1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi. 

2 Context 

Te Kōhanga Reo o Manurewa is based in Manurewa, South Auckland. The whānau have prioritised strengthening leadership for the kōhanga reo. Whānau are preparing to commemorate the 40th anniversary of their kōhanga reo. The whānau maintain a relationship with Te Whare Takiura to support students toward their te reo Māori learning path. 

The ERO June 2023 evaluation of Mana Whakahaere practices found that whanaungatanga was the basis for whānau operational management. Whānau operational systems and processes enhances mokopuna health, wellbeing and learning.

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna demonstrate their understanding of whanaungatanga through positive connections with adults and their peers. 

4 Mana Mokopuna

Mokopuna are immersed in whanaungatanga. The values of manaakitanga and aroha also underpin all interactions. Kaimahi use affection, gentle and nurturing tones to interact with mokopuna. They encourage meaningful relationships through engaging with mokopuna through mokopuna interests. Formal and informal modes of learning such as karakia, mōteatea, waiata, and haka promote mokopuna language acquisition learning. Mokopuna are encouraged to share their knowledge of the kōhanga reo whakapapa through waiata. Tuakana demonstrate their understanding using kupu and phrases while pēpi express their understanding with sounds, facial expressions and body language. Mokopuna enthusiastically participate in learning activities that are fun, creative and enjoyable. Mokopuna learn in an environment where te reo Māori is prioritised.

Mokopuna are familiar with the daily routines and the learning programme within their whare. Kaimahi use a variety of strategies to stimulate, challenge and extend mokopuna understanding. Learning is kaupapa based and mokopuna have opportunities to consolidate and share what they have learnt. Kaimahi ensure smooth transitions between activities and spaces. This ensures that mokopuna can move safely and easily around the kōhanga reo. The learning spaces enable exploration that allow mokopuna to interact with each other in multiple ways. Mokopuna are settled, happy and enjoy positive relationships with others in their learning environment.

Matters identified in the previous ERO Mana Whakahaere report relating to personnel documentation, annual plan and earthquake evacuations were verified during the onsite visit.

Key Next Steps

ERO continues to recommend whānau undertake a review of all health and safety policies and procedures and formalise a strategic action plan to realise their long-term goals. Mokopuna benefit when their health, wellbeing and future needs are considered. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Action for Compliance 

To meet compliance requirements, they must: 

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care.

ERO recommends that the whānau agree to continue to address the areas of concern outlined in this report.

Evaluation

Te Kōhanga Reo o Manurewa is urban based in Manurewa, South Auckland. The whānau are very clear about their expectations for their children. They were keen to know how the kōhanga reo supported their children’s identity as Māori. ERO were happy to report that the learning programme nurtured their children’s identity not only as Māori but as learners. Whānau operations require some attention. The whānau are confident that they will work through these challenges in the near future.

The next ERO review of Te Kōhanga Reo o Manurewa will be within two years.

1 Context

Te Kōhanga Reo o Manurewa is urban based in Manurewa, South Auckland. The kaiako is on leave from the kōhanga reo for health reasons. Her absence has created pressure for the whānau with leadership, experience, knowledge and operations about the kaupapa of kōhanga reo. Despite the challenges, whānau are working to address these matters. Whānau are committed to the kaupapa of kōhanga reo. They have high aspirations for their children and believe the kōhanga reo contributes immensely to the confidence their children demonstrate as Māori.

Since the last ERO Report 2012 there has been a decrease of children’s attending the kōhanga reo, which has impacted on the number of kaimahi employed.

2 The Review Findings

How well do children show that their identity as Māori is being nurtured?

Children enjoy learning in a te ao Māori environment.

Ngā Taumata Whakahirahira

Children enjoy learning a te reo Māori environment. Kaimahi use a range of language strategies to support children’s development. They use questions to encourage children to share their thinking, talk with individuals about their learning and rotarota to engage children with print. Karakia, mihimihi, pepeha and waiata expose children to hearing and speaking te reo Māori in meaningful ways. Children are developing confidence to use te reo Māori.

Children’s learning experiences foster exploration and creativity. The kōhanga reo environment provides children with opportunities to express themselves in a variety of art activities and retelling stories with others. Māori symbols in the kōhanga reo are used to enhance children’s learning about atua Māori and their identity as Māori. The daily programme provides children with variety and choice in their learning. Outdoor activities are created to challenge children’s physical skills and foster individual and group play. The kōhanga reo is well resourced, routines in place to support children in their learning. Children are supported in their learning.

