1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Mere Te Aroha is located next to Te Marae o Kaiwhaiki along the Whanganui River. The whānau and kaimahi value opportunities for children to learn about their connections to the hapū and iwi. Most whānau whakapapa to the local iwi. Mokopuna travel to the kōhanga reo from Whanganui each day.

3 Evaluation Focus

How well do mokopuna benefit from focused learning and care?

Mokopuna show they are settled and engaged in their learning experiences.

4 Findings

Mokopuna are immersed in an environment where te reo Māori and tikanga Māori are prioritised. Kaimahi use appropriate language strategies to support mokopuna language development. These include waiata, prompts, repetition and instruction. Mokopuna are supported to participate in formal parts of the learning programme such as whakatau, karakia, himene, mōteatea and mihimihi. They demonstrate spiritual and cultural respect through their use of waiata, himene and mōteatea. Kaimahi consistently praise mokopuna for their successes. Tuakana display leadership qualities as they care and interact with their tēina. Kaimahi model values of manaaki, tiaki, consideration and aroha for others. The kōhanga reo is well resourced and organised. Kaimahi provide a range of learning activities that encourage the use of natural and physical resources. Mokopuna move freely throughout the kōhanga reo. Experiences include the use of the outdoor spaces where mokopuna play independently or in groups and connect with the taiao. Mokopuna appear confident and happy learners.

Whanaungatanga is central to whānau for managing the operations of the kōhanga reo. Whānau have processes and procedures for monitoring and reporting on key aspects of the kōhanga reo operations.  Whānau hui minutes are informative. Prudent financial management practices are maintained. The annual plan sets out overall operational tasks and when these are to be completed. Decision making processes at whānau hui are well informed. Most of the kōhanga reo health, safety and personnel management policies and procedures are enacted and promote mokopuna well-being. Mokopuna are the center of collective whānau decision making.

The whānau strategic plan provides direction for the future development of the kōhanga reo. The plan is aligned to the Nga Paerangi iwi plan and identifies long and short-term priorities for the kōhanga reo. These include whenua, operations, participation and building te reo māori capacity. The action plan identifies actions, timelines, and identifies individuals with responsibilities to support progress. Mokopuna benefit from the whānau being future focused. 

Kaimahi planning and assessment is underpinned by values of whanaungatanga. Mokopuna learning and development is well-considered. Planning and assessment informs whānau of what mokopuna are doing and learning in their groups. Assessment information is gathered and captured in portfolios. There is good information kept about each mokopuna learning journey, including their achievements over time.  Mokopuna engage in variety of appropriate learning experiences and activities. 

Key Next Steps

Kaimahi hold regular hui, however these discussions are not documented. It is essential for kaimahi to document what was successful in the planned programme, what did not work and what needs to be improved. This will strengthen programme evaluation and ensure mokopuna receive learning that responds to their needs.

Human resource management practices require attention. While kaimahi have job descriptions and employment contracts are in place, appraisals have not been carried out. Appraisals’ need to be completed in order for kaimahi to be supported through appropriate professional development that is relevant to their work. The quality of kaimahi practice would be enhanced through ongoing appraisals. 

Earthquake drills have not been carried out or documented. Whānau must ensure all requirements for earthquake drills are completed and recorded. Mokopuna safety is paramount. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements they must: 

  • ensure Te Kōhanga Reo curriculum is informed by planning, implementation, and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts

  • ensure suitable human resource management practices, including appraisal for staff and the provision of professional development

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis.

3 Te Whakatau a te Whānau ki ngā Wāhanga Tautukunga

1 Context

Te Kōhanga Reo o Mere Te Aroha is located next to Kaiwhaiki marae near Whanganui. The whānau and kaimahi value opportunities for children to learn about their connections to Whanganui iwi. The presence of kaumātua and kuia in the kōhanga reo provides important learning opportunities for children.

2 The Evaluation Findings

How well do children express whanaungatanga?

Children confidently express whanaungatanga through their relationships with others.

Ngā Taumata Whakahirahira

Children are immersed in an environment where their identity affirmed. Kaimahi provide a programme where children’s whakapapa and connections are fostered. Children are encouraged to participate in mihimihi and to share their pepeha with others. Children regularly attend places of significance to the Whanganui iwi. Kaimahi, kuia and kaumātua share stories of the land and whakapapa with children and whānau. Children attend activities of the marae and observe its tikanga and kawa. Children are learning about who they are and where they come from.

Children experience interactions that are affirming and meaningful. Kaimahi know the children well and are able to support their emotional and physical needs. Kuia and kaumātua visit the kōhanga reo, and model the values of humility, care and respect. They engage with children and share laughter and happy moments with them. Tuakana teina relationships are encouraged. Older children are careful around the babies. Children transition smoothly through different parts of the learning programme and follow the routines established inside the kōhanga reo. Kaimahi praise children’s efforts and successes. Children are settled and secure.

Children explore their environment with confidence. Kaimahi provide a range of activities and resources to support children’s learning. Children use natural resources and are also learning how to care for the environment. Kaimahi and children also attend events of cultural significance within their iwi. Children participate in learning experiences that extend their knowledge and the ways they see the world. Children are curious and confident learners.

Children are supported to learn te reo Māori. They hear the dialect of their hapū and the Whanganui iwi. Kaimahi use a range of strategies to extend children’s language development. As part of the daily learning programme, children are involved in karakia, hīmene, mihimihi, pepeha and waiata. Older children confidently recite their whakapapa with little assistance. Kaimahi prompt the younger children who need more support. Babies use body language to communicate their understanding. Children are learning to speak using the Whanganui dialect.

Planning and Evaluation

The kōhanga reo is managed adequately by whānau. The administrator has implemented good systems to monitor the operations of the kōhanga reo. There is regular reporting on aspects of health and safety including policy review. Property and hazard checks are carried out consistently including property maintenance. Kaiako reports outline what children are learning over time. The whānau are well informed of most aspects of operations.

Key Next Steps

Aspects of the learning programme require further review and strengthening. Programme planning does not fully consider the specific needs and ages of children. Some learning activities for tuākana are adult directed and do not allow sufficient opportunity for those children to follow their learning interests and needs. Assessment information gathered by kaimahi describes what children are doing, however this can be extended further by showing children’s learning and progress over time. Discussions by kaimahi about how well the learning programme is being implemented for children and possible improvement are not well documented.

The whānau have not clearly defined their long-term priorities for the kōhanga reo. It is timely for whānau to discuss their future priorities and develop a strategic plan to guide them. This will enable whānau to plan for any future developments to ensure the kōhanga reo will be sustained into the future and beyond.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau and kaimahi work together to address the key next steps identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Mere Te Aroha will be in three years.
