Te Kōhanga Reo o Mōkau is based on Te Marae o Mōkau, located in Whangaruru, Whangarei. Kaumatua and kuia are strong advocates for te reo Māori. Whānau and mokopuna learn about their papakāinga and their whakapapa links to the marae

3 Evaluation Focus

How well do mokopuna enjoy learning?

Mokopuna show happiness in their learning experiences.

4 Findings

Mokopuna learn in an environment where they well supported. Kaimahi practice values of awhi, manaaki and aroha. Mokopuna are exposed to quality te reo Māori speakers such as kuia and kaumātua who model and use te reo o te kāinga. Tuākana are provided opportunities to lead aspects of the learning programme. They are supported to repeat, recite, and share their pepehā with others. Kaimahi are consistent in their praise of mokopuna for their efforts and achievements. Mokopuna are included in mihi whakatau. They observe tikanga during these times and learn how to interact with manuhiri appropriately. Mokopuna enjoy positive interactions with adults. Kaimahi provide a range of activities where mokopuna are able to explore the environment. They often link mokopuna learning to the taiao, significant places and local stories related to their history. Mokopuna appear happy.

Key Next Steps

Whānau should consider ways to encourage its members to support the management and operations of the kōhanga reo. Whānau are not clear about their roles and responsibilities. There is limited understanding of internal evaluation and how this impacts on the quality and future directions of operations. Therefore, the following areas require attention:

Programme planning, programme evaluation and mokopuna assessment requires attention. It is not clear how programme evaluation and mokopuna assessment is linked to programme planning. Support is required for kaimahi to build their capability and capacity to deliver an effective programme for the mokopuna.

Whānau need to develop processes to review and establish sound health and safety policies and procedures. It’s important that these align to current legislation. Whānau and kaimahi do not fully understand how this influences what happens in kōhanga reo. Mokopuna health and wellbeing cannot be guaranteed.

The whānau need to ensure that there is a building maintenance plan in place. Currently there are issues that require consideration. It is time for whānau to seek resolution to ensure the surrounding fencing and outdoor learning environment is safe and provides the best learning opportunities for the mokopuna.

Earthquake drills have not been practised. Whānau must ensure requirements for earthquake evacuation drills are carried out and recorded to ensure the safety of mokopuna

5 Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

Actions for Compliance

To meet compliance requirements, they must:

  • ensure there is an ongoing process of internal evaluation to help the kōhanga reo maintain and improve the quality of its education and care

  • ensure the kōhanga reo is effectively governed and managed in accordance with good management practices, including Te Korowai

  • ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts

  • must ensure to review and update all health and safety policies and procedures to ensure all health and safety requirements for emergency evacuation drills, sleeping, accidents and incidents, hazards, child protection and behaviour management are met and maintained for children

  • ensure that all reasonable steps are taken to promote the good health and safety of children enrolled in the service; and take all reasonable precautions to prevent accidents and that the premises, facilities, and other equipment on those premises are kept in good repair, maintained regularly, used safely, and kept free from hazards

  • adults providing education and care are familiar with relevant emergency drills and carry out, recorded, and evaluate these with children at least every three months.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • it is essential the whānau work closely with the District Office to establish an action plan to address all concerns identified in this report.

Te Kōhanga Reo o Mōkau is based in Whangaruru. The pepeha of the kōhanga reo captures the mauri, the mana and the wehi of the whānau who willingly support and contribute to its operations. The marae, urupā, maunga, awa and moana provide a strong foundation for children’s learning.

2 The Evaluation Findings

How aware are children of their identity and whānau connections?

Children are developing an understanding and awareness about their whakapapa connections through a learning programme that prioritises iwi knowledge.

Ngā Taumata Whakahirahira

Whānau connections foster children’s understanding of who they are. The kaumātua and kaiako lead and guide learning about whakapapa and identity for children. The landmarks that are referred to as part of children’s pepeha are visible from the kōhanga reo. The kōhanga reo is based on the marae and children are exposed to the formal practices and tikanga of the marae. Whānau are wanting to know more about the marae and are learning alongside their children. Children frequently visit the urupā. This reinforces connections for children to those who have passed. Children are developing their understanding about their links to people and places.

Children participate in learning that extends beyond the kōhanga reo. The learning environment supports children to experience feelings of belonging. There are five old pā sites that are within easy travelling distance from the kōhanga reo. Kaumātua and kaiako make use of the closeness of these sites to introduce children and whānau to learning that is connected to their history. Children have walked the whenua, visited the pā sites, gathered kai and listened to the stories of the land. Displays within the kōhanga reo and photographs are a valuable record of children’s learning. Children enjoy the opportunities to make choice in their learning and to play independently or with others. These experiences build for each child, identity and belonging.

