1 Context

Te Kōhanga Reo o Mihiwairua is located in Flaxmere, Hastings and is a home-based kōhanga reo. Since the previous ERO review, there have been significant staffing changes including the appointment of a new kaiako matua and kaiwhakahaere.

2 The Evaluation Findings

How well do children show they are confident learners?

Children are confident and engaged in their learning.

Ngā Taumata Whakahirahira

Children have respectful relationships with others. Kaimahi immerse the children in a nurturing environment. They regularly use praise and encouragement to promote children’s confidence. Children respond well to this affirmation. Older children are mindful of younger children and babies. They are encouraged to be caring with their teina and peers. Children interact positively with others.

Children are provided with leadership opportunities. Kaimahi encourage children to lead activities such as mihimihi, mihi whakatau and karakia. Older children are confident to recite their pepeha. They are helpful role models to the younger children. Kaimahi remind children that they will lead these activities when they become older. They are clear boundaries for behaviour. Children know what is expected of them. Children are emerging as leaders of their learning.

Children are supported to explore their learning environments. Kaimahi prepare the outdoor areas for children to explore and interact. They provide a colourful and purposeful indoor area. Children move freely between the indoor and outdoor areas. They take part in a range of activities that are stimulating. Kaimahi are responsive to children’s immediate needs. They prepare activities that extend children’s thinking. Children are engaged in their learning and are confident learners.

Key Next Steps

Children learn in a bilingual environment. There is a tendency to teach te reo Māori as opposed to teaching through the Māori language. They focus primarily on formal usages of te reo Māori. Children speak English to their peers and kaimahi. Children understand basic instructions and words. However, kaimahi use English in their interactions with children. Children’s language development would benefit from greater immersion in te reo Māori.

Planning and Evaluation

Kaimahi work well together to meet the needs of targeted age groups. The kaiako has implemented a new planning process for kaimahi. Programme planning gives clear direction for teaching and learning in the kōhanga reo. Children enjoy a learning programme that is responsive to their interests.

The whānau manage the kōhanga reo well. The kaiwhakahaere is experienced and effectively manages kōhanga reo operations. There is a strategic plan in place which provides the whānau with direction for their future development. This is supported by an action plan that will monitor the progress of whānau goals and aspirations. The charter reflects Te Korowai and Ngā Pou e Whā. All personnel documents are updated and signed. Appraisals have been carried out and have led to professional development. All policies and procedures have been updated to include the requirements under the Vulnerable Children’s Act. An annual plan informs whānau and kaimahi of current operations. All registers and drills are in place and well documented. The whānau manage the kōhanga reo in the best interests of children.

Key Next Steps

It is time for kaimahi to further develop their knowledge and understanding of effective assessment and programme evaluation practices. It is important for kaimahi to make stronger and more consistent links to planning and children’s progress over time. It is also difficult to monitor the effectiveness of the learning programme. Stronger assessment and evaluation practices will enhance children’s learning and development.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • implement deliberate strategies to strengthen the use of te reo Māori throughout the day
  • seek support to increase knowledge of effective assessment and programme evaluation.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Mihiwairua will be in three years.

Te Kōhanga Reo o Mihiwairua is in Flaxmere Hastings. Children are well supported to develop te reo Māori and a sense of belonging. Children have positive relationships with their peers, kaimahi and whānau. Whānau focus on the quality of children’s learning when making decisions about the kōhanga reo.

Te Kōhanga Reo o Mihiwairua is in Flaxmere Hasting. It is one of three kōhanga reo that are linked to each other. The kaimahi have been trained in the other kōhanga reo and newly appointed in the last six months. Whānau support kōhanga reo management and operations.

Since the previous review kaimahi have made progress in the areas identified by ERO. Kaimahi and whānau are focused on improvement.

How well do children use te reo Māori and demonstrate a sense of belonging?

Children are developing confidence to use te reo Māori and have a sense of belonging.

Children are immersed in te reo Māori. Kaimahi are strong te reo Māori speakers and they use language strategies to enhance children’s learning. They introduce new words, use questions to prompt children’s thinking and model sentence structures. There is a focus on the formal learning programme to support children with practical language experiences. Children learn the value of mōteatea, mihi whakatau, karakia, and pepeha. Children are becoming confident speakers of te reo Māori.

Children develop positive relationships. Whanaungatanga is integral to the learning programme. Tuakana are encouraged to interact in a loving and supportive way with their teina. Kaimahi maintain the values of manaaki, tiaki and aroha in the daily programme. Children are happy and settled.

Children’s learning is supported. There are a range of learning resources available. Kaimahi have created learning areas that cater for diverse needs of tuakana and teina. These areas enable tuakana to make choices about their learning. Kaimahi attend to the individual care and needs of teina. Children are familiar with daily routines and expectations. Kaimahi understand that children’s individual needs are important. Children are happy.

Planning and Evaluation

Children’s learning programmes are well planned. Kaimahi follow clear processes for planning, assessment and programme evaluation. They use the kōhanga reo framework, annual events and children’s interests. Planning includes learning objectives linked to kaupapa ako each term. Kaimahi regularly gather information about children’s progress in learning, their individual interests and kōhanga activities. Information is shared with parents in reports and end of year interviews. Kaimahi regularly meet to reflect on children’s learning and discuss strategies to improve the programme. Children’s learning is a priority.

Internal evaluation is used well to identify areas of improvement. Whānau monitor their progress in meeting their strategic goals. They regularly review the charter. An action plan is in place to keep whānau focused on their goals. Regular reports are shared about kōhanga reo operations including health and safety and legislative requirements. Whānau focus on the quality of children’s learning when making decisions about the kōhanga reo.

Key Next Steps

Assessment practices are developing. Kaimahi gather a range of information about children and report to whānau. The quality of profiles are inconsistent as some children’s profiles are incomplete with limited annotations about what children are learning.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO developed the following recommendation that whānau and kaimahi work with the district kaupapa kaimahi to improve the quality and consistency of assessment practices.

Te Kōhanga Reo o Mihiwairua is in Flaxmere Hastings. Children are well supported to develop te reo Māori and a sense of belonging. Children have positive relationships with their peers, kaimahi and whānau. Whānau focus on the quality of children’s learning when making decisions about the kōhanga reo.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Mihiwairua will be in three years.
