1 Context

Te Kōhanga Reo o Maungataniwha is located on Mangamuka Marae, south of Kaitāia. Since the previous education review in 2015, the whānau have made substantial progress. The whānau have a strong commitment to Ngāpuhi dialect and marae tikanga. They aspire for their children to be role models for their whānau.

2 The Evaluation Findings

How well do children show they value the tikanga of their marae and kōhanga reo?

Children have a range of experiences to show they value the tikanga of their marae and kōhanga reo.

Ngā Taumata Whakahirahira

Children are developing skills to express themselves in te reo Māori. Kaimahi are fluent speakers of te reo Maori that is specific to Ngāpuhi. Children are exposed to the language of their iwi and hapū. Kaimahi have a range of strategies to develop and extend children’s te reo Māori. Babies can mimic sounds and words. Older children use phrases and simple sentences. Children are beginning speakers of te reo Māori.

Children show an understanding of the tikanga pertaining to their marae. Kaimahi provide opportunities for children to explore mana whenua. They take children to tangihanga on neighbouring marae. The whānau demonstrate roles and responsibilities on the marae, including being ringawera and kaiwaiata. Children participate as tangata whenua on the marae. They sing mōteatea and waiata tautoko that are particular to Ngāpuhi. Children are confident in their learning about their marae.

Children interact well with others. Kaimahi are gentle and caring. Relationships between children, whānau, kuia and kaimahi are meaningful. Older children are positive tuākana for their tēina. Babies follow and watch their tuākana. Children learn in a loving and caring environment. Kaimahi model values such as aroha, manaaki, awhi and tautoko with children. Children are happy and settled.

Planning and Evaluation

Self-review practices are adequate. The charter has been recently reviewed. The strategic plan is in place. Long term priorities align with the goals and future direction of the whānau. Progress towards these priorities is reported at whānau hui. The whānau review their policies in line with the documented schedule. Kaimahi have initiated the appraisal process for kaimahi.

Kaimahi have processes in place for programme planning and children’s assessments. Programme planning clearly identifies content, strategies for implementing the programme and resources. Children enjoy a programme that is appropriately organised and managed. Assessment methods are in place to gather information that reflect what children are learning. Kaimahi track and monitor children’s te reo Māori progress. The whānau manage the kōhanga reo in the best interests of the children.

Key Next Steps

Programme evaluation is not in place. The whānau do not closely monitor the effectiveness of the learning programme. It cannot be assured that the quality of the programme will meet their learning needs.

There is regular kaiako reporting at whānau hui, however it is difficult to know if all areas of the learning programme have been included. The whānau are not provided with sufficient information to understand what their children are learning.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • establish a process for evaluating the effectiveness of the learning programme

  • review and update all health and safety policies and procedures to ensure requirements for emergence evacuation drills are met and maintained for children.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • kaimahi develop practices to evaluate the effectiveness of the learning programme and enhance kaiako reporting to whānau.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Maungataniwha will be in three years.

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • planning and evaluation including whānau roles and responsibilities, charter and policy review, personnel, financial management, strategic planning, Te Whāriki and self-review
  • actions required for compliance including building concerns
  • any issues identified since the previous review.

2 Context

Te Kōhanga Reo o Maungataniwha is at Mangamuka Marae in a rural community south of Kaitaia. The vision and aspirations the whānau have for their children when they first established in 1982, continue to guide their current practice. Te reo and te ao Māori remain foremost in the hearts and minds of whānau.

The previous ERO report of June 2011 identified several areas that required development.

Children interact well with each other and adults. Their positive behaviour enhances their relationships with each other. Unsettled children are comforted in reassuring ways by adults. Adults are regularly with children and support them well. Children are relaxed.

Children hear te reo Māori throughout the day. They willingly participate in karakia, hīmene, mihimihi and pepeha. Kaiako model correct language structures and use prompts to encourage children’s te reo Māori development. Children understand phrases and questions in te reo Māori. This is evident in their responses. Children are developing well as speakers of te reo Māori.

Children engage in purposeful learning. They are familiar with the daily programme which has structure, allows them to follow their interests, includes kaupapa ako and has adult-led groups. Transitions between children’s learning and routines are smooth. There are opportunities for children to play for long periods and to take risks in safe ways. Kaimahi encourage children to explore. Children’s learning needs are met.

Planning and Evaluation

Areas of progress

Whānau management practices have improved. Whānau have reviewed the charter and policy framework which now includes clear guidelines about their roles and responsibilities, the kaupapa of kōhanga reo. Financial management is transparent. Personnel documentation is complete and appraisal goals are identified for kaimahi. Children’s interests are well supported.

The whānau has taken all reasonable steps to make the physical environment safe and healthy for children. They have made significant repairs to the building and children now have access to warm water. Children are comfortable in their surroundings.

Whānau have a strong focus on improvement. Te Kōhanga Reo National Trust (TKRNT) have supported and guided whānau well with their assurance review of office administration. Whānau have improved the quality of their systems, reporting and internal review. Children benefit from regular review.

Key next steps

Core health and safety policies with procedures require review. Several of these policies do not align to the 2008 regulations.

The strategic plan is incomplete. Strategic actions and tasks are broad and not clear. An annual plan which identifies who, what and when key tasks will be put in place each year has not been developed. Planning to improve for children is unclear.

4 Recommendation

ERO and the whānau developed the following recommendations:

  • review core health and safety policies and procedures to ensure they align with the Education (Early Childhood Services) Regulations 2008
  • review the strategic plan to ensure the actions are clear.

Conclusion

Te Kōhanga Reo o Maungataniwa is in Mangamuka, near Kaitaia. Children interact well with each other and adults. They hear te reo Māori throughout the day. Whānau and kaiako have a shared understanding of their roles and responsibilities and work well together. They manage most aspects of the kōhanga reo operations well.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Maungataniwha will be in three years.
