Te Kōhanga Reo o Mawake is in Turangi. Children demonstrate a sense of belonging at kōhanga reo. Whanaungatanga underpins relationships amongst adults and children. Nevertheless practices relating to children’s health and safety require some attention and internal evaluation is weak.

The next ERO review of Te Kōhanga Reo o Mawake will be within two years.

1 Context

Te Kōhanga Reo o Mawake is in Tūrangi. Many of the whānau are related through whakapapa. Most live in the local area and have a strong connection to the kōhanga reo, the whānau and the local iwi. The chairperson and kaiwhakahaere are new to their positions.

2 The Review Findings

How well do children demonstrate a sense of wellbeing and belonging?

Children show that they enjoy being at kōhanga reo. Nevertheless practices relating to children’s health and safety require some attention.

Ngā Taumata Whakahirahira

Children enjoy learning. Kaimahi provide opportunities for children to follow their own interests and to participate in planned activities. The older children experience challenge and success throughout the learning programme. Children are happy in their work and play.

Children have positive relationships with their peers and adults. Children are all related to each other through whakapapa. The older children work well with others and some prefer to work on their own. The babies are well cared for and enjoy warm interactions with adults. Children show that they are comfortable and content in their kōhanga reo.

Key Next Steps

Children do not use te reo Māori naturally. While children hear te reo Māori throughout the day, kaimahi have limited strategies to encourage their spontaneous use te reo Māori. Children speak English most of the time at kōhanga reo.

Planning and Evaluation

Whānau are committed to the kōhanga reo. Whānau appreciate the connections they make with each other and the sense of inclusion that is promoted. Very young children and those with special needs are well cared for and loved.

Programme planning highlights what children will learn and what strategies will be used to support learning. Daily routines are consistent and kaupapa ako are organised for children. Programme evaluation is linked to planning. Kaimahi reflect on what didn’t work and how this can be improved. Children benefit from a programme that is well organised and managed.

Key Next Steps

Internal evaluation is weak. Whānau recognise that they are responsible for developing systems to improve the operations of the kōhanga reo. The charter and policies have not been reviewed and there is no strategic or annual plan to guide whānau. There is very little reporting about children’s learning and the programme, health and safety monitoring, property maintenance and staffing. Kaimahi have not been appraised for some time and there is not planned approach to professional development. Financial management practices require attention as poor financial decisions have a negative impact on the kōhanga reo. Children’s wellbeing is compromised.

Whānau management of children’s health and safety is insufficient. There are some health and safety policies and procedures that need attention. Sleeping procedures do not align to current policy and regulations. Police vetting does not occur for all staff who work with children. There are no records of emergency drills. The children’s behaviour management policy does not have clear guidelines for kaimahi. Children’s health and safety cannot be assured.

There is no assessment process in place to monitor individual children’s learning and progress. It is difficult to monitor the effectiveness of the learning programme for children. Parents are not well informed of their children’s learning.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. The following areas require attention:

  • implement an assessment process to monitor children’s learning and progress

  • strengthen internal evaluation to ensure that there are improvements to the operations and management of the kōhanga reo

  • review financial systems and processes to ensure transparency and proper resourcing of the learning programme

  • establish an annual plan to action the kōhanga reo priorities

  • review and implement sleeping procedures for children, child behaviour management policy and procedure and police vetting of all adults to ensure the health and safety of children is paramount

  • ensure all reasonable steps are taken to provide staff employed professional support, professional development opportunities and resources through an appropriate appraisal system.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation that Te Kōhanga Reo National Trust provide support, including monitoring of all improvements, to assist the whānau to improve management, administration, care, protection and learning for children. And that whānau develop an action plan detailing how they plan to address the issues in this report.
