1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Mōkai Pātea o Taihape is one of two kōhanga reo in Taihape. The kōhanga reo has relocated to a new site opposite the original premises. Significant landmarks in the local area are integral to mokopuna learning.

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna demonstrate whanaungatanga through their positive interactions and enriching learning experiences.

4 Findings

Mokopuna learn in an environment where relationships are meaningful. Kaimahi model values of aroha, tiaki and manaaki in their engagement with mokopuna. These approaches result in a natural and calm setting for all mokopuna. Tuakana demonstrate thoughtfulness in their interactions with their tēina. Kaimahi utilise a variety of strategies such as waiata, prompts, repetition, rotarota and instruction to support mokopuna language development. Older mokopuna are confident to actively participate where they are able to. Pēpi smile and laugh as they express their understanding. Mokopuna engage in activities that are fun, entertaining and enjoyable. Routines foster consistent and predictable practices for mokopuna. The indoor learning areas promote play, creativity, and exploration. Kaimahi know their mokopuna well and endeavour to cater to their unique needs. Kaimahi consistently acknowledge mokopuna for their achievements. Mokopuna appear happy and enjoy learning alongside others.

Kaimahi have processes in place for planning and assessment. Whānau are invited to contribute to planning which identifies content, activities, and learning outcomes. Planning clearly guide kaimahi implementation of the learning programme. Mokopuna learning journeys are documented in portfolios and story park. These recognise individual mokopuna development and progression overtime. The whānau are informed of what mokopuna are learning and are encouraged to comment on mokopuna development. Mokopuna benefit from collaborative practices.

Whānau have efficient systems in place to manage their kōhanga reo. The Tūtohinga defines processes and sets out a planned approach and direction for whānau. Whānau hui are well attended, recorded and purposeful. There are clear reporting procedures across operations. Core health, safety and personnel policies and procedures are up to date and align to relevant legislation to ensure mokopuna health, safety and wellbeing is prioritised. The strategic plan is informed by Te Ara Tuapae. Long and short-term priorities and actions are clearly identified and provides future development of the kōhanga reo. An action plan monitors the progress of goals achieved. The annual plan is well set out and identifies overall operational and administrative tasks and when these are to be completed. Personnel matters are well managed.  Employment documentation includes individual employment contracts, position descriptions and kaimahi safety checks. Kaimahi self-appraisals are completed. There is a focus on building kaimahi skill and capability to become effective, future leaders. Responsibilities are shared amongst whanau to meet operational matters. Mokopuna are the centre of collective whānau decision making.

Key Next Steps

Programme evaluation is informal. It is difficult to gauge how the learning programme is monitored for its effectiveness. While kaimahi talk about what is working, or not working, there is limited documentation of these conversations. Mokopuna would benefit from increasing kaimahi knowledge of programme evaluation for ongoing improvement.

Whānau and kaimahi acknowledge their ongoing efforts to enhance their awareness and understanding of the Children’s Act 2014. ERO agree that further wananga will enable them to demonstrate their commitment to fulfilling the obligations of the Act. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the Kōhanga reo whānau recommends that whānau continue to strengthen programme evaluation practices to further provide positive learning and outcomes for mokopuna

1 Context

Te Kōhanga Reo o Mōkai Pātea o Taihape is one of two kōhanga reo in Taihape. Winiata Marae and other significant landmarks in the local area are integral to children’s learning. The whānau and local kaimahi from Te Kōhanga Reo National Trust are seeking options for children to continue their education in te reo Māori once they move on from kōhanga reo.

2 The Evaluation Findings

How well do children express confidence in their learning environment?

Children express confidence through a stimulating learning programme and meaningful relationships with others.

Ngā Taumata Whakahirahira

Children are immersed in and experience te reo Māori in a number of ways. Kaimahi are confident and articulate speakers of te reo Māori. They foster an environment of inquiry through the use of questions and conversations. The older children are confident to make requests and query issues in order to seek clarity. They are also confident in their responses when asked questions. Babies display their understanding of te reo Māori through hand signs, body language, and repeating sounds and Māori words. Children are developing as speakers of te reo Māori.