Babies learning programme is developed to respond to their needs. Kaimahi organise learning activities that cater for children either two years of age or older. Babies are free to choose resources that are of interest to them. The older children are provided with activities related to the kaupapa ako. These are hands on activities that promotes children’s creativity. Kaimahi Interactions with children are meaningful and caring. Babies learn in an environment where they are viewed as competent learners.

Planning and Evaluation

Planning is detailed and comprehensive. Kaimahi focus planning on children’s learning and identify strategies to support their delivery. Whānau share their thinking about content of the learning programme. An emphasis on te ao Māori supports children to identify as Māori in a natural way. Planning is used to guide the daily programme. Children benefit from a well organised learning programme.

Key Next Steps

Children’s learning programmes are not regularly monitored to support ongoing improvement. Kaimahi have not developed and implemented a process to discuss, share and change learning programmes to meet children’s needs. Assessment information about children’s progress needs attention to assure parents children are learning. Kaimahi are encouraged to seek assistance to formalise their practices to:

  • gather and record information about individuals progress in learning
  • define the purpose of evaluation and implement these into their weekly practices
  • monitor these practices to inform the quality of the learning programme.

Children’s learning and progress will inform forward planning.

Strategic planning and internal evaluation require attention to support the kōhanga reo future developments. It is time for whānau to:

  • review and update their kōhanga reo charter, particularly health and safety policies and procedures to align with the Regulations of 2008 and the Vulnerable Children’s Act
  • develop and implement appraisals of kaimahi
  • revisit, review and refine whānau goals, aspirations and priorities to support forward planning
  • develop and implement a regular programme of internal evaluation.

Children’s outcomes in learning will improve.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

The following require attention;

3.1 Review and implement all health and safety policies and procedures to ensure the protection of children is paramount

3.2 Implement programme evaluation and assessment processes to monitor the learning programme and children’s learning and progress

3.3 Ensure all reasonable steps are taken to provide staff employed, professional support, professional development opportunities and resources through an appropriate appraisal system

3.4 Establish an annual plan to action the kōhanga reo priorities

3.5 Strengthen self-review to ensure that there are improvements to the operations and management of the kōhanga reo.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • The whānau and kaimahi seek support from the Local District Office to address the areas identified in this report.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • planning and evaluation including strategic plan, internal evaluation, assessment and programme evaluation

  • areas of non-compliance including appraisal, health and safety procedures and practice

  • and any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Manurewa is based in Manurewa, South Auckland. Since the previous ERO review, the roll has increased. New whānau members actively support the management and daily operations of the kōhanga reo. Whānau aspirations and commitment is still a strong feature. All challenges have been worked through. Ongoing whānau learning, kaimahi professional development and support are key to sustained improvements and growth of the kōhanga reo for children.

3 Findings

Planning and Evaluation

The whānau has clear strategic direction for the kōhanga reo that is visible and understood by all. Planned wānanga have resulted in a well-planned strategic pathway through to 2021. The key priorities include health and safety, whānau whakahaere, and ongoing learning. Expectations for internal evaluation and review are included in the framework design. Wānanga have been especially valuable to bring whānau together to revise and document their aspirations for children and the kōhanga reo. The whānau management systems are strong.

Parents report that their children’s learning is well documented, regularly shared with them and identifies their children’s growth and development. Information available to parents about children’s learning includes their learning portfolios. Whānau members state they are welcome to ask and talk with kaimahi about their children’s learning. Children’s learning needs are well understood and monitored by kaimahi. Since the previous ERO report, additional wānanga have occurred and included wider professional sharing within their purapura about good assessment practices. Children’s learning is observed and documented.

Whānau internal evaluation including programme evaluation and review is in place. All matters identified in the previous ERO report have been addressed. Health and safety policies and procedures are current and included in the charter. Requirements for the Vulnerable Children’s Act are met. Clear documentation show that sections of the charter are regularly revised and updated by the whānau. The appraisal system is well developed and implemented. There is a clear focus on improvement for children and professional growth of kaimahi. Review expectations and processes are well established and inform whānau whakahaere about the overall performance and development of their kōhanga reo. Continual improvement and growth is a shared focus for whānau.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

Continue to use internal evaluation information to strengthen whānau operations and ensure positive outcomes for children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Manurewa will be in three years.