Children participate in learning where te reo Māori is valued. The kaumātua, kuia and kaiako are highly proficient speakers of te reo o Ngāpuhi. They seek appropriate ways to encourage children to to speak te reo Māori. Karakia, hīmene and waiata are used to relax children and ease them in to the day’s activities. Tuākana are encouraged to lead aspects of the programme. They are able to model confidence to the tēina as they stand to recite their pepeha. Children can associate te reo Māori with pictures, people and things. Children are developing as speakers of te reo Māori.

Planning and Evaluation

The whānau manage the operations and practices of the kōhanga reo. Learning, health, safety and wellbeing are the focus for whānau. Planned learning programmes and assessment of children’s learning and progress are in place. Whānau are well informed of what children are learning and how their progress is monitored. Whānau attendance and participation at whānau hui is high. Discussions are robust and whānau have made important decisions regarding some aspects of the operations. The whānau recognise the value of having kaumātua to lead the learning within the kōhanga reo for children and for them. They have the capability and skills to ensure the kōhanga reo continues to operate successfully. Children’s wellbeing is at the centre of whānau decision making.

Key Next Steps

Self-review requires attention. It is evident that programme evaluation is not carried out effectively by kaimahi. There are no staff meetings, therefore no records of discussions about the quality of teaching practice and any improvements to be made. Monitoring of progress towards meeting annual and strategic goals is not evident in whānau hui. Policies have been discussed and endorsed by the whānau however, these have not been aligned to current government legislation. It is important that the Vulnerable Children’s Act 2014 is reflected in specific areas of practice. Appraisal has been difficult for whānau who feel they do not have the skills or capability to appraise kaumātua and kaiako. The Te Kōhanga Reo National Trust personnel have plans to support the whānau to address this matter. Children would benefit when ongoing monitoring of operations is consistent.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

The following areas of non-compliance were identified:

  • establish an ongoing process of self- review or internal evaluation to help maintain and improve the quality of service for children

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations.

  • Build self-review to sustain the kōhanga reo into the future

  • A collaborative and comprehensive review and development of the Charter, Strategic and Annual plans and policies

  • Ensure a team approach to programme evaluation

  • Seek advice and support to appraise skilled kaiako

  • Deliberately plan for succession.

Te Kōhanga Reo o Mokau is at Mokau Marae in Whangaruru. Children are confident in a te reo Māori environment. Whanaungatanga is important to the whānau. Personnel management including appraisals need to be reviewed.

1 Context

Te Kōhanga Reo o Mokau is close to the Whangaruru Harbour, near Whangarei. The kōhanga reo was established in 1985 and relocated to Mokau Marae in 1990. Ngāti Wai is the local hapū.

Whanaungatanga is a basis for all interactions between children and with adults. Children learn about who they are and where they are from.

The 2012 Supplementary review report recommended that whānau seek support to better manage kōhanga reo operations and the learning programme. Improvements were made in these areas. Assessment remained an area for further development.

2 The Review Findings

How well do children show their confidence in te reo Māori?

Children are confident in a te reo Māori environment.

Ngā Taumata Whakahirahira

Children are immersed in a te reo Māori environment. Kaimahi use interactive strategies to develop children’s language skills. These include questioning, modelling and prompts. They also use books and shared reading experiences. Kaimahi support children to recite their karakia, mihimihi and pepeha. Parents attend te reo Māori classes at the kōhanga reo. Children hear dialect particular to Ngāti Hine. Children are well supported to develop as speakers of te reo Māori.

Children develop a sense of who they are through whanaungatanga. They have meaningful relationships with others. They learn about their connections to the land. Children understand tikanga and kawa as tangata whenua. They have experiences with the wider community. The presence of kuia and koroua has a calming effect on children. Children are confident learners.

Children are familiar with their learning environment. Children demonstrate knowledge of karakia and waiata. Children learn about ngā atua Māori. They care for their kōhanga reo and for others. Children are settled.

Planning and Evaluation

Programme planning is well organised. Kaimahi plan collaboratively. They identify kaupapa ako with specific activities and supporting resources. Planning guides programme implementation. Children enjoy learning at kōhanga reo.

Self review occurs regularly across kōhanga reo operations. Kaiako reporting informs whānau members of current and future activities and events. Whānau hui minutes are clear and decision making is done collaboratively.

Key Next Steps

Strategic planning needs further development. There is no annual plan to guide whānau activities or progress towards achieving their priorities. Strategic planning is necessary to achieve positive learning outcomes for children.

Assessment and programme evaluation requires development. Kaimahi are unclear about the purpose of children’s profiles, however, the links between planning and assessment are weak. Kaimahi do not identify children’s learning and progress or use this information to inform programme planning. Kaimahi do not evaluation the programme to indentify successes and areas for improvement. Improvements in assessment and programme evaluations will improve children’s learning outcomes.