Children enjoy loving and respectful relationships. Kaimahi encourage children to be mindful and to express aroha to their kuia, kaimahi and each other. They model caring interactions based on awhi and manaaki. Tuākana embrace and care for the babies. These positive interactions provide babies with reassurance that they are safe. Kaimahi have fun, share jokes and laughter with children throughout the day. Children are happy in their relationships with others. Children are always curious about visitors to their kōhanga reo. They approach the visitors with confidence and many questions. Children appear secure and happy.

Children learn in an environment where their identity is nurtured. Kaimahi ensure children attend all activities on the marae. The sound of the pūtātara alerts children that manuhiri are approaching. Children are coming to understand the tikanga and kawa of the marae as well as their roles and responsibilities as tangata whenua. Displays of local marae hang on the wall of the kōhanga reo at eye level for children to touch and talk about. Children are developing an understanding of who they are and where they come from.

Children are engaged in learning which encourages exploration. Atua Māori play a significant role in children’s learning. Kaimahi openly share their knowledge about atua Māori including their characteristics and the influence they have on the environment. Children experience learning where they have access to a wide range of resources and activities. The interest level of the older children is evident as engage in learning for long periods of time. Babies learn through a programme that is based on secure relationships and trust. Kaimahi respond to their physical and emotional needs instantly. Children are happy and inquisitive learners.

Planning and Evaluation

The whānau and kaimahi work together to maintain systems that support the management of the kōhanga reo. Planning for the learning programme is meaningful. These plans guide the organisation and implementation of the day-to-day learning programme. Children benefit when planning is effective. The kōhanga reo charter is in place. Policies are reviewed at whānau hui. The 2018 audit is completed. Strategic planning focusses on the kōhanga reo vision for children. Long-term priorities for the kōhanga reo are well planned. A timeline is in place to ensure whānau aspirations are realised. Whānau hold hui at the end of every month. Financial and kaiako reports are regularly tabled. Personnel documents are up-to-date. Relevant documentation is displayed in the foyer. Most health and safety policies and registers are in place. The whānau and kaiako seek to manage the kōhanga reo in the best interest of the children.

Key Next Steps

Children’s assessments and programme evaluation requires attention. Children’s profiles include a collection of children’s’ work, which are often not dated, annotated or aligned to planning. There are no records to show children’s progress over time. Kaimahi hui are not held regularly which impacts on their ability to evaluate the effectiveness of the learning programme and where they can improve. It is not clear how the effectiveness of the learning programme is monitored to meet the diverse needs of children. Kaimahi require support to build their knowledge and skills in children’s assessment and programme evaluation.

Aspects of health and safety require urgent improvement. The whānau must review its emergency procedures for flood and earthquake and ensure that regular evacuation drills are carried out and documented.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • ensure adults providing education and care are familiar with relevant emergency drills for flooding and earthquake and carry these out with the children with supporting documentation.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • strengthen children’s assessment and programme evaluation

  • establish policies and procedures to ensure emergency evacuation drills for flood and earthquake are carried out and appropriately documented.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Mōkai Pātea o Taihape will be in three years.

1 Background

Introduction

A supplementary review is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

A supplementary review evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO review and/or any additional areas identified since that review.

Terms of Reference

This supplementary review is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that review. The terms of reference for this review are to investigate:

  • Mana Aotūroa
  • Programme Planning, Evaluation, Assessment, learning resources
  • Whānau participation
  • Compliance
  • Self-review
  • and any other issues that may arise.

2 Context

Te Kōhanga Reo o Mōkai Pātea o Taihape is situated in the Taihape Township. The kōhanga reo has settled into their new premises well. The kōhanga reo has exceptional indoor and outdoor facilities for children. The tuakana and teina have their own separate buildings. The complex is very well fenced with appropriate gates in the right places.

Since the last review there has been staff changes. However, the core whānau group has continued to focus on improving the programme of learning and further develop their management of the kōhanga reo.

3 Findings

Mana Aotūroa

The previous report identified concerns about addressing planning and learning provision and care for all children. Care procedures are in place. Kaimahi have revised and improved delivery of good learning experiences for their children. The resources and learning needs for their under two year olds has improved extensively. Kaimahi have supported each other well and now have a good understanding of their professional practices.

