf-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

ERO identified areas of non-compliance. In order to address these the kōhanga reo whānau must:

  1. provide and maintain a safe and healthy environment for children [Te Korowai 1995, Goal 10]
  2. ensure all kaimahi and whānau working in the children’s environment adhere to kōhanga reo philosophy, principles, whānau charter expectations for the protection and management of children [Te Korowai 1995, Goal 6]
  3. keep all outside doors, fences, and gates secure and safe enough to ensure that children are not able to leave the kōhanga reo without the knowledge of an adult [Education (Early Childhood Services) Regulations 2008 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]
  4. review its operation, programme of activities and make appropriate changes that will ensure a happy whānau environment for children [Te Korowai 1995, Goal 11]
  5. enhance children’s learning and development through planning, providing and evaluating a range of appropriate activities that cater for the learning and developmental needs of children fostering their cognitive, creative, cultural, emotional, physical and social development including both individual and group experiences, indoors and outdoors. [Education (Early Childhood Services) Regulations 2008; C(1-13) Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

5 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  1. TKRNT provide support, including monitoring of all improvements, to assist the whānau to restore whānau management, administration, care, protection and learning for children.
  2. develop an action plan detailing how whānau plan to address the issues in this report.

6 Future Action

ERO intends to return to the kōhanga reo within 12 months to evaluate the progress made in response to the recommendations in this report.