Areas of progress

Children are becoming more confident in te qo Māori. They are friendly, positive and learning about supporting each other. Children are curious and ask questions. They are aware of themselves and others in their environment. Children talk to each other and are willing to also challenge each other. te āo Māori comes to the fore during karakia, waiata, mihimihi which provide tikanga, te reo Māori and learning about themselves through reciting pepeha and whakapapa. Children are well supported and guided by kaimahi in presenting te ao Māori. Children are developing an ability to differentiate between te ao Māori and te ao whānui.

Provision for babies is well resourced. They have an attractive, colourful and stimulating environment. Various resources cater well for the individual physical, intellectual, social and emotional needs of the babies. Their care needs and routines are well monitored and documented. Babies are adventurous and confident and use a wide range of resources. Kaimahi are diligent in interacting and encouraging babies who have opportunities to play alone, with a friend or in groups. They all have a purpose and place to go. They try everything out. Babies are happy and very well cared for.

Children hear te reo Māori spoken consistently throughout the day. They have a good understanding of the language. Many respond appropriately to requests and instruction. Kaimahi interactions provide a time to focus and children’s responses are forthcoming. Kaimahi use repetition and body language well. Children’s te reo Māori is developing.

Key Next Steps

In order to extend children’s knowledge and language development, it is important for kaimahi to upskill themselves in te reo Māori. Children would benefit if whānau supported kaimahi to pursue further professional development in te reo Māori.

Planning and Evaluation

Background

The previous report identified areas for development including some areas of compliance, more whānau participation in operations and management of their kōhanga reo. Self-review and reporting needed attention. Planning, assessment and evaluation practices need improvement across the kōhanga reo.

Areas of progress

Planning for children’s learning and development is effective and efficient. Annual, term and weekly planning frameworks are consistent in terms of links made from annual to weekly delivery of kaupapa. The essential elements of kaupapa learning are well documented across the kōhanga reo. Children’s needs and interests are considered. Kaimahi understand their roles and responsibilities. Children benefit from effective planning.

Children’s individual profiles provide good information about children’s experiences for parents. These are presented well and contain personal pepeha, whakapapa and numerous kaupapa experiences. They have a collection of photos and individual pictures with stories attached. Assessments focus on life skills including milestones, progress in physical development and co-ordination. Children experience a range of planned experiences.

Good quality programme, systems and practices are regularly discussed and documented among kaimahi. These are reported to whānau hui. Positive observations and review practices has led to change, exploring challenges for children and managing children better. Children benefit from good kaimahi practices.

Self-review of the kōhanga reo is robust. There is regular reporting at whānau meetings. Review of the personnel policies and procedures has been completed. The personnel portfolio includes individual contracts, job description and appraisal for each kaimahi. Professional learning development has been discussed and performance goals have been agreed too. Children enjoy a kōhanga reo that has been efficiently reviewed by whānau.

Areas of non-compliance

Background

A number of areas of non-compliance were identified in the ERO report. These included evacuation drills, hazard and incident registers, nappy hygiene procedures, appropriate ventilation of the babies sleeping room and learning resources for babies.

Areas of progress

Children are supported through efficient compliance management by the whānau. The outstanding compliance issue have been meet. All reviewed registers and necessary procedures are in place and operational. The sleeping room for babies has been moved to a more appropriate room. Ventilation is excellent and is beneficial to babies sleeping undisturbed. Children’s wellbeing is paramount to the kōhanga reo whānau.

Areas for further improvement

The kōhanga reo is supported by a small core of parents. It is recommended that this group develop an action plan that includes meeting the roles and responsibilities of the parents. The plan would include specific roles and responsibility, who is responsible and when they are to be completed. Whānau wānanga on Te Korowai to enhance the parent’s knowledge is essential. The children’s learning journey will be enhanced with more commitment to the kaupapa.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendations:

The kōhanga reo whānau to seek support from the local purapura and the regional Aotea office of Te Kōhanga reo National Trust.

Conclusion

Te Kōhanga Reo o Mōkai Pātea o Taihape is situated in Taihape Township. Children are well supported in their learning and development. The core whānau group manage and operate their kōhanga reo well for their children. The children are ready to extend their language development.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Mōkai Pātea o Taihape will be in three years.
